HomeMy WebLinkAbout1984.10.16_City Council Minutes141 On Tuesday, October 16, 1984, the Owasso City Council met in a regular session in the Council Chambers at City Hall per the Notice of Public Hearing and Agenda posted on City Hall bulletin board at 4:00 p.m, on October 12, 1984. ITEM l: CALL TO ORDER The meeting was called to order at 7:04 p.m, with Mayor Spencer presiding. ITEM 2: FLAG SALUTE Flag salute was led by Mayor Spencer. ITEM 3: ROLL CALL PRESENT: Boyd M. Spencer, Mayor Robert Peel, Councilman James Smalley, Councilman Dan Galloway, City Manager Ron Cates, City Attorney Ann Hendrickson, City Clerk ABSENT: Wauhilleau Webb, Vice-Mayor Von Stockier, Councilman ITEM 4: CONSIDERATION OF APPROVAL OF MINUTES OF OCTOBER 2, 1984., CITY COUNCIL MEETIPdG. Motion was made by James Smalley, seconded by Robert Peel, to approve the minutes of October 2, 1984, by reference made a part hereof. AYE: Messrs. Spencer, Smalley, Peel NAY: None Motion carried. ITEM 5: BUSINESS A. CONSIDERATION OF MAYORAL PROCLAMATION REGARDING SAFE WATER AWARENESS WEEK. Mayor Spencer read the proclamation aloud. Motion was made by Robert Peel, seconded by James Smalley, to affirm the proclamation making the week of October 22, 27, 1984 Safe Water Awareness Week in the City of Owasso. AYE: Messrs. Spencer, Smalley, Peel tdAY : None Motion carried. 142 OWASSO CITY COUNCIL PAGE TWO OCT. 16, 1984 B. CONSIDERATION OF ACCEPTANCE OF RESIGNATION OF MARILYN -° HINKLE AS CHAIRMAN OF THE. OWASSO PLANNING COMMISSION. Motion was made by James Smalley, seconded by Mayor Spencer to regretfully accept the resignation of Marilyn Hinkle as Chairman of the Owasso Planning Commission. AYE: Messrs. Spencer, Smalley, Peel NAY: None Motion carried. C. CONSIDERATION OF REQUEST TO ESTABLISH A DATE AND PLACE FOR Item cancelled at request of applicant. D. CONSIDERATION OF APPROVAL OF DECA AND CITY OF OWA5S0 CONTRACT CDBG 306791-322 AND AUTHORIZATION OF MAYOR TO EXECUTE SAME. Motion was made by Robert Peel, seconded by James Smalley, to approve Contract ~~CDBG 306791-322 between DECA and the City of Owasso and to authorize the Mayor to execute same. AYE: Messrs. CONSIDERATION OF APPROVAL OF INCOG AND CITY OF OWASSO CONTRACT FOR ADMINISTRATIVE SERVICES RELATIIIG fi0 THE' DECA COMMUNITY DEVELOPMENT BLOCK GRANT AND AUTHORIZATION OF P'IAYOR TO EXECUTE SAME. Motion was made by James Smalley, seconded by Robert Peel, to approve the contract for administrative services between INCOG and the City of Owasso with regard to the DECA Community Development Block Grant and to authorize the Mayor to execute same. AYE: Messrs. Spencer, Smalley, Peel NAY: None Motion carried. F. CONSIDERATION OF AUTHORIZATION TO ADVERTISE FOR BIDS ON PORTABLE CARDIAC MONITOR FOR FIRE DEPARTMENT BOB ALLEN Motion was made by Mayor Spencer, seconded by Robert Peel, to authorize the advertising of bids for a portable cardiac monitor for the fire department. CONSIDERATION OF DECLARATION OF BURROUGHS COMPUT-ER SYSTEM A5 OBSOLETE PROPERTY A D AUTHORIZ TION OF SALE OF-SAME. Council, Mr. Cates and Mr.. Galloway discussed the item. Motion was made by James Smalley, seconded by Robert Peel, to declare the Burroughs Computer System as obsolete property and authorize the sale of same. Mr. Cates asked that the motion be amended to declare the computer system surplus as well as obsolete. Spencer, Smalley, Peel NAY: None Motion carried. H. CONSIDERATION OF REQUEST TO TRANSFER FUNDS WITHIN CITY GARAGE BUDGET FROM LINE ITEM _101 TO LIiQE ITEM 210 FOR REPAIR OF GARAGE ROOF. Mr. Galloway reviewed the problems with the roof and the availability of funds to repair it. Motion was made by Robert Peel, seconded by James Smalley, to trans- fer funds within the city garage budget from line item 101 to line item 210 to repair the garage roof and authorize the expenditure of $1,800 for the repairs. AYE: Messrs. Spencer, Smalley, Peel NAY: done Motion carried. I. REQUEST FOR EXECUTIVE SESSION: LITIGATION - BILL YORK,V. BOARD OF COUNTY COMMISSIONERS OF COUNTY OF TULSA AND CITY OF OWASSO, U. S. DISTRICT COURT, N0. 8 -C-821'-C. Passed temporarily. J. CONSIDERATION OF AUTHORIZATION TO ADVERTISE FOR BIDS ON PURCHASE OF ONE VEHICLE FOR STREET AND ALLEY DEPARTMENT. Mr. Galloway and Mr. Lloyd Hubbs, Public Works Director, reviewed the specifications to be submitted,in the bid. REPORT FROM CITY MANAGER Mr. Galloway reported that the City Attorney, the Building Inspector and he had had an initial meeting regarding the review of the build- ing code with respect to handicapped and ANSI standards. and had set up a schedule for further review. . r1r. Galloway stated that he wished to delay formal acceptance of the low bid received fora tractor for the .Park Department as the City might be better off getting a larger, more heavy duty piece of equipment. 8. APPROVAL OF CLAIMS Motion was made by James Smalley, seconded by Mayor Spencer, to approve the General Fund in the totals of $144,318.38 .and $620.00; Contingency Fund in the totals of $87,710.02 and $526.31; and Street and Alley in the total of $5,521.46. AYE: Messrs. Spencer, Smalley, Peel NAY: None Motion carried. 9. NEW BUSINESS Mayor Spencer announced that the regularly scheduled meeting of the Owasso City Council to be held on November 6, 1984, would be held at the Community Center-. Motion was made by James Smalley, seconded by Robert Peel, to recess the Owasso City Council.. AYE: Messrs. Spencer, Smalley, Peel NAY: Norte Motion carried.
