HomeMy WebLinkAbout1985.04.16_City Council MinutesOn Tuesday, April 16, 1985, the Owasso City Council met in a regular session in the Council Chambers at City Hall per the Notice of Public Hearing and Agenda posted on City Hall bulletin board at 4:00 p.m, on April 12, 1985. ITEM l: CALL TO ORDER The meeting was called to order at 7:02 p.m, with hlayor Spencer presiding. ITEM 2: FLAG SALUTE Flag salute was led by Mayor Spencer ITEM 3: ROLL CALL PRESENT: Boyd M. Spencer, Mayor Wauhilleau Webb, Vice-Mayor Von Stockler, Councilman Robert Peel, Councilman Dan Galloway, City Manager Ron Cates, City Attorney Ann Hendrickson, City Clerk ABSE1T: James Smalley, Councilman ITEM 4: CONSIDERATION OF APPROVAL OF MINUTES OF APRIL 2, 1985 COU1dCIL MEETI1G. Motion was made by Robert Peel, seconded by Von Stockler, to approve the minutes of April 2, 1985, by reference made a part hereof. AYE: PZessrs. Spencer, Stockler, Peel; Mrs. Webb iQAY : ilone Motion carried. ITEM 5: BUSINESS A. COi~TSIDERATION OF ACCEPTANCE OR REJECTION OF BIDS RECEIVED Oil CDBG RESIDENTIAL REHABILITATION. The City Manager read aloud the bids received on rehabilitation of 114 W. 2nd Avenue and 108 N. Atlanta. Ann Domain of INCOG, coordi- nator of the project discussed the bids with the council. Motion was made by Robert Peel, seconded by Von Stockler, to reject all bids received on 114 W. 2nd Avenue and to accept the bid of $8,400 submitted by Kim Castagna on 108 north Atlanta. AYE: Messrs. Spencer, Stockler, Peel; Mrs. Webb 1AY : None Motion carried. OWASSO CITY COUNCIL TWO APRIL 16, 1985 B. COiQSIDERATI0T1 OF ACCEPTANCE OR REJECTION OF BIDS RECEIVED OiQ CDBG WATER AND DRAI1AGE IMPROVEMEi1TS . The City Manager and .Janet Atkinson of ITICOG reviewed the bids received with the Council. Motion tiaas made by Robert Peel, seconded by Von Stockler, to continue Item B for further review until the next colzncil meeting on May 7, 1985. AYE: Messrs. Spencer, Stockler, Peel; Mrs. Webb vAY: None Motion carried. C. CONSIDERATION OF REQUEST FOR TEMPORARY BUILDING PERMIT AT 11330 N. GARNETT ROAD, LOT 1, BLOCK 1, HALE ACRES II ennmm e~r~nu~~~Tc The City Manager stated that this item does not require council action as the area is in a zone compatible with the requested useage and the temporary building permit can be issued by the building inspector's office. D. CONSIDERATION OF REQUEST FOR EXCEPTION TO SEC. 5-503 OF THE BUILDING REGULATIONS SECTION OF THE OWASSO CITY CODE KEITH x..= MCNIEL, JR. - FRY PROPATIE CO. Council discussed the item with Mr. IZcNiel and other representatives of Fry Propane Co. Motion was made by Mayor Spencer, seconded by Von Stockler, to deny the request for exception to Sec. 5-503 of the Building Regulations section of the Owasso City Code. AYE: Messrs. Spencer, Stockler, Peel; Mrs. Webb NAY: None Motion carried. E. CONSIDERATION OF AUTHORIZATION TO EXPEND $1,960 TO CLEAN AND REFINISH RECREATION CETITER GYT~I FLOOR. Mayor Spencer requested that the item be continued to the May 7, 1985 meeting in order to review the contract from when the work was done previously. F. CONSIDERATIOIZ OF AUTHORIZATIOII TO APPROVE THE PURCHASE OF A TRACTOR MOWER FOR THE KABOTA TRACTOR. Motion was made by Robert Peel, seconded by Mayor Spencer, to authorize the purchase of a tractor mower for the Kabota tractor for $1,100. AYE: Messrs. Spencer, Stockler, Peel; Mrs. Webb NAY: None Motion carried. OWASSO CITY COUNCIL THREE APRIL 16, 1985 G. CONSIDERATION OF APPROVAL OF LEASE AGREEMEPJT WITH THE F.O.R. CLUB. The City Manager stated that an agreement had not been reached and asked that the item be continued to the May 7, 1985, Council meeting. H. CONSIDERATION OF RATIFICATION OF MAYORAL PROCLAMATION ENDORSING THE LIFE. BE IN IT CAMPAIGN. Mayor Spencer read the proclamation aloud. Motion was made by Wauhilleau Webb, seconded by Robert Peel, to ratify the mayoral proclamation endorsing the "Life. Be In It" campaign being con- ducted by the National Recreation and Park Association. AYE: Messrs. Spencer, Stockler, Peel; Mrs. Webb NAY: None Motion carried. I. REQUEST FOR EXECUTIVE SESSION: FERSONNEL MATTER - CITY CLERK Passed temporarily. 6. REPORT FROM CITY ATTORl~1EY done at this time. 7. REPORT FROM CITY MANAGER The City Manager gave a status report on plans.: for converting the old Post Office building to house the Owasso Police Department. He stated that the first meeting of the Community Growth and Development Advisory Committee was very encouraging. 8. APPROVAL OF CLAIMS Motion was made by Mayor Spencer, seconded by Von Stockler, to approve the warrants submitted with. the exception of Items ~k10794, 10795, and 10796. AYE: Messrs. Spencer, Stockler, Peel; Mrs. Webb NAY: None Motion carried. 9. NEW BUSINESS Councilman Peel asked that the warrant pages be numbered consecutively. Mayor Spencer asked that the air conditioning in the Council room be improved. He also asked for a printout of all revenue sharing money spent to date and the balance. There being no further business before the Owasso City Council, motion was made by Von Stockler, seconded by Wauhilleau )ebb, to recess: the Owasso City Council meeting and to reconvene after the Owasso Public Works Authority meeting. Meeting recessed at 8:04 p.m, and reconvened at 8:55 p.m. Motion was made by Von Stockler, seconded by Mayor Spencer, to recess into Executive Session. AYE: Messrs. Spencer, Stockler, Peel; Mrs. Webb NAY: None Motion carried. Meeting recessed at 8:55 p.m, and reconvened at 9:35 p.m. There was no action taken at the Executive Session. Motion was made by Von Stockler, seconded by Robert Peel, to adjourn the April 16, 1985 meeting of the Owasso City Council. AYE: Messrs. Spencer, Stockler, Peel; Mrs, tiJebb NAY: None Motion carried.
