ITEM l: CALL TO ORDER The meeting was called to order at 7:02 p.m, with Mayor Spencer presiding. ITEM 2: FLAG SALUTE Flag salute was led by Mayor Spencer. ITEM 3: ROLL CALL PRESENT : Boyd M. Spencer, r7ayor Robert Peel, Councilman James Smalley, Councilman Von Stockler, Councilman Dan Galloway, City Manager Ron Cates, City Attorney Ann Hendrickson, City Clerk ABSENT: Kennet'n. Wood, Councilman ITEM 4: CO1ySTDERATIOiQ OF APPROVAL OF MINUTES OF MAY 7, 1985 COUNCIL MEETING. Motion was made by Robert Peel, seconded by Von Stockler, to approve the Minutes of May 7, 1985, by reference made a part hereof. AYE: Messrs. ITEM 5: CONSIDERATION OF APPROVAL OF ORDINAIQCE ;340 CLOSTi~TG TO THE PUBLIC USE THE NORTH S OF THE WEST 100' OF THE PLATTED ALLEY' TN BLOCK 9 , ORIGI'i~1AL TOWi~I OF OWASSO DICKEY Carol Dickey reviewed the recommendations of the Technical Advisory Committee and the Owasso Planning Commission. Motion was made by Robert Peel, seconded by Von Stockler, to approve Ordinance ik340 AYE: Messrs. Spencer, Stockler, Smalley, Peel i1AY : None Motion carried. ITEM 6: COIVSIDERATIOiQ OF RE UEST FOR APPROVAL OF CONDITIOIJAL/ FINAL PLAT OF ELM CREEK COMP'IERCIAL CORNER AMENDED LOCATED AT THE SOUTHWEST CORNER OF 86 ST. N. & 9TH E. AVE. CAROL DICKEY. Carol Dickey reviewed the Technical Advisory Committee recommendation and the Owasso Planning Commission review. Motion was made by Robert Peel, seconded by James Smalley, to approve the conditional final plat of Elm Creek Commercial Corner Amended. AYE: Messrs. Spencer, Stockler, Smalley, Peel iJAY : ivone Motion carried. ITEM 7: COTSIDERATION OF APPROVAL OF UPDATED FEE FOR RESERVATION OF RECREATION FACILITIES. Mr. Galloway discussed with the Council the new fee and form to be used. Motion was made by James Smalley, seconded by Von Stockler, to approve the updated fee for reservation of recreation facilities. AYE: Messrs. Spencer, Stockler, Smalley, Peel T1AY : None Motion carried. ITEM 8: CONSIDERATIONv OF REAEPOINTMENT OF N~UNICI~'AL COURT JUDGE FOR A TWO-YEAR TERM IN ACCORDANCE WITH SEC. - 5 OF THE OWASSO CITY CODE. Passed to June 4, 1985 for review of resumes. ITEM 9: COiQST:UERATION OF AEPROVAL OF MUTUAL AID AGREEi~ENT WITH NORTHWEST ROGERS COULQTY FIRE PROTECTfiOiQ DISTRTCT. Fire Chief Bob Allen reviewed the documents presented to the Council. T~otion was made by Robert Feel, seconded by Von Stockler, to approve the mutual aid agreements with. Northwest Rogers County Fire Protection District. AYE: i~essrs. ITEM 10; CONSIDERATION OF A,GCE~'TANCE Ok' ALTERivATE $ID OWASSO CITY COUIJCIL THREE 1`-7AY 21, 1985 Mr. Galloway stated that the original low bidder, Aaron Fence, had withdrawn their bid and that the next lowest bidder was A-1 Fence of Owasso. Motion was made by Robert Peel, seconded by Von Stockler, to drop the bid submitted by Aaron Fence and accept the next lowest bid of $2,897 submitted by A-1 Fence Company. AYE: Messrs. Spencer, Stockler, Smalley, Peel NAY: None Motion carried. ITEM 11: CONSIDERATIOI~I OF APPROVAL OF AMENDMENT TO OWASSO CITY EMPLOYEES PAY' PLAiQ . Mr. Galloway reviewed proposed .amendments to the Owasso City Employees Pay Plan. IZotion was made by James Smalley, seconded by Von Stockler, to approve the amended Owasso City Employees Pay Plan. AYE: Messrs. Spencer, Stockler, Smalley, Peel iQAY : IQone ~__~ Motion carried. ITEM 12: APPROVAL OF CLAIMS Motion was made by James.. Smalley, seconded by Von Stockler, to approve the claims submitted in the total amount of $124,001.48. AYE: Messrs. Spencer, Stockler, Smalley, Peel ~1AY : None Motion carried. ITEM 13: REPORT FROM CITY ATTORNEY Mr. Cates. reported that th_e case of Kennedy vs. City of Owasso has been dismissed. ITEM 14: REPORT FROM CITY MANAGER Mr. Galloway reported that the auditors had started work on tine audit report and that Mr. Jay would report at the June 4 meeting. He asked that a public hearing on the budget be held on June 11, 1985. ITEM 15: 1vEW BUSINESS ilone ITEM 16: REQUEST FOR EXECUTIVE SESSIOiQ: DISCUSSION OF POSSIBLE FRATERiJAL ORDER OF POLICE 1~1~' CO~~TTRACT . Motion was made by Robert Peel, seconded by James Smalley, to recess the Owasso City Council, to reconvene after the Owasso Public Works Authority meeting. AYE: P•Tessrs. Spencer, Stockler, Smalley, Peel NAY: iQone Motion carried. Meeting recessed at 7:45 p.m, and reconvened at 8:18 p.m. Motion was made by Von Stockler, seconded by Robert Peel, to recess into Executive Session.to discuss the Fraternal Order of Police 1985-1986 Contract. AYE: Messrs. Spencer, Stockler, Smalley, Peel r1AY : ~~Tone Motion carried. Meeting recessed at 8:19 p.m, and reconvened at 8:50 p.m. Motion was made by Mayor Spencer, seconded by Von Stockler, to accept the 1985-1986 Fraternal Order of Police Contract as presented.
