HomeMy WebLinkAbout1985.09.17_City Council MinutesOn Tuesday, September 17, 1985, the Owasso City Council met in a regular session in the Council Chambers at City Hall per the Notice of Public Hearing and Agenda posted on City Hall bulletin board at 4:00 p.m. on September 13, 1985. ITEM l: CALL TO ORDER The meeting was called to order at 7:00 p.m. with Mayor Spencer presiding. ITEM 2: FLAG SALUTE The flag salute was led by Mayor Spencer. ITEM 3: ROLL CALL PRESENT: Boyd M. Spencer, Mayor James Smalley, Vice-Mayor Von Stockler, Councilman Kenneth Wood, Councilman Robert Peel, Councilman Dan Galloway, City Manager Ron Cates, City Attorney Jim Dunlap, Asst. City Mgr./City Planner Ann Hendrickson, City Clerk ITEM 4: CONSIDERATION OF APPROVAL OF MINUTES OF SEPT. 3, 1885, COUNCIL MEETING. Motion was made by James Smalley, seconded by Von Stockler, to approve the minutes of September 3, 1885, by reference made a part hereof. AYE: Messrs. Spencer, Stockler, Smalley, Wood, Peel NAY: None Motion carried. ITEM 5: CONSIDERATION OF APPROVAL OF MINUTES OF SEPT. 10, 1885, SPECIAL COUNCIL MEETING. Motion was made by Kenneth Wood, seconded by James Smalley, to approve the minutes of September 10, 1985, by reference made a part hereof. AYE: Messrs. Spencer, Stockler, Smalley, Wood, Peel NAY: None Motion carried. ITEM 6: CONSIDERATION OF APPROVAL OF PETITION FOR ANNEXATION/ BORGNA-SOKOLOSKY: REQUEST TO 'ANNEX A PARCEL OF LAND SOUTH OF 7 TH ST. NORTH BETWEEN 11 th E. AVE. AND 117TH E. AVE. Mr. Galloway and Mr. Dunlap reviewed the petition with the Council. OWASSO CITY COUNCIL PAGE TWO SEPT. 17, 1985 Motion was made by Robert Peel, seconded by Von Stockler, to approve the petition for annexation as presented and to accept the land as it is presently zoned for Light Industrial. AYE: Messrs. Peel, Smalley, Stockler NAY: Spencer, Wood Motion carried. ITEM 7: CONSIDERATION OF APPROVAL OF PAYMENT OF INVOICE FOR $1,600 TO DESIGN III FOR RECONSTRUCTION AND REFURBISHING OF CITY COUNCIL BENCH AND JUDGE'S BENCH. Motion was made by Mayor Spencer, seconded by Von Stockler, to deny payment of invoice for $1,600 to Design III. AYE: Messrs. Spencer, Stockler, Smalley, Wood, Peel NAY: None Motion carried. ITEM 8: CONSIDERATION OF REQUEST BY CRAIG NEON, INC. TO GRANT AN EXCEPTION TO ORDINANCE #3og REGARDING SIGN HEIGHT AND AREA FOR SIGN TO BE INSTALLED FOR TACO BUENO. Mr. David McClurkin of Winston & Company spoke on behalf of Taco Bueno. Motion was made by Mayor Spencer, seconded by Kenneth Wood to deny the request for exception to Ordinance #309. AYE: Messrs. Spencer, Wood, Peel NAY': Messrs. Smalley, Stockler ITEM 9: CONSIDERATION OF ADOPTION OF ORDINANCE #343 CLOSING TO THE PUBLIC USE A PORTION OF A UTILITY EASEMENT LOCATED ON LOT 4, BLOCK 3, EL RIO VISTA, CITY OF OWASSO, COUNTY OF TULSA, STATE OF OKLAHOMA, ACCORDING TO THE RECORDED PLAT THEREOF AND RE- TAINING UNTO SAhD CITY OF OWASSO, OKLAHOMA, THE ABSOLUTE RIGHT TO REOPEN SAME WITHOUT EXPENSE TO THE MUNICIPALITY. Motion was made by Robert Peel, seconded by Von Stockler, to adopt Ordinance #343. AYE: Messrs. Spencer, Stockler, Salley, Wood, Peel NAY; None Motion carried. ITEM 10: CONSIDERATION OF ADOPTION OF ORDINANCE #344, RELATING TO ABANDONMENT OF PLANNED UNIT DEVELOPMENT #5 REGARDING A TRACT OF LAND IN THE NORTHEAST QUARTER OF SECTION 29 TOWNSHIP 21 NORTH, RANGE 1 EAST, TULSA COUNTY, OKLAHOMA, AND REZONING FROM RESIDENTIAL DUPLEX DISTRICT TO A RESI- DENTIAL MULTI-FAMILY DISTRICT #l, A TRACT DESCRIBED AS LOT 1, BLOCK 2, ELM CREEK CONDOMINIUMS, AN ADDITION TO THE CITY OF OWASSO, TULSA COUNTY, OKLAHOMA. Motion was made by Kenneth Wood, seconded by Mayor Spencer, to adopt Ordinance #344. AYE: Messrs. Spencer, Stockler, Smalley, Wood, Peel NAY: None Motion carried. ITEM 11: CONSIDERATION OF DECLARATION OF MEDIC h AMBULANCE AS SURPLUS AND AUTHORIZATION TO S`$LL TO THE' HICxHES'T BIDDER. Motion was made by Von Stockler, seconded by Robert Peel, to declare the Medic I Ambulance as surplus and authorize its sale to the high- est bidder. AYE: Messrs. Spencer, Sa ockler, Smalley, Peel, Wood NAY: None Motion carried. ITEM 12: REPORT FROM CITY ATTORNEY None at this time. ITEM 13: REPORT FROM ChTY MANAGER None at this time. ITEM 14: APPROVAL OF CLAIMS Motion was made by Kenneth. Wood, seconded by Von Stockler, to delete items 860454, 860457; 860451, 860452, .and 860453 and approve payment of General Fund Claims in the total amount of $187,456.23. AYE: Messrs. Spencer, Stockler, Smalley, Wood, Peel NAY: None Motion carried. ITEM 15: NEW BUSINESS Mr. Joe Sweeney of 702 N. Carlsbad and Mr. & Mrs. Bill Souza of 605 N. Carlsbad spoke to the Council concerning several problems in their neighborhood. Motion was made by James Smalley, seconded by Von Stockler, to recess the Owasso Council meeting. AYE: Messrs. Spencer, Stockler, Smalley, Wood, Peel NAY: None Motion carried. Meeting recessed at 7:47 p.m. and reconvened at 8:14 p.m. Motion was made by Kenneth Wood, seconded by James Smalley, to recess into Executive Session. AYE: Messrs. Spencer, Stockler, Smalley, Wood, Peel NAY: None Motion carried. Meeting recessed at 8:16 p.m. and reconvened at g:17 p.m. There was no action taken on Item 16.
