HomeMy WebLinkAbout1984.07.17_City Council Minutes111 On Tuesday July 17, 1984, the Owasso City Council met in a regular session in the Council Chambers at City Hall per the Notice of Public Hearing and Agenda posted on City Hall bulletin board at 4:00 p.m. on June 29, 1984. ITEM 1: CALL TO ORDER The meeting was called to order at 7:03 p.m. with Mayor Spencer presiding. ITEM 2: FLAG SALUTE Flag salute was led by Mayor Spencer. ITEM 3: ROLL CALL PRESENT: Boyd M. Spencer, Mayor Wauhilleau Webb, Vice-Mayor Robert M. Peel, Councilman Von Stockier, Councilman Lee Dawson, Acting City Manager Ron Cates, City Attorney Ann Hendrickson, City Clerk ABSENT: James Smalley, Councilman ITEM 4: A. CONSIDERATION OF APPROVAL OF MINUTES OF JULY 3, 1984 COUNCIL MEETING. Motion was made by Von Stockier, seconded by Wauhilleau Webb, to approve the minutes of July 3, 1984, by reference made a part hereof. AYE: Messrs. Spencer, Stockier, Peel; Mrs. Webb NAY: None Motion carried. B. CONSIDERATION OF APPROVAL OF MINUTES OF JULY 10, 1984 SPECIAL COUNCIL MEETING. Motion was made by Wauhilleau Webb, seconded by Von Stockier, to approve the minutes of July 10, 1984, by reference made a part hereof. AYE: Messrs. Spencer, Stockier, Peel; Mrs. Webb NAY: None Motion carried. ITEM 5: BUSINESS A. REQUEST FOR DISCUSSION REGARDING FOR CLUB-RAYOLA PARK/KEN TTNfTCr1nT Mr. Jimison was not present. No discussion was held. 112 OWASSO CITY COUNCIL PAGE TWO JULY 17, 1984 B. DISCUSSION AND CONSIDERATION OF APPROVAL OF EXPENDITURE OF ADDITIONAL 5,000 FOR LOCATION OF NEW WARNING SIREN IN ~. MEADOWCREST OR ALTERNATIVELY, AUTHORIZATION OF RELOCATION OF WARNING SIREN FROM MEADOWCREST ADDITION. Discussion was held regarding the problems of installing the civil defense warning siren in Meadowcrest and possible alterna- tives. Motion was made by Wauhilleau Webb, seconded by Robert Peel, that the civil defense siren that was designated for the Meadowcrest area be placed at the Baptist Children's Home and Retirement Center and that the City Manager be directed to obtain an appropriate siren for Meadowcrest addition. AYE: Messrs. Spencer, Stockler, Peel; Mrs. Webb NAY: None Motion carried. C. CONSIDERATION OF ACCEPTANCE OF MAINTENANCE OF STREETS IN LAKE- RIDGE I ADDITION/BOB PRUITT Motion was made by Von Stockler, seconded by Wauhilleau Webb, to accept the maintenance of the streets in Lakeridge I addition. AYE: Messrs. Spencer, Stockler, Peel; Mrs. Webb NAY: None Motion carried. D. CONSIDERATION OF DECLARATION OF SIX MONTH MORATORIUM ON ANNEXATIONS BY THE CITY OF OWASSO PENDING COMPLETION OF_ WATER AND SEWER IMPROVEMENTS. Motion was made by Robert Peel, seconded by Von Stockler, to declare a six month moratorium on annexations by the City of Owasso pending completion of water and sewer improvements. AYE: Messrs. Spencer, Stockler, Peel; Mrs. Webb NAY: None Motion carried. E. CONSIDERATION OF ANY COUNCIL ACTION NECESSARY TO ASSURE _ COMPLIANCE WITH SUBDIVISION REGULATIONS REGARDING ISSUANCE OF BUILDING PERMITS. Motion was made by Mayor Spencer, seconded by Robert Peel, to approve Owasso City Council's acknowledgement of compliance with subdivision regulations prior to issuance of building permits in any future sub- division. ~„:,.. Motion was made by Mayor Spencer, seconded by Von Stockier, to approve the advertising of bids for purchase of a backhoe for the cemetary. AYE: Messrs. Spencer, Stockier, Peel; Mrs. Webb NAY; None Motion carried. G. CONSIDERATION OF APPOINTMENT OF FRANCES KIFER AS DEPUTY COURT CLERK FROG JULY 1 THROUGH JULY 20, 19 i Motion was made by Wauhilleau Webb, seconded by Von Stockier, to appoint Frances Kifer as Deputy Court Clerk from July 18 through July 20. AYE: Messrs. Spencer, Stockier, Peel; Mrs. Webb NAY: None Motion carried. H. REQUEST FOR EXECUTIVE SESSION: CITY MANAGER'S OFFI_CE_/REPORT ON PERSONNEL MATTERS - CITY DEPARTMENTS. Withdrawn at direction of requesting party. I. REQUEST FOR EXECUTIVE SESSION: CONSIDERATION OF WATER AND SEWER EASEMENT ACQUISITIONS - POSSIBLE CONDEMNATION LITIGATION. Motion was made by Robert Peel, seconded by Von Stockier, to recess into Executive Session. AYE: Messrs. Spencer, Stockier, Peel; Mrs. Webb NAY: None Motion carried Meeting recessed at 7:34 p.m. and reconvened at 8:09 p.m. No action was taken. J. CONSIDERATION OF ACCEPTANCE OF WATER`AND SEWER_EA~EMENTS FROM LARKIN BAILEY AND ELSIE BAILEY. 114 OWASSO CITY COUNCIL PAGE FOUR JULY 17, 1884 Motion was made by Robert Peel, seconded by Von Stockler, to accept the water and sewer easements from Larkin Bailey and Elsie ""° Bailey. AYE: Messrs. Spencer, Stockler, Peel; Mrs. Webb NAY: None Motion carried. 6. REPORT FROM CITY ATTORNEY None. 7. REPORT FROM CITY MANAGER Mr. Dawson reported that the tanker is now in service. He asked Council to review the new cost on the liability insurance. He said he had been interviewed by KVOO radio about the growth of Owasso. 8. APPROVAL OF CLAIMS Motion was made by Von Stockler, seconded by Robert Peel, to approve June General Fund Claims in the amount of $137,588.46, Park Grant Fund in the amount of $660, and Revenue Sharing in the amount of $450.00. AYE: Messrs. Spencer, Stockler, Peel; Mrs. Webb NAY: None Motion carried 9. NEW BUSINESS Mayor Spencer referred to a letter in the Owasso Reporter from Mrs. Dorothy Stockler expressing concern about the location of the Star Mental Health Facility. He asked that Mr. Dawson, the Building Inspector, the City Planner, and the City Attorney review the appro- priate regulations and ordinances and give a report to the Council at the next meeting. Mayor Spencer said he would like the Council to consider adopting a regulatory ordinance regarding drainage. Councilman Stockler asked for a report on the status of the proposed parking lot. Mr. Dawson said he report on it at the next meeting. There being no further business before the Owasso City Council, meeting adjourned at 8:22 p.m. f /`~'/~,% BOYD M.
