HomeMy WebLinkAbout1985.09.03_City Council MinutesOn Tuesday, September 3, 1985, the Owasso City Council het in a regular session in the Council Chambers at City Hall per the Notice of Public Hearing and Agenda posted on City Hall bulletin board at 4:00 p.m. on August 30, 1885. ITEM l: CALL TO ORDER The meeting was called to order at 7:00 p.m, with Mayor Spencer presiding. ITEM 2: PLAG SALUTE The flag salute was led by Mayor Spencer. ITEM 3: ROLL CALL PRESENT: Boyd M. Spencer, Mayor James Smalley, Vice-Mayor Von Stockler, Councilman Kenneth Wood, Councl~an Robert Peel, Councilman Dan Galloway, City Manager Ron Cates, City Attorney Jim Dunlap, Asst. City Mgr./City Planner Ann Hendrickson, City Clerk ITEM 4: CONSIDERATION OF APPROVAL OF MINUTES OF AUGUST 20, 1985 COUNCIL MEETING. Motion was made by James Smalley, seconded by Von Stockler, to approve the minutes of August 20, 1985, by reference made a part hereof. AYE: Messrs. Spencer, Smalley, Stockler, Wood, Peel NAY: None Motion carried. ITEM 5: CONSIDERATION OF AUTHORIZATION FOR CITY MANAGER TO ENTER INTO A CONTRACT WITH LOW BIDDER FOR TELEPHONE CONTRACT FOR CITY HALL. Mr. Galloway reviewed the different type of telephone service which was presented by Southwestern Bell, stating that the cost of the service would be prohibitive. He recommended that Council accept the low bidder's telephone service. Motion was made by Robert Peel, seconded by Von Stockler, to authorize the City Manager to enter into a contract with Total Communications, Inc. at bid price of $11,508 for telephone service. AYE: Messrs. Spencer, Stockler, Smalley, Wood, Peel NAY: None Motion carried. OWASSO CITY COUNCIL PAGE 2 SEPT. 3, 1985 ITEM 6: CONSIDERATION OF APPOINTMENT OF FAYE SMITH AS DEPUTY CITY CLERK AND DEPUTY COURT CLERK FOR WEEK OF SEPT. 1 19 5. Motion was made by James Smalley, seconded by Robert Peel, to appoint Faye .Smith as Deputy City Clerk and Deputy Court Clerk for the week of Sept. 16, 1985. AYE: Messrs. Spencer, Stockler, Smalley, Wood, Peel NAY: None Motion carried. ITEM 7: CONSIDERATION OF AUTHORIZATION OF ACTING SIGNATOR FOR FINANCIAL TRANSACTION IN CITY TREASURER'S OFFICE. Motion was made by Mayor Spencer, seconded by Von Stockler, to authorize Bonnie J. Claytor, Purchasing Agent, as acting signator for financial transaction in City Treasurer's office. AYE: Messrs. Spencer, Stockler, Smalley, Wood, Peel. NAY: None Motion carried. ITEM 8: REPORT FROM CITY ATTORNEY ~~' None at this time. ITEM g: REPORT FROM CITY MANAGER None at this time. ITEM 10: NEW BUSINESS Mr. Jeff Cook spoke to the Council regarding poor refuse pickup in his neighborhood. The City Manager and the Mayor said that the problem would be resolved immediately. Mr. Jerry Cole spoke to the Council regarding the parking problem on Main Street. He stated that Main Street did not need to be four lane at this time and asked that the Council put it back the way it was. Fire Chief Bob Allen stated that the refurbishing on Engine #1 was complete and would be available after the meeting if Council wished to see it. The Mayor asked that the Council review the Owasso fence line map in their packet with regard to possible annexations and expansion of the fence line and that a special meeting for discussion of sarrle be called in the next few months. Mr. Wood asked that the Planning Commission be present at that meeting. AYE: Messrs. Spencer, Stockler, Smalley, Wood, Peel NAY: None Motion carried. Motion was made by Robert Peel, seconded by Mayor Spencer, to combine Items 11 and 12 and recess into Executive Session. AYE: Messrs. Spencer, Stockler, Smalley, Wood, Peel NAY: None Motion carried. Meeting recessed at 7:37 p.m. and reconvened at 9:11 p.m. ITEM 11: REQUEST FOR EXECUTIVE SES'SI'ON-LITIGATlON: CITY OF OWASSO VS. ALLISON. Motion was made by Mayor Spencer, seconded by James Smalley, to authorize the City Attorney to execute an order allowing condem- nee wi,thdra~ral of monies deposited representing Commissioner's award. AYE: Messrs. Spencer, Stockler, Smalley, good, Peel NAY': None Motion carried. ITEM 12: REQUEST FOR EXECUTIVE SESSION-PERSONNEL BATTER: CITY MANAGER'S OFFICE. No action was taken on this item. Motion was made by Robert Peel, seconded by Von Stockler, to adjourn. AYE: Messrs. Spencer, Stockler, Smalley, Wood, Peel NAY': None.
