HomeMy WebLinkAbout1984.05.22_City Council Minutes83 On Tuesday, May 22, 1984, the Owasso City Council met in a special session in the Council Chambers at City Hall per- the Notice of Public Hearing and Agenda posted on City Hall bulletin board at 4:00 p.m, on May 18, 1984. ITEM 1: CALL TO ORDER The meeting was called to order at 7:00 p.m. with Mayor Spencer presiding. ITEM 2: FLAG SALUTE Flag salute was led by Mayor Spencer. ITEM 3: ROLL CALL PRESENT: Boyd M. Spencer, Mayor Wauhilleau Webb, Vice-Mayor James Smalley, Councilman Von Stockier, Councilman Robert Peel, Councilman Ron Cates, City Attorney Faye Smith, Recorder ABSENT: Ann Hendrickson, City Clerk ITEM 4: CONSIDERATION OF APPOINTMENT OF FAYE SMITH AS DEPUTY CITY CLERK FROM JUNE 5, 1984 to SEPT. ~, 198 . Motion was made by Wauhilleau Webb, seconded by Von Stockier to appoint Faye Smith as Deputy City Clerk from June 5, 1984 to September 5, 1984. The .City Attorney pointed out that the intent had been to have the Deputy City Clerk appointed effective imme- diately. Motion was amended by Wauhilleau Webb, to read "from 7:00 p.m. May 22, 1984 to Sept. 5, 1984':'. AYE: Messrs. Spencer, Stockier, Peel, Smalley; Mrs. Webb NAY: None Motion carried. The City Attorney administered the oath of office to Faye Smith. ITEM 5: CONSIDERATION OF AUTHORIZATION TO WAIVE COMPETITIVE BIDDING REQUIREMENTS AND APPROVAL OF EXPENDITURE FOR MA.TERIAL5 AND LABOR TO REPAIR SWIMMING POOL BATH HOUSE. Mayor Spencer explained that all the pipes and plumbing in the bath house had frozen and broken and that since the swimming pool is due to open in a few days, it is important far the repairs to be done ~~ as soon as possible. Motion was made by Wauhilleau Webb, seconded by Robert Peel, to declare an emergency, waive competitive bidding requirements and approve expenditure for materials and labor to repair the swimming pool bath house. 34 OWASSO CITY COUNCIL PAGE TWO MAY 22, 1984 AYE: Messrs. Spencer, Stockler, Smalley; Peel; Mrs. Webb NAY: None Motion carried. 5. CONSIDERATION OF RE VEST FOR EXECUTIVE SESSION:PERSONNEL MATTER POSSIBLE APPOINTMENT OF ACTING CITY MANAGER. 6. CONSIDERATION OF REQUEST FOR EXECUTIVE SESSION: PERSONNEL TIER CITY MANAGER S OFFICE-LABOR NEGOTIATIONS. Motion was made by Wauhilleau Webb, seconded by Von Stockler, to recess into Executive Session for personnel matters regarding appointment of acting City Manager and labor negotiations. AYE: Messrs. Spencer, Stockler, Smalley, Peel; Mrs. Webb NAY: None Motion carried. Meeting recessed at 7:13 p.m, and reconvened at 8:38 p.m. Motion was made by Mayor'Spencer, seconded by Robert Peel, to appoint Lee Dawson as Acting City Manager until a new City Manager is hired. AYE: Messrs. Spence, Stockler, Peel, Smalley; Mrs. Webb NAY: None Motion carried. There being no further business before the Owasso City Council, meeting adjourned at 8:50 p.m. ~, ~,.
