session in the Council Chambers at City Hall, per the Notice of Public
Hearing and Agenda posted on City Hall bulletin board at 11:00 a.m. on
August 9, 1985.
ITEM l: CALL TO ORDER
The meeting was called to order at 7:00 p.m. with Mayor Spencer
presiding.
ITEM 2: FLAG SALUTE
Flag salute was led by Mayor Spencer
ITEM 3: ROLL CALL
PRESENT: Boyd M. Spencer, Mayor
James Smalley, Vice-Mayor
Von Stockler, Councilman
Dan Galloway, City Manager
Ron Cates, City Attorney
Ann Hendrickson, City Clerk
ABSENT: Kenneth Wood, Councilman
Robert Peel, Councilman
ITEM 4: CONSIDERATION OF RESOLUTION TO AMEND RESOLUTION #81-14 TO
UPDATE SIGNATURE AUTHORIZATION: FOR FINANCIAL ACCOUNTS.
Motion was made by James Smalley, seconded by Von Stockler, to
adopt amended resolution #81-14 to update signature authorization
for financial accounts.
AYE: Messrs. Spencer, Stockler, Smalley
NAY': None
Motion carried.
ITEM 5: REPORT AND DISCUSSION ON TRAFFIC LANE DESIGNATION AND
TRAFFIC CONTROL ON MAIN STREET.
The City Manager reported on the meeting he had with concerned citizens
on August 8 regarding the change from two lane to four lane on Main
Street. Mayor Spencer also made a statement.
Citizens present who made a statement are as follows: Jerry Cole,
Frank Enzbrenner, Rick Mahar, Jeff Barsi, Byron Bergwall, Bill Reese,
and Pat Childress.
Mr. Cole presented several petitions to the Council which stated, "To be
presented at the special session of the Owasso City Council, Tuesday
August l3, 1g85 at 7:00 p.m. Be it known the undersigned persons petition
the Owasso City Council to immediately restore parking of vehicles on
Main Street of Owasso from 76th St. North also known as 2nd Ave.,
Northward to 1st Street."

Mr. Smalley and Mr. Stocker asked questions of citizens and made
statements.
Mayor Spencer asked that this item be placed on the September 3, 1985
Council agenda.
Meeting recessed at 8:22 p.m. and reconvened at 8:33 p.m.
ITEM 6: REQUEST FOR EXECUTIVE SESSION: LITIGATION - CITY VS. HENRY
AND DAISEY ALLISON/CONSIDERATION OF AUTHORIZATION TO PAY TO
THE COURTS AN AMOUNT OF THREE THOUSAND DOLLARS AS RECOMMENDED
BY THE BOARD OF COMMISSIONERS FOR THE PROPOSED EASEMENT FOR
TEMPORARY ACCESS FOR SEWER LINE WORK ON THE HENRY ALLISON

ITEM 7: REQUEST FOR EXECUTIVE SESSION: TO CONSIDER POSSIBLE LITIGATION
REGARDING MR. ERNIE CARTER WITH REGARD TO CONTRACT WORK AT 12
N0. ATLANTA. OWASSO. OK.
Motion was made by Von Stockler, seconded by James Smalley to consolidate
Items 6 and 7 and to recess into Executive Session.
AYE: Messrs. Spencer, Stockler, Smalley
NAY: None
Motion carried. Meeting recessed at 8:36 p.m. and reconvened at 9:50 pm.
ITEM 6: Motion was made by Mayor Spencer, seconded by Von Stockler, to
deposit three thousand dollars plus poundage to the court and demand a
jury trial on behalf of the City.
AYE: Messrs. Spencer, Stockler, Smalley
NAY: None
Motion carried.
ITEM 7: Motion was made by Mayor Spencer, seconded by Von Stockler, to
approve payment to Mr. Ernie Carter in the amount of $1,800 as full
settlement by the City of Owasso.
AYE: Messrs. Spencer, Stockler, Smalley
NAY: None
Motion carried.
There being no further business before the Owasso City Council, meeting
