On Tuesday, September 25, 1984, the Owasso City Council met in a
regular session in the Council Chambers at City Hall per the Notice
of Public Bearing and Agenda posted on City Hall bulletin board at
4:00 p.m, on Sept. 21, 1984.
ITET~ l: CALL TO ORDER.
The meeting was called to order at 7:02 p.m, with Mayor Spencer
presiding.
ITEM 2: FLAG SALUTE
Flag salute was led by Mayor Spencer.

Item F was removed from the Consent Agenda as it had been included
in Item F under Business.
Motion was made by Robert Peel, seconded by Wauhilleau Webb, to
approve items A, B, C, D, and E of the Consent Agenda, by reference
made a part hereof.
AYE: Messrs. Spencer, Smalley, Peel; Mrs. Webb
NAY: None
Motion carried.
5. BUSINESS:
A. CONSIDERATION OF ANSI HANDICAPPED STANDARDS AS INCORPORATED
WITHIN THE BOCA BUILDING CODE ADOPTED BY SECTION 5-10 OF
THE CITY CODE WAYNE VINCENT.

Mr. Vincent spoke to the Council, reading letters from various
cities which testified that the ANSI Standards were a part of
their code by virtue of their being incorporated within the
BOCA Building Code. The City Attorney stated that since the
Owasso City Code incorporates the BOCA Building and the ANSI
Standards have been incorporated into the 1984 BOCA Building
Code, at this time the ANSI Standards are law in the city of
Owasso. There was further discussion.
B. ..DISCUSSION OF ADOPTION OF AN ORDINANCE TO AI~ZEND THE BOCA 1984
BASIC BUILDING CODE. CONTAINED IN THE OWASSO CITY CODE/WAYNE
VINCENT.
Mr. Vincent presented to the Council a list of sections or portions
from the BOCA 1934 Basic Building and the BOCA 1984 i~Tational Plumb-
ing Code which he wished to have deleted and a list of items which
he wished to have inserted in these Codes. ;Mr. Smalley stated that
he felt it would be impossible to take action on any of these items
at this meeting and that the Council would need time to review his
requests. Mayor Spencer asked the City Attorney to review the items.
Mr. Cates asked that the City Manager and City Inspector meet with
him, There was further discussion.
C. DISCUSSION OE PROPOSAL TO INSTALL INTO THE CITY ORDINANCES
CERT IN RULES OF ORDER FOR CONDUCT OF COUNCIL MEETIi~1GS

I~1r. Vincent discussed with the Council various aspects ~f the Open
Meeting Law and the possiblity of the Council adopting a set of
rules of conduct for the meetings, specifically Roberts Rules of
Order. Mr. Smalley stated that the Council had directed the City
Attorney some months ago to prepare a set of rules of conduct to
be considered by the Council. There was further discussion.
D. CONSIDERATION OF REQUEST FOR PERMANENT CLOSING OF ALLEY BETWEEN
FIRST. AND SECOND STREETS NORTH, EAST OF BIRCH STREET.
Mr. John Gallager, Chairman of the Board of Trustees of the Central
Baptist Church, spoke to the Council on this item. The City Attorney
stated that by law, it is necessary that the Council receive recommen-
dation from the Planning Commission and that certain notification
requirements be met. He said he would talk witlZ the City Planner
and Mr. Gallagher about the necessary steps to be taken.
E, CONSIDERATION OF ACCEPTANCE OF LOW BID ON RADIO EQUIPMENT FOR
POLICE DEPARTMENT.
Mr. Howard Stamper reviewed the bids received and recommended that
the Council accept the low bid submitted by the E.F, Johnson Company,
(local representative - Commercial Electronics, Tulsa, Ok.) in the ,,,~,~
amount of $22,360 or $21,460 not installed.
Motion was made by Jaynes Smalley, seconded by Robert Peel, to accept
the bid submitted by E. F. Johnson Co, for radio equipment for the
police department.

F. CONSIDERATION OF ACCEPTANCE OF WATER AND SEWER EASEMENTS AS

The City, Attorney reviewed file easements stating that all had been received except
for Shirley A. Spears, .which has "peen agreed to_~.nd is forthcoming.
Motion was made by Robert Peel, seconded by James Smalley, to
accept water and sewer easements from Mr. & Mrs. John Mowery,
Dr. & Mrs. Charles Ford, Sidney J. Hudson and W. Banks Hudson III,
Mrs. Ruth T~ZcCarty,:5use B~ Spears and Shirley A. Spears.

G.
CONSIDERATION TO ALLOW DEMOLAY TO HAVE DANCE RECEPTION AT
COMMUTIITY CENTER T GET CLUB STARTED ALLEN LARGE.
T~7r. Dawson stated that Mr. Large had asked that this item be removed
from the agenda.
Motion was made by Wauhilleau Webb, seconded by Robert Peel to
revise the Revenue Sharing Budget deleting the transmission jack
and engine hoist and in place of those items, purchase a truck
washer.

Mr. Dawson reported that OML has presented a new workman's compen-
sation plan that should be reviewed for consideration by the
Council.
8. APPROVAL OF CLAIMS
Motion was Wade by Mayor Spencer, seconded by Wauhilleau Webb, to approve the
General Fund Claims for $122;;$53.:.67 and Revenue Sharing for $24,f15.

NAY: None

9. NEW BUSINESS
The City Clerk stated that Judge Pickerill had requested that she
attend the Municipal Judge's Conference on Oct. 5, 1984, in
Oklahoma City.. and would do so unless there was an objection.
5. BUSINESS

Motion was made by Wauhilleau Webb, seconded by Robert Peel, to
recess into Executive Session.

Motion carried.
Meeting recessed at 8:13 p.m. and reconvened at 8:27 p.m.
No action was taken.
There being no further business before the Owasso City Council,
meeting adjourned at 8:28 p.m.
