ITEM l: CALL TO ORDER The meeting was called to order at 7:00 p.rn. with Mayor Spencer presiding. ITEM 2: FLAG SALUTE Flag salute was led b.y Mayor Spencer, ITEM 3: ROLL CALL PRESENT: Boyd P'~. Spencer, Mayor Wauhlleau Webb, Vice-Mayor James Smalley, Councilman Von Stockler, Councilman Robert Peel, Councilman Dan Galloway, City Manager Ron Cates, City Attorney Ann Hendrickson, City Clerk ITEM 4: CONSTDERATIOiJ OF APPROVAL OF MLNUTES OF NOVEMBER Zd, 1984 Motion was made by Robert Peel, seconded by Von Stockler, to approve the minutes of November 20, 1984, by reference made a part hereof. AYE: Messrs. Spencer, Smalley, Stockler, Peel; Mrs. Webb NAY: None Motion carried. ITEM 5: BUSINESS A. OPENING OF B.TDS ON REPAIR AND ADDiTTONS" TO BO~RDT~AN PUT~PER Mayor Spencer opened and read aloud the bids received. American Fire Equipment Company - $10,368.00 Arrow Fire Apparatus Corp. - $6,694.00 Motion was made by James Smalley, seconded by Robert Peel, to refer the bids to the City Manager for review and to authorize the accep- tance of the lowest bid that meets. the specifications. CONSIDERATTOPI OF APPROVAL OF VACATION OF EASEMENT - ELM CRE K ST T S. The City Manager and City Attorney discussed the matter with the Council. Motion was made by James Smalley, seconded by Wauhilleau Webb, to approve and accept, subject to verification of the filing of the new plat, the vacation and withdrawal of Plat ~~3615 0£ Elm Creek Estates First Addition. AYE: Messrs. Spencer, Smalley, Stockler, Peel; Mrs. Webb NAY: None Motion carried. C. CONSIDERATION OF APPROVAL OF CDBG REHABILITATION POLICLES Mr. Andy Armstrong of TNCOG, the City Manager and the City Attorney reviewed the proposed rehabilitation policies with the Council. Motion was made by Robert Peel, seconded by Von Stockler, to approve the CDBG Rehabilitation Policies as presented. AYE: Messrs. Spencer, Stockler, Smalley, Peel; Mrs. Webb NAY: None Motion carried. D. CONSIDERATION OF CLAIM OF WAYNE ALBERTY FOR DAMAGES SUFFERED BY WATER AND SEWER CONSTRUCTIOIQ. Item withdrawn. E. CONSIDERATION OF CHANGE IN CHRISTMAS HOLIDAY. Motion was made by Robert Peel, seconded by Wauhilleau Webb, to extend the normal half-day Christmas Eve holiday for 1984 to a full day. AYE: Messrs. CONSIDERATION OF APPROVAL OF ORDITANCE ~~338, AI"IENDING SECTION 5-10 OF THE CITY CODE OF THE CITY OF OWASSO, OK. The City T~'lanager and City Attorney reviewed their meeting with-Mr. Wayne Vincent and the Building Inspector .regarding this ordinance-and made their recomaT~ndations. Motion was made by Mayor Spencer, seconded by Wauhilleau Webb, to Approve Ordinance ~'~338, amending Section 5-101 of the City Code of the City of Owasso, Ok. AYE: Messrs. Spencer, Smalley, Stockler, Peel; Mrs. Webb NAY: None Motion carried. L. CONSIDERATIOTI OF APPROVAL OF EMERGETCY CLAUSE, ORDINANCE ~~338. Motion was made by Wauhilleau Webb, seconded by Von Stockler, to approve the emergency clause of Ordinance ~~338. AYE: I7essrs. Spencer, Smalley, Stockler, Peel; Mrs. Webb NAY : I1one Motion carried. M. REQUEST FOR E~~ECUTIVE SESSION: DISCUSSION AND REVIEW OF PERSONNEL T~IATTERS . Passed temporarily. BUSINESS PARY.. 1~2 OWASSO CITY COUNCIL PAGE FOUR DEC. 4, 1984 6. REPORT FROM CITY ATTORNEY Mr. Cates advised the Council that the lawsuit of Hynum vs. City of Owasso had been filed in Tulsa County and that he would make a full report to the Council at the next meeting. He admonished the Council to make no comment about the matter. 7. REPORT FROM CITY MANAGER None at this time. 8. NEW BUSINESS Mayor Spencer gave a report regarding the recent trip he and Council- man Peel made to the IQational League of Cities Conference in India- napolis, Indiana. Mayor Spencer asked that the Owasso City Council meeting be recessed. Meeting recessed at 7:58 p.m, and reconvened at 8:13 p.m. ITEM 5-Z2. REQUEST FOR EXECUTIVE SESSION: DISCUSSION AND REVIEW OF PERSOi1NEL T'1AtTERS. ITEM 5-B (OPWA) Motion was made by James Smalley, seconded by Robert Peel, to consol- idate Items 5-I•I of the Owasso City Council and Item 5-B of the Owasso Public Works Authority and to recess into Executive Session. AYE: Messrs. Spencer, Smalley, Stockler, Peel; Mrs. Webb NAY: None Motion carried. Meeting recessed at 8:14 p.m,.and reconvened at 10:27 p.m. No action was taken at the Executive Session. Motion was made by Von Stockler, seconded by James Smalley, to adjourn the Owasso City Council. AYE: Messrs. Spencer, Stockler, Smalley, Peel; Mrs. Webb NAY: Nbne Motion carried.
