HomeMy WebLinkAbout1984.01.15_City Council Minutes171 On Tuesday, January 15, 1985, the Owasso City Council met in a regular session in the Council Chambers at City Hall per the Notice of Public Hearing and Agenda posted on City Hall bulletin board at 4:00 p.m, on January 11, 1985. Addendum to Agenda was posted on City Hall bulletin board at 11:00 a.m, on January 14, 1985. ITEM l: CALL TO ORDER The meeting was called to order at 7:07 p.m, with Mayor Spencer presiding. ITETT 2: FLAG SALUTE Flag salute was led by Mayor Spencer. ITEM 3: ROLL CALL PRESENT: Boyd M. Spencer, Mayor Wauhi.lleau Webb, Vice-Mayor Robert Peel, Councilman James Smalley, Councilman Von Stockier, Councilman Dan Galloway, City Manager Ron Cates, City Attorney Ann Hendrickson, City Clerk ITEM 4: CONSIDERATION OF APPROVAL OF MINUTES OF DECEMBER 18, 1984. CONSIDERATTON OF REQUEST FOR APPROVAL OF CONDITIONAL FINAL PLAT ON A ACRE PARCEL LOCAT D SOUTHWEST OF THE SW c OF 76th ST. TdORTH AND t E. AV NU 'BAP IST CONVALESCENT CENTER. Mr. Monroe Palmer and Mr. Bob Steele were present representing the Baptist Convalescent Center. Ms. Carol Dickey, City Planner, dis- cussed various Technical Advisory Committee and Owasso Planning Commission recommendations. Motion was made by Robert Peel, seconded by Von Stockler, to approve the conditional final plat on a 5.69 acre parcel located Southwest of the SW/c of 76th 5t. N, and 129th E. CONSIDERATION OF REQUEST FOR APPROVAL OF PRELIMITVARY/CONDITIONAL FINAL PLAT ON A 3. ACRE REPT.AT OF ATOR HEIGHTS FOURTH ADDITION LOCATED AT THE SW C OF n STREET AND GARTJETT. ATOR COMMERCIAL CENTER. The City Planner discussed with the Council and Mr. Bill Lewis, Engineer for Ator Commercial Center, the discussion and recommenda- tions of the Technical Advisory Committee and Owasso Planning Commission. Mayor Spencer asked that this item be put on the February 5 agenda for recommendations on the storm drainage problem. G. REVIEW AND CONSIDERATION OF X983-984 AUDIT REPORT. Council discussed various items in the report with PZr. Lee Dawson, City Treasurer, and Mr. Steve Jay of Lohrey & Jay, City Auditors. Mayor Spencer asked that a report be made at the March 19, 1985 meeting on recommendations in the audit report. Motion was made by Von Stockler, seconded by Robert Peel, to approve the 1983-1984 audit report. AYE: Messrs. Spencer, Smalley, Stockler, Peel; Mrs. Webb iQAY : TJone T=Totion carried. H. CONSIDERAlI0T1 OF EXECUTION OF T~TORITORIUM Od ANNEXATIONS OF TERRITORIES CONTIGU U5 TO CITY OF OWASSO. The City Manager reviewed the status of the sewer treatment plant project with regard to future annexations. Motion was made by Robert Peel, seconded by Von Stockler, to set a moratorium on annexations of territories contiguous to the City of Owasso until August 20, 1985. AYE: Messrs. Spencer, Stockler, Smalley, Peel; Mrs. Webb NAY : T~ x~e T~iotion carried. I. CONSIDERATION OF APPROVAL OF SPEED LIMi'T CHANGE/HIGHWAY 169. NEAR GERMATI CORNER. Mr, Galloway presented a letter received by the attorney of T~Ir. Pete McAlvain requesting a reduced speed limit on the two-lane part of Highway 169.between 86th St. N, and Highway 20. T~Is. Shelly Akins and Tyr. Dave Simpson also stated their desire for a reduced speed limit in that area. 174 OLJASSO CITY COUNCIL PAGE FOUR JANUARY 15, 1985 Mayor Spencer asked that the City Manager contact the State Dept. ,~:..r of Transportation as to jurisdiction and report back to the Council on February 19, 1985. J. CONSIDERA'T'ION OF AUTHORIZATION FOR CITY MANGAGER TO PURCHASE THREE PORTABLE RADIOS FOR FIRE DEPARTMENT FROM REVENUE SHARING- 0 OPERATI G EQUIPMENT. Motion was made by Robert Peel, seconded by Von Stockler, to approve the purchase of three portable radios for fire department from Revenue Sharing-301 Operating Equipment. Items K, L, and M were passed temporarily. N. COTISIDERATTON OF AUTHOPIZATION OF CITY MANAGER TO MAKE LINE ITEM BUDGET CHANGES WITHIN INDIVIDUAL DEPARTMENT BUDGETS. The City Manager discussed with the Council the necessity to make minor line item changes within .individual. department budgets. Motion was made by Robert Peel, seconded by Von Stockler, to authorize the City Manager to make line item budget changes within individual department budgets not to exceed 10% of the department budget or $5,000, whichever is smaller. AYE: P~essrs. Spencer, Smalley, Stockler, Peel NAY: Mrs. Webb Motion carried. 6. REPORT FROM CITY ATTORNEY None at this time. 7. REPORT FROM CITY MANAGER Mr. Galloway reported that he is submitting letters to the State Transportation Department requesting a traffic analysis at the intersections, o~ 76th. St. T1. & Hiway 169 and 86th St. N. & Hiway 169 toward possible federal funding of traffic control devices. and/or street chagnes in those areas. Mr. Galloway report that work is underway on updated pay plans, City organizational charts, job descriptions and personnel policy, and that he anticipated being able to submit proposals in these areas in February. 8. A~'~'ROVAL OF CLAIMS Motion was made by James Smalley, seconded by Von Stockler, to approve the General Fund claims in the total amount o~ $107,703.99 and Street and Alley Fund in the total amount of $4,216.57 and Revenue Sharing in the total amount of $4,569.00. 175 OWASSO CITY COUNCIL PAGE FIVE JANUARY 15, 1985 AYE: Messrs. NEW BUSINESS Mayor Spencer stated that he would like to have at least five different questions regarding Charter changes to be on the ballot of the upcomin election and he wanted this on the next agenda. Motion was made by James Smalley, seconded by Von Stockler, to recess the Owasso City Council meeting. Meeting recessed at 8:19 p.m. and reconvened at 9:05 p.m, ITEM K. CONSIDERATION OF APPROVAL FOR OWASSO PUBLIC WORKS AUTHORITY TO INITIATE A CHANGE ORDER WITH BARTLESVILLE DIRT AND EX- CAVATION COMPANY FOR THE INSTALLATION OF REPLACEMENT WATER MAIT1 ALONG 7 TH ST. N. FROM THE CEMETARY TO 9TH E. AVE. Motion was made by James Smalley, seconded by Von Stockler, to approve the Owasso Public Works Authority initiation of a change order in Project ~~2308 Contract with Bartlesville Dirt and Excavation Company in the amount of $64,520.00 and a change order in Project ~~2310 Contract with. Bartlesville Dirt and Excavation Company in the amount of $32,080.00 for the installation of replacement of water main along 76th St. North from the cemetary to 129th E. Avenue. AYE; Messrs. Spencer, Stockler, Smalley, Peel; Tars. Webb NAY: None Motion carried. ITEM L: CONSIDERATION OF APPROVAL FOR OWASSO PUBLIC WORKS AUTHORITY TO ENGAGE THE SERVICES OF AL C. YOUNG & ASSOCIATES, INC., ON AN HOURLY BASIS T-0 PROVIDE ENGINEERING AND INSPECTION SERVICE FOR INSTALLATION OF WATER A'lAIN ALONG 76TH ST. NORTH Motion was made by Robert Peel, seconded by Von Stockler, to approve the Owasso Public Works Authority's engagement of Al C. Young and Associates, Inc., on an hourly basis to provide engineering and inspection service for installation of water main along 76th St. N. AYE: Messrs. REQUEST FOR EXECUTIVE SESSION: CONSIDERATION OF AUTHORIZATION FOR THE CITY ATTORNEY TO TAKE ANY AND ALL ACTI IS REGARDING CASE CH- -0 57 AND CONSID- ERATION OF RATIFICATION OF COUNTERCLAIM FTLED IN DISTRICT CO RT, CH- 57 . Motion was made by James Smalley, seconded by Von Stockler, to recess into executive session. AYE: Messrs. Spencer, Stockler, Smalley, Peel; Mrs. Webb NAY: None Motion carried. Meeting recessed at 9:07 p.m. and reconvened at 9:44 p.m. Motion was made by Mayor Spencer, seconded by Von Stockler, to acknowledge and approve the City Attorney's relationship with OrTL OMAG regarding Case ~~CH-84-06579 and instruction the City Attorney to defend and take all necessary action regarding Case ~~CH-84-06579 and to ratify the counterclaim as filed.
