session in the Council Chambers at City Hall per the Notice of Public
Hearing and Agenda posted on City Hall bulletin board at 4:00 p.m. on
March 1, 1985.
ITEM 1: CALL TO ORDER
The meeting was called to order at 7:01 p.m. with Mayor Spencer
presiding.
ITEM 2: FLAG SALUTE
Flag salute was led by Mayor Spencer.

ITEM 4: CONSIDERATION OF APPROVAL OF MINUTES OF FEBRUARY 19, 1985,
COUNCIL MEETING.
Motion was made by James Smalley, seconded by Von Stockler, to
approve the minutes of February 19, 1935, by reference made a part
hereof.

Motion carried.
The City Manager reviewed each item with the Council. All bids
were opened publicly on Thursday, February 28, 1985 at 2:00 p.m.
in the Council Chambers at City Hall by the City Manager, witnessed
by the Mayor, the City Clerk and the City Treasurer.
Motion was made by Wauhilleau Webb, seconded by Von Stockler, to
reject all bids received for the 30 hp tractor for the Street Dept,;
for the 20 hp tractor for the Park Department; and for the con-
struction of bridges at Rayola Park. (Items B, C, and E).
AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Webb
NAY: None
Motion carried.
Motion was made by Wauhilleau Webb, seconded by Mayor Spencer, to
accept the bid submitted by Federal Signal Corporation for $10,549
for a civil defense warning siren - Item A; and the bid subnitted
by Twin Oaks Construction Co. for $3,797.00 for the removal of
three concrete walk bridges at Rayola Park - Item D.

F. CONSIDERATION OF APPROVAL TO ADVERTISE FOR BIDS ON DECA WATER
AND DRAINAGE PROJECT.
Ms. Janet Atkinson was present representing Al C. Young and Asso-
ciates, contractor on the project.
Motion was made by James Smalley, seconded by Von Stockler, to
approve the advertisement for bids on the DECA water and drainage
project.
AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Webb

G. CONSIDERATION OF AUTHORIZATION TO PROCEED WITH PREPARATION OF
PLANS AND SPECIFICATIONS FOR CONVERTI1G OLD POST OFFICE BUILDING
FOR CITY ADMINISTRATION AND MUNICIPAL COURT ROOM.
H. CONSIDERATION OF PURCHASE OF LOT IMMEDIATELY NORTH OF OLD POST
OFFICE BUILDING.

Items G and H were discussed concurrently, with recommendations
made from the audience by Mr. Hollis Weatherl and Mr. Tom Kimball.
ITEM G: Motion was made by Mayor Spencer, seconded by Von Stockler,
to authorize the City Manager to proceed with plans to convert the
old post office building for city administration and municipal
court room.
AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Webb
NAY: None
Motion carried.
ITEM H: Motion was made by Mayor Spencer, seconded by James Smalley,,
to authorize the City Manager to negotiate for purchase of the lot
immediately north of the old post office building.
AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Webb
NAY: None
Motion carried.
I. CONSIDERATION OF APPROVAL AND ADOPTION OF MANUAL OF PERSONNEL
PROCEDURES AND PRACTICES.
The City Attorney explained the necessity of an addition of a
paragraph regarding pretermination hearings. The City Manager
asked that all Councilpersons mark suggestions for change on
their draft copies and return them to him. He would then prepare
a final draft for their approval.
J. CONSIDERATION OF APPROVAL OF REVISED ORGANIZATIONAL STRUCTURE
OF CITY DEPARTMENTS.
Passed until after the Executive Session.
K. CONSIDERATION OF AUTHORIZATION FOR PURCHASE OF A LANIER ADVOCATE
III RECORDING SYSTEM FOR POLICE RADIO AND TELEPHONE.
Council discussed the need for the purchase with the Fire Chief and
Police Chief.
Motion was made by James Smalley, seconded by Von Stockler, to
authorize the purchase of a Lanier Advocate III Recording System
for $1,970.
AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Webb

L. REQUEST FOR EXECUTIVE SESSION: PERSONNEL MATTER. CONSIDERATION
OF IMPACTS OF PROPOSED PERSONNEL POLICY & PAY CLASSIFICATIONQ
CHANGER-
The City Manager asked that the last three words of Item L be
excised and listed separately as Item L -1.
Motion was made by James Smalley, seconded by Wauhilleau Webb, to
recess into Executive Session to discuss the impacts of proposed
personnel policy.
AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Webb
NAY: None
Motion carried.
Meeting recessed at 8:13 p.m. and reconvened at 9:47 p.m.
J. CONSIDERATION OF APPROVAL OF REVISED ORGANIZATIONAL STRUCTURE
OF CITY DEPARTMENTS.
Motion was made by James Smalley, seconded by Wauhilleau Webb, to
approve the revised organizational structure of city departments.

L. REQUEST FOR EXECUTIVE SESSION: PERSONNEL MATTER. CONSIDERATION
OF IMPACTS OF PROPOSED PERSONNEL POLICY.
No action was taken.
L (1) CONSIDERATION OF PAY CLASSIFICATION CHANGES
Motion was made by James Smalley, seconded by Von Stockler, to
adopt the pay classification changes as submitted.
