session in the Council Chambers at City Hall per the Notice of Pub-
lic Hearing and Agenda posted on City Hall bulletin board at 4:00
p.m. on March 15, 1985. Addendum to the agenda was posted on the
City Hall bulletin board at 4:15 p.m, on March 18, 1985.
ITEM l: CALL TO ORDER
The meeting was called to order at 7:00 p.m, with Mayor Spencer
presiding.
ITEM 2: FLAG SALUTE
Flag salute was led by Mayor Spencer.
ITEM 3(A): CONSIDERATION OF APPOINTMEi~1T OF FAYE SMITH AS TEMPORARY
CITY CLERK.
~~ayor Spencer announced that the City Clerk was. sick.
Motion was made by Wauhilleau Webb, seconded by James Smalley, to
appoint Faye Smith as temporary City Clerk.

The City Attorney administered the Oath of Office to Faye Smith.

ITEM 4: CONSIDERATION OF APPROVAL OF MINUTES OF MARCH. S, 1985
COUNCIL MEETIIIG.
The City Manager stated that the minutes should be amended to
reflect that motion on consolidated items B, C, and E included
the approval for rebidding on tractors:- with new specifications:.
Motion was made by Wauhilleau Webb, seconded by Von Stockler, to
approve the minutes of March 5, 1985, with the correction as
stated by the City Manager.

ITEM 5: BUSINESS
A. CONSIDERATIONy OF APPROVAL OR REJECTION OF BIDS SUBMITTED ON
TRACTOR FOR STREET DEPARTMENT.
All bids received were opened publicly on Thursday, March 14, 1935,
at 2:00 p.m, in the Council Chambers at City Hall by the City
Manager, witnessed by the City Clerk and Ralph Griffin, Street Dept.
The City Manager reviewed the bids and stated that the lowest bid
meeting all specifications was for $6,602.91 submitted by Bridges
Ford Tractor of Tulsa.
Motion was made by James Smalley, seconded by Robert Peel, to
purchase the P~iodel 1910 Ford 32 hp tractor for $0,602.91 as submitted
by Bridges Ford Tractor of Tulsa.
AYE: Messrs. Spencer, Stockler, Smalley, Peel; Mrs. Webb

B. CONSIDERATION1 OF APPROVAL OR REJECTION OF BIDS SUBMITTED ON
TRACTOR FOR PARK DEPARTMENT.
All bids received were opened publicly on Thursday, March 14, 1935,
at 2:00 p.m, in the Council Chambers at City Hall by the City Manager,
witnessed by the City Clerk and Ralph Griffin, Street Dept.
The City Manager reviewed the bids and stated that the lowest bid
meeting all the specifications was submitted by Tulsa Tractor Co.,
Inc.
Motion was made by Robert Peel, seconded by Von Stockler, to purchase
the Kubota L275F tractor for $5,999 as submitted by Tulsa Tractor
Co., Inc.

C. CONSIDERATION OF ESTABLISi-Il`~IENT OF AD HOC COP~~ITTEE TO THE CITY
COUIICIL TO BE KNOWN AS THE COP~fI~iUNITY GROWTH AND 1~EVELOPiiEIQT
ADVISORY COMMITTEE.
Motion was made by Robert Peel, seconded by Von Stockler, to estab-
lish an ad hoc committee to be known as The Community Growth and ~`°
Development Advisory Committee and to provide for mayoral appoint-
ment to the committee.

Mayor Spencer stated that he wished to appoint the following Owasso
citizens to the Community Growth and Development Advisory Committee:

Jane Buchanan
Hollis Weatherl
Sam Ashley
Dan Galloway
Motion was made by Robert Peel, seconded by Von Stockler, to confirm
the mayoral appointment of Alan Anderson, Frank Enzbrenner, Dale
Johnson, Jim Smalley, Tom Kimball, D, M, Sokolosky, Mark Enterline,
Jane Buchanan, Hollis Weatherl, Sam Ashley, and Dan Galloway to the
Community Growth and Development Advisory Committee.

E. CONSIDERATIONQ OF AUTHORIZATION FOR CITY ATTORNEY TO EXECUTE
DECREE IN CASE ICJ 85-01 J.B.R. COMPANY VS. CITY OF OWASSO.
Motion was made by Von Stockler, seconded by Wauhilleau Webb, to
authorize the City Attorney and the mayor to execute the decree
in Case ~~CJ 85-01292, J.B.R. Company vs. City of Owasso.
F. CONSIDERATION1 OF ALTERNATE USE OF THE OLD U,S. POST OFFICE BUILDING.
Item was discussed. Cost estimates for various options were requested.
Motion was made by Robert Peel, seconded by Von Stockler, to pass
Item F to the April 2, 1985 Council ir~eeting.

Motion was made to remove item 10713 from City Clerk section of the
claims and item 10713 from Gen. Government section of the claims;
then to approve the General Fund claims as presented in the total
amounts of $128,360.71 and $7,805.30.

9. NEW BUSINESS
Mr. Stockler stated that he felt some ordinances need to be made or
present ordinances revised to help solve some problems with dogs,
cats, and other__ animals and also with tine problem of children riding
go-carts and 3 wheelers in the city park areas.
ITEM L: REQUEST FOR EXECUTIVE SESSION: PERSONNEL MATTER - CITY
MANAGER AND CITY CLERK.
Motion was made by James Smalley, seconded by Robert Peel, to recess
the City Council meeting and reconvene following the Owasso Public
Works Authority meeting.
AYE: Messrs. Spencer, Stockler, Smalley, Peel; Mrs. Webb

Meeting recessed at 7:55 p.m, and reconvened at 8:46 p.m.

recess into Executive Session.

No action was taken after the Executive Session.
