HomeMy WebLinkAbout1984.08.07_City Council Minutes115 On Tuesday, August 7, 1984, the Owasso City Council met in a regular session in the Council Chambers at City Hall per the Notice of Public Hearing and Agenda posted on City Hall bulletin board at 4:00 p.m, on August 3, 19$4. ITEM l: CALL TO ORDER The meeting was called to order at 7:02 p.m, with Mayor Spencer presiding. ITEM 2: FLAG SALUTE Flag salute was led by Mayor Spencer ITEM 3: ROLL CALL PRESENT: Boyd M. Spencer, Mayor Robert Peel, Councilman James Smalley, Councilman Von Stockler, Councilman (7:04 p.m.) Lee Dawson, Acting City P~ianager Ron Cates, City Attorney Ann Hendrickson, City Clerk ABSENT: Wauhilleau Webb, Vice-Mayor ITEM 4: CONSIDERATION OF APPROVAL OF MINUTES OF JULY 17, 1984 CO~JNCIL r~IEETING. Motion was made by Robert Peel, seconded by James Smalley, to approve the minutes of July 17, 1984, by reference made a part hereof. AYE: Messrs. Spencer, Stockler, Peel, Smalley NAY: None Motion carried. ITE;~i 5: BUSINESS A. CONSIDERATION OF MAYORAL PROCLAMATION PROCLAIMING AUGUST 17 AND A'S TRAIL 'DAY'S' - OWASSO S OTIi BIRTHDAY CELEBRATION. Mayor Spencer read a proclamation proclaiming August 17, 1984 and August 18, 1984 as "Trail Days" Owasso's 80th birthday celebration. Motion was made by Robert Peel, seconded by James Smalley, affirming the Mayor's proclamation of August 17, and 18 as "Trail Days". AYE: Messrs. CONSIDERATION OF REQUEST FROM OWASSO CHAMBER OF COMMERCE ND SERTOMA CLUB FOR WAIVER OF LICENSES FOR BOOTHS AND FEES FOR RECREATION CENTER DURING TRAIL DAYS. Mrs. Carolyn Downey, secretary of the Owasso Chamber of Commerce discussed the request with the Council, the City Manager and the Park Superintendent. Motion was made by Mayor Spencer, seconded by James Smalley, to deny the request to waive license and fees during Trail Days. AYE: Mr. Spencer NAY: Messrs. Smalley, Stockier, Peel Motion did not carry. Motion was made by James Smalley, seconded by Von Stockier, to waive licenses and fees this one time as requested by Owasso Chamber of Commerce and Sertoma Club for Trail Days, August 17 and 18, 1984. AYE: Messrs. Smalley, Stockier, Peel NAY: Mr. Spencer Motion carried. C. DISCUSSION OF ALTERNATIVES FOR RECEIVING MONIES FOR AMBULANCE fiRRVTf'.F Council discussed several alternatives presented by Lee Dawson, Ron Cates., and Bob Allen, Owa.sso.Fire Chief. The Mayor asked that the item be placed on the September 4, 1984, Council agenda. D. COTSIDERATION OF APPROVAL TO ADVERTISE FOR BIDS ON TRACTOR MOWER FOR PARK DEPARTMENT. Motion was made by Robert Peel, seconded by Von Stockier to approve the advertising for bids on a tractor mower for the park department and to set September 4, 1984 as the date for opening the bids. AYE: Messrs. Spencer, Stockier, Smalley, Peel NAY: None Motion carried. E. CONSIDERATION OF APPROVAL OF PAYMETdT OF GENERAL OBLIGATION BOND 0 IE5 PER TTACHED LIST. Motion was made by James Smalley, seconded by Von Stockier, to approve payment of General Obligation Bond Monies as presented. 117 OWASSO CITY COUNCIL PAGE THREE AUGUST 7, 1984 AYE: Messrs. Spencer, Stockler, Smalley, Peel NAY: None Motion carried. F. CONSIDERATION OF REQUEST TO LOWER SPEED LIMIT ON A SECTI.O_N OF_ 7 TH ST. NORTH TO 25 MPH. Discussion was held regarding ways to reduce the number of people: exceeding the. speed limit in the specified area. Motion was made by Von Stockler, seconded by Robert Peel, to authorize the City Manager to install caution lights or signs on 76th St. North. AYE: Messrs. Spencer, Stockler, Smalley, Peel NAY: None Motion carried. G. DISCUSSION AS TO THE REASON FOR TERMINATION OF BEN HYNUM AS CITY NA ER AtJD REIi1STATEMENT IN THAT POSITION. Mr. Iiynum read a prepared statement to the Council. He asked for Council's response to several statements. Council did not respond. H. CONSIDERATION OF APPROVAL OR DISAPPROVAL OF PROPOSED CABLE RATES SCHEDULE INCREASE FILED ON JULY 18 19$4 BY TCI GROWTH H CABLE R VIDER. Mr. Cates said that under Section 9 of .the cable franchise, the Council must approve rate increase, but that if no action is taken within 30 days from date of filing,the increase is approved. He said TCI had agreed to an extension of time to allow the Council to study the proposed increase and act upon it at the next Council meeting. Mr. Dawson said he received a letter from TCI extending the time to August 22, 1984. Mayor Spencer asked that the item be put on the August 21, 1984 agenda. 7._ REPORT FROM CITY ATTORNEY None 8. REPORT FROM CITY MANAGER Mr. Dawson stated that he had researched the Star Mental Health zoning problem and that the facility was not in compliance with the Owasso Zoning Code. Mr. Cates stated that the City could issue a Cease and Desist Order. Refusal could result in fines or an injunction. Mr. Dawson reported that the parking had been enlarged and would be further enlarged. He said he had checkdd on the status of the commercial truck and not much had been done. He said the State 118 OWASSO CITY COUNCIL PAGE FOUR AUGUST 7, 1984 Dept, of Transportation had stated that the new highway is projected x to begin construction in early spring, starting at the corner of 86th St. N, and Highway 169. He said the Police Dept. has requested a pistol range on City land. There was discussion as to the proper location. Mr. Dawson presented a proposed floor plan for renovation of the post office building for the Owasso Police Department. 8. NEW BUSINESS Mr. Bob Randolph thanked the Council for waiving the licenses and fees for Trail Days. He also made a statement regarding the Council's hiring of a City Manager.
