On Tuesday, July 3, 1984, the Owasso City Council met in a regular
session in the Council Chambers at City Hall per the Notice of
Public Hearing and Agenda posted on City Hall bulletin board at
4:00 p.m, on June 29, 1984.
ITEM l: CALL TO ORDER
The meeting was called to order at 7:02 p.m, with Vice-Mayor Webb
presiding.
ITEM 2: FLAG SALUTE
Flag salute was led by Vice-Mayor Webb.
ITEM 3: ROLL CALL
PRESENT: Wauhilleau Webb, Vice-Mayor
James Smalley, Councilman
Von Stockier-, Councilman
Ron Cates, City Attorney
Ann Hendrickson, City Clerk
ABSENT: Boyd M. Spencer, Mayor
Robert Peel, Councilman

ITEM 4: CONSIDERATION OF APPROVAL OF MINUTES OF JUNE 19, 1984
COUNCIL ME'ET'ING.
Motion was made by James Smalley, seconded by Von Stockier, to
approve the minutes of June 19, 1984, by reference made a part
hereof.
AYE: Messrs. Smalley, Stockier; Mrs. Webb
NAY: None
Motion carried.
ITEM 5: BUSINESS
A. CONSIDERATION OF REQUEST TO REZONE A TRAC_T_ FROM OM TO CS
LOCATED AT 119 0 E. $ th ST. N.
The following citizens were present and expressed their desire
for the Council to deny the zoning request: Mr. & Mrs. David
Engen, Duane Walker, Becky Foyil, Ron Hartzler, and Mark Hrachovec.
Mr. James Lampkin spoke in favor of the zoning request. Dr.
Whitfield was not present. The City Planner, Carol Dickey reviewed
the reasons for the Planning Commission denying the request.
Motion was made by James Smalley, seconded by Von Stockier, to
deny the zoning request from OM to CS at 11940 E. 86th St. North,
based on the recommendation and reasons set forth by the Owasso
Planning Commission.

B. REQUEST FOR DISCUSSION REGARDING FOR CLUB-RAYOLA PARK/KEN
JIMISON.
Passed to July 17, 1984.
C. CONSIDERATION OF RE~UEST FOR MORATORIUM ON PACKAGE STORE TAX
Ms. Chase was not present.
Motion was made by Von Stockler, seconded by James. Smalley, to
deny the request for a moratorium on package stare tax increase.
AYE: Messrs. Stockler, Smalley; Mrs. Webb
NAY: None
Motion carried.
D. CONSIDERATION OF REQUESfi FOR PARTIAL DEFERRMENT OF PAYMENT OF
PACKAGE STORE LICENSE TAX ROSE MATHEWS.
Rose Mathews was not present.
Motion was made by Von Stockler, seconded by James Smalley, to
deny the request for partial deferrment of payment of package
store license tax requested by Rose Mathews.
AYE: Messrs. Stockler, Smalley; Mrs. Webb
NAY: None
Motion carried.

This item was passed to July 17, 1984.
F. CONSIDERATION OF APPROVAL OF AGREEMENT FOR ADMINISTRATION OF
ALES TAX ORDINANCE FOR ANNUAL RENEWAL.
Motion was made by Von Stockler, seconded by James Smalley, to
approve the agreement for administration of Sales Tax Ordinance
for annual renewal.

G. CONSIDERATION OF APPOINTMENT OF VICKY McHENRY AS DEPUTY COURT
CLERK FROM JULY 3, 198 TO AUGUST 2 198 .
Motion was made by James Smalley, seconded by Von Stockier, to
appoint Vicky McHenry as Deputy Court Clerk from July 3, 1984 to
August 21, 1984.
AYE: Messrs. Stockier, Smalley; Mrs. Webb
NAY: None
Motion carried.
REQUEST FOR EXECUTIVE SESSION: PERSONNEL MATTER-CITY MANAGER'S
OFFICE/CONSIDERATION OF RESIGNATION OF BENJAMIN F. HYNUM AS
CITY MANAGER OF THE CITY OF OWASSO, OKLAHOMA AN'D' CONSIDERATION
OF ISSUANCE OF LETTER OF RECOMMENDATION.
Motion was made by Von Stockier, seconded by James Smalley, to
recess into Executive Session.
AYE: Messrs. Stockier, Smalley; Mrs. Webb
NAY: None
Motion carried.
Council recessed at 8:10 p.m, and reconvened at 8:38 p.m.
Motion was made by James Smalley, seconded by Von Stockier, to
.accept the resignation of Benjamin F. Hynum as City Manager of
the City of Owasso, Oklahoma.
AYE: Messrs. Smalley, Stockier; Mrs. Webb
NAY: None
Motion carried.
I. REQUEST FOR EXECUTIVE SESSION: CITY MANAGER'S OFFICE/REPORT
ON PERSONNEL MATTERS-CITY DEPARTMENTS.
Passed to July 17, 1984.
6. REPORT FROM CITY MANAGER
No report.
7. REPORT FROM CITY ATTORNEY
Mr. Cates stated that he had received notification from the Okla-
homa Supreme Court that the appeal of Edward E. Scott had been
reinstated for consideration. He said he would notify Council
when a decision is handed down.

There being no new business before the Owasso City Council,
meeting adjourned at 8:39 p.m.
