ITEM l: CALL TO ORDER The meeting was called to order at 7:00 p.m, with Mayor Spencer presiding. ITET•7 2: FLAG SALUTE Flag salute was led by Mayor Spencer ITEM 3: ROLL CALL PRESENT: Boyd M. Spencer, Mayor Von Stockler, Councilman Robert Peel, Councilman James Smalley, Councilman Dan Galloway, City tanager Ron Cates, City Attorney Ann Hendrickson, City Clerk ABSEi1T: Wauhilleau Webb, Vice-Mayor ITEM 4: CONSIDERATIONQ OF APPROVAL OF MINUTES OF MARCH 19. 1985 COUiJCIL MEETIiVG. Motion was made by James Smalley, seconded by Von Stockler, to approve the minutes of March 19, 1985, by reference made a part hereof. AYE: Messrs. Spencer, Stockler, Smalley, Peel NAY: None Motion carried. ITEM 5: BUSINESS A. CONSIDERATION OF APPROVAL OF CITY MANAGER CONTRACT. Motion was made by James Smalley, seconded by Robert Peel, to approve the City Manager contract as presented. AYE: Messrs. Spencer, Stockler, Smalley, Peel MAX : rJone I~otion carried. B. COiQSIDERATIOiQ OF REPORT FROM CITY AUDITORS REGARDING 1983-1984 AUDIT. xZr. Steve Jay of Lohrey and Jay reported to the Council on the status of the purchase order system, inventory control and rr~aintenance of the general ledger. YOUNG AND AS50CIATES A_S CONTRACT ETdGINEER FOR REQUIRED DESIGN AND E1GINEERIIdG FOR TRAFFIC LIGHT AT /E~th S'1'. 1V. A1Vll HIGHWAY I69. Council discussed item with City staff and Janet Atkinson of Al C. Young and Associates. Motion was made to approve Al C. Young and Associates as contract K. engineer to do the preliminary engineering report for the traffic light at 76th St. N, and Highway 169, not to exceed $4,100. AYE: Messrs. Spencer, Stockler, Smalley, Peel NAY : IQone Motion carried. E. CONSIDERATIONQ OF AUTHORIZATION FOR CITY MANAGER TO ENTER INTO LEA5E AGREEP~iEiQT FOR A IQEW AUTOMOBILE . The City Manager submitted a list of price quotes for lease automobiles. Motion was made by James Smalley, seconded by Robert Peel, to approve a one-year lease with Dunahoo & Associates Leasing for a 1985 Ford Crown Victoria for $425 per month. AYE: Messrs. Spencer, Stockler., Smalley, Peel NAY: None Motion carried. F. CONSIDERATIONd OF ACCEPTANCE OF DEDICATION OF STREETS IN EL RIO VTCT~ T~7 Motion was made by Robert Peel, seconded by Von Stockler, to accept dedication of streets in E1 Rio Vista IV. OWASSO CITY COUNCIL THREE APRIL 2, 1985 AYE: Messrs. Spencer, Stockler, Smalley, Peel NAY: None I~Zotion carried. G. CONSIDERATION OF ALTERNATE USE OF OLD U. S. POST OFFICE BUILDITQG. The City Manager presented a floor plan illustrating hoca the post office building could be used by the police department and explained the costs involved in that project as well as minor renovations to City Hall to accomodate personnel there. T•Zotion was, made by Robert Peel, seconded by Von Stockler, to approve the use of the old U.S. post office building by the Owasso Police Department and authorizing the City Manager to go out for bids as required. AYE: Messrs. Spencer, Stockler, Smalley, Peel i1AY : None Motion carried. H. CONSIDERATION OF APPROVAL OF CONTRACT TO PURCHASE THE SOUTH 50 FEET OF LOT 6, BLOCK 10, ORIGINAL TOWN OF OWASSO, TULSA COUNTY, STATE OF OKLAHOMA. Motion was made by James Smalley, seconded by Robert Peel, to not approve the contract to purchase the South 50-feet of Lot 6, Block 10, Original Town of Owasso. AYE: Messrs. Spencer, Stockler, Smalley, Peel NAY: None Motion carried. I. CONSIDERATION OF CITY HALL USE P~IODIFICATIONS TO ACCOMODATE SHORT TERM SPACE NEEDS. Motion was made by Robert Peel, seconded by Von Stockler, to approve necessary modifications to City Hall to accomodate short term space needs. AYE: Messrs. Spencer, Stockler, Smalley, Peel NAY: None Motion carried. 6. REPORT FROM CITY ATTORNEY Mr. Cates reported on the status of the case of Hynum vs. City of Owasso. ~ ~~ 7. REPORT FROM CITY P~IANAGER Mr, Galloway reported that certain streets in Owasso would soon be getting repair work and restriping, as well as the cleaning out of some drainage ditches, He said he had been meeting with the Fra- ternal Order of Police representatives, and would soon be meeting with representatives from Internation Association of Firefighters. 8. NEW BUSINESS There being no new business before the Owasso City Council, a motion was made by Robert Peel, seconded by James Smalley, to adjourn . AYE: Messrs.
