HomeMy WebLinkAbout1984.09.04_City Council Minutes127 On Tuesday, September 4, 1984, the Owasso City Council met in a regular session in the Council Chambers at City Hall per the Notice of Public Hearing and Agenda posted on City Hall bulletin board at 4:00 p.m, on August 31, 1984. ITEM l: CALL TO ORDER The meeting was called to order at 7:04 p.m, with Mayor Spencer presiding. ITEM 2: FLAG SALUTE. Flag salute was led by Mayor Spencer. ITEM 3: ROLL CALL PRESENT: Boyd M. Spencer, Mayor Wauhilleau Webb, Vice-Mayor James Smalley, Councilman Robert Peel, Councilman Lee Dawson, Acting City Manager Ron Cates, City Attorney Ann Hendrickson, City Clerk ABSENT: Von Stockler, Councilman ITEM 4: CONSIDERATION OF APPROVAL OF CONSENT AGENDA A. Approval of Minutes of August 21, 1984 Regular Council T~4eeting B. Approval of Minutes of August 30, 1984 Special Council Meeting C. Approval of Mutual Aid Agreement with Collinsville Rural Fire Dept. D. Approval of Owasso/Catoosa 1/2 Marathon Motion was made by Robert Peel, seconded by Wauhilleau Webb, to approve the Consent Agenda, by reference made a part hereof. AYE: Messrs. Spencer, Smalley, Peel;-Mrs. Webb NAY: None Motion carried. ITEM 5: BUSINESS A. OPENING OF BIDS ON MOWER FOR PARK. DEPARTMENT AND CONSIDERATION OF ACCEPTANCE OF LOWEST BID MEETING SPECIFICATIONS. Mayor Spencer opened and read aloud three bids received for a mower for the Park Department. R & M Lawn & Garden Equipment bid $4,349.55, for a 19 hp Allis-Chalmers- mower; Earl's Lawn & Leisure bid $5,468.00 for a 20 hp John Deer mower; Freddie's Small Engines bid $5,389.00 for a 17 hp mower and $6,138.95 for a 19 hp mower. Motion was made by Mayor Spencer, seconded by Robert Peel, to authorize the City Manager to accept the lowest bid if the specifications are satisfied. 120 OWASSO CITY COUNCIL PAGE .TWO SEPT. 4, 1984 AYE: Messrs. Spencer, Smalley, Peel; Mrs. Webb NAY: None Motion carried. B. CONSIDERATION OF ACCEPTANCE OF BID SUBMITTED FOR BACKHOES. Mr. Dawson reported that the bid submitted by Keystone Equipment for $45,000 for two John Deere backhoes met the required speci- fications. Motion was made by Mayor Spencer, seconded by Robert Peel, to accept the low bid of $45,00.0 for two John Deere backhoes, sub- mitted by Keystone Equipment. AYE: Messrs. Spencer, Smalley, Peel; Mrs. Webb NAY: None Motion carried. C. DISCUSSION AND CONSIDERATION OF ALTERNATIVES FOR RECEIVING MONIES FOR AMBULANCE SERVICE. This item was passed to the September 18 agenda. D. REQUEST FOR APPROVAL OF CONDITIONAL/FINAL PLAT - LAKERIDGE II ADDITIOII LOCATED AT THE NORTHWEST CORNER OF 6th ST. NORTH 7D 29th E. AVE. Mr. Bob Pruitt of Al C. Young & Associates, representing the developer discussed various conditions to plat approval. Mr. Dawson stated that the City Planner had stated that the plat was ready for acceptance subject to the TAC recommendations. Motion was made by Wauhilleau Webb, seconded by Robert Peel, to approve the conditional/final plat of Lakeridge II addition, con- tingent upon the Technical Advisory Committee requirements to be completed. AYE: Messrs. Spencer, Smalley, Peel; Mrs. Webb NAY: None Motion carried. E. CONSIDERATION OF APPOINTMENT OF DEPUTY CITY CLERK FOR WEEK OF .SEPTEMBER 17-21, 1984. Nlotion was made by Mayor Spencer, seconded by Wauhilleau Webb, to appoint Jan Worley as Deputy City Clerk for the Week of September 17-21, 1984. AYE: Messrs. Sokolosky, Mr. Bob Pruitt, and the City Attorney discussed with the council previous actions and discussions regarding the p1at.The proposed plat was presented and reviewed. Motion was made by James Smalley, seconded by Robert Peel, to approve the plat as is with the exception that the covenants should reflect that the lot owners will. install concrete alleyways and to authorize the Mayor to sign off on the plat. AYE: Messrs. Spencer, Smalley, Peel; Mrs. Webb NAY: None Motion carried. G. CONSIDERATION OF MAYORAL PROCLAr'1ATION PROCLAIMING THE ti~IEEK OF SEPTEMBER 17 THROUGH SEPTEMBER 23, 1 8 AS CONSTITUTIOTQ WEEK IN THE CITY OF OWASSO, OKLAHOT~IA, IN HONOR OF THE 197th ANNIVER- SARY OF THE DRAFTING OF THL CONSTITUTION OF THE UNITED STATES OF AMERICA. Mayor Spencer read the proclamation and signed it. 6. REPORT FROM CITY ATTORNEY None. 7. REPORT FROM CITY MANAGER Mr. Dawson reported that there was a problem with several of the crossovers on Dogwood. He said the dead trees at the cemetary were cut down and removed for $50. He said the City had been offered a trade on the city's lot in Owasso Business Park. Council asked for more information on the offer, Mr. Joe Ross said there was another tree in the cemetary that needs to be removed. Mr. Peel asked how the three new police cars were being used. Council discussed this item. 8. TdEW BUSINESS Mayor Spencer asked the City Attorney to research ownership of utility easements. Mayor Spencer called a special meeting of the Owasso City Council on Friday, September 7, 1984.
