On Tuesday, June 19, 1984, the Owasso City Council met in a regular
session in the Council Chambers at City Hall per the Notice of
Public Hearing and Agenda posted on City Ha11 bulletin board at
4:00 p.m, on June 15, 1984.
ITEM l: CALL TO ORDER
The meeting was called to order at 7:02 p.m, with Mayor Spencer
presiding.
ITEM 2: FLAG SALUTE
Flag salute was led by Mayor Spencer.
ITEM 3: ROLL CALL

ITEM 4: CONSIDERATION OF APPROVAL OF MINUTES OF JUNE 5, 1984,
COUNCIL MEETING.
CONSIDERATION OF APPROVAL OF MINUTES OF JUNE 14, 1984
SPECIAL COUNCIL MEETING.
Motion was made by James Smalley, seconded by Von Stockler, to
approve the minutes of June 5, 19$4 and June 14, 1984, by refer-
ence made a part hereof.
AYE: Messrs. Spencer, Peel, Smalley, Stockler; Mrs. Webb
NAY: None
Motion carried.
ITEM 5: BUSINESS
A. REQUEST OF BEN HYNUM FOR AUDIENCE WITH COUNCIL.
This item was passed to July 3, 1984 Council agenda.
B. CONSIDERATIOTI OF REQUEST TO REZONE A TRACT FROM OM TO CS
LOCATED AT 1940 E, th ST. N.
Dr. Whitfield made a presentation to the Council stating his
intentions and reasons for requesting-the zoning change. Tam
Kimball, Barbara Plank, Barbara Engen and Dorothy Stockler
discussed the proposal with Dr. Whitfield and the Council. The
matter was passed to the July 3, 1984 Council meeting.

C. CONSIDERATION OF ADOPTION OF RESOLUTION ~~84-06 AMENDING
FEE SCHEDULE FOR FILING AND PROCESSING APPLICATIONS FOR
ANNEXATION, ZONING OR PUD, BOARD OF ADJUSTMENT AND SUB-
DIVISION OF LAND APPLICATIONS.
Carol Dickey, City Planner, reviewed the fee schedule, explaining
the method used for establishing the fees.
Motion was made by Robert Peel, seconded by Von Stockler, to
adopt Resolution ~k84-06 amending fee schedule for filing and
processing applications for annexation, zoning or PUD, Board
of Adjustment and Subdivision of land applications.
AYE: Messrs. Spencer, Peel, Stockler., Smalley; Mrs. Webb
NAY: None
Motion carried.
D. CONSIDERATION OF REJECTION OF LOW BID FOR CIVIL_DEFENSE
SIREN AND ACCEPTANCE OF BID OF GODDARD ENTERPRISES.
Lee Dawson, Acting City Manager and Howard Stamper explained
the .reasons for rejecting the low bid and requesting acceptance
of Goddard Enterprises.
Motion was made by Von Stockler, seconded by Robert Peel, to
rescind the previous motion made to accept the low bid and
to accept the bid presented by Goddard Enterprises.
AYE: Messrs. Spencer, Stockler, Smalley, Peel
NAY: Mrs. Webb
Motion carried.
E. CONSIDERATION OF APPROVAL OF BUDGET FOR FISCAL YEAR 1984-1985.
Mayor Spencer asked if there were any questions from the Council
or the audience regarding the proposed budget for fiscal year 1984-
1985. There were no questions.
Motion was made by James Smalley,rseconded by Mayor Spencer, to
approve the budget for Fiscal Year 1984-1985.
AYE: Messrs. Spencer, Stockl-er, Smalley, Peel; Mrs. Webb
NAY: None
Motion carried.
F. CONSIDERATION OF APPROVAL OF REVENUE SHARING BUDGET FOR
FISCAL YEAR 1934-1985.

Mayor Spencer asked if there were any questions from the Council
or the audience regarding the proposed Revenue Sharing budget

for Fiscal Year 1984-1985. There were no questions.
Motion was made by James Smalley, seconded by Von Stockier, to
approve the Revenue Sharing budget for 1984-1985.
AYE: Messrs. Spencer, Stockier, Smalley, Peel; Mrs. Webb
NAY: None
Motion carried.
G. CONSIDERATION OF APPROVAL OF CANCELLATION OF OML HEALTH
Lee Dawson stated that he had gotten proposals from several
companies and after comparison, felt it was in the City's
best interest to accept Blue Cross/Blue Shield Health Share
Gold Option ~~3.
Motion was made by Wauhilleau Webb, seconded by Robert Peel, to
accept the proposal fr-om Blue Cross/Blue Shield on their Health
Share Gold Option ~~3.
AYE: Messrs. Spencer, Stockier, Smalley, Peel; Mrs. Webb
NAY: None
Motion carried.
H. RE UEST FOR EXECUTIVE SESSION: CONSIDERATION OF APPROVAL
OR REJECTION OF THE I.A.F.F. AND CIfiY OF OWASSO NEGOTATIONS
AND CONTRACT FOR FISCAL YEAR 1984-1985.
Passed temporarily.
6. REPORT FROM CITY ATTORNEY
Pdone .
7. REPORT FROM CITY MANAGER.
Lee Dawson reported that the lower level air conditioner
needed to be either repaired or replaced. He asked for input
from the Council on the speed limit study they had received.
He stated that he would be in Bixby on June 27 for a Clerks and
Treasurer's Training Conference. He related problems concerning a culvert
and water valves in the first phase of Lakeridge subdivision.
Bob Pruitt of Al Young & Associates also spoke to the Council
regarding• these problems and the possibility of beginning
construction.

8. APPROVAL OF CLAIMS
Motion was made by Wauhilleau Webb, seconded by Von Stockler, to
approve the May claims as presented.
AYE: Messrs. Spencer, Stockler, Smalley, Peel; Mrs. Webb
NAY: None
Motion carried.
9. NEW BUSINESS
Mayor Spencer stated that he wanted to call a special meeting in
the near future and invite Harold Pumford and Diane Pedicord of
Oklahoma Municipal League to speak to the Council.
Mayor Spencer announced that he would .recess the. Council meeting
at this time and reconvene after the Owasso Public Works Autho-
rity meeting. Meeting recessed at 8:17 p.m, and reconvened at
8:32 p.m.
H. REQUEST FOR EXECUTIVE SESSION: CONSIDERATION OF APPROVAL OR

Motion was made by James Smalley, seconded by Von Stockler, to
recess into Executive Session.
AYE: Messrs. Spencer, Stockler, Smalley, Peel; Mrs. Webb
NAY: None
Motion carried.
Meeting recessed at 8:3:3 p.m, and reconvened at 9:35 p.m.
Motion was made by Robert Peel, seconded by Von Stockler, to
approve the I.A.F.F, and City of Owasso Negotiations and contract
for Fiscal Year 1984-1985.
AYE: Messrs. Spencer, Stockler, Smalley, Peel; Mrs. Webb
NAY: None '
Motion carried.
Mr. Stockler stated that he would like to see work started on
paving the land purchased for a parking lot. Mayor Spencer asked
the work begin on the parking lot before July 1, 1984.
