HomeMy WebLinkAbout1985.10.15_City Council MinutesOn Tuesday, October 15, 1985, the Owasso City Council met in a regular session in the Council Chambers at the Community Center per the Notice of Public Hearing and Agenda posted on City Hall bulletin board at 4:00 p.m. on ITEM l: CALL TO ORDER The meeting was called to order at 7:00 p.m. with Mayor Spencer pre:~iding. I s EPF 2 : FLAG SALUTE The flag salute was led by Mayor Spencer. ITEM 3: ROLL CALL PRESENT: Boyd M. Spencer, Mayor James Smalley, Vice-Mayor Von Stockler, Councilman (8:38 p.m.) Robert Peel, Councilman Kenneth Wood, Councilman Dan Galloway, City Manager Ron Cates, City Attorney Jim Dunlap, Asst. City Mgr./City Planner Ann Hendrickson, City Clerk ITEM 4: CONSIDERATION OF APPP.OVAI. OF MINUTES OF OCTOBER 1, 1985 COUNCIL MEETING. Motion was made by James Smalley, seconded by Robert Peel, to approve the minutes of October 1, 1985, by .reference made a part hereof. AYEa Messrs. Spencer, SmalJ.ey, Peel, Wood NAY; None Motion carried. ITEM 5: CONSIDERATION OF PETITION FOR ANNEXATION OF EXTENDED FENCELINE. Council discussed map denoting proposed fenceline and general description of property to be considered. Item was continued to end of agenda for preparation of revised map. ITEM 6: REPORT FROM CITY ATTORNEY Mr. Cates reported on the latest action taken in the case of Coffman vs. City of Ovaasso, et al. ITEM 7: REPORT FROM CITY MANAGER None. OWASSO CITY COUNCIL OCTOBER 15, 1985 PAGE 2 ITEM 8: APPROVAL OF CLAIMS Motion was made by Robert Peel, seconded by James Smalley, to approve the General Fund claims as presented in the total amount of $36,972.85. ITEM 10: CONSIDERATION OF AUTHORIZATION FOR CITY ATTORNEY TO TAKE APPROPRIATE ACTION IN THE MATTER OF FIRST BANK OF OWASSO VS. CITY OF OWASSO, ET AL. RE: VACATION AND FORECLOSURE OF EASEMENT ON A PART OF LOT 4, BLOCK 3, EL RIO VISTA. Motion was made by James Smalley, seconded by Robert Peel, to authorize the City Attorney to take appropriate action in the matter of First Bank of Owasso vs. City of Owasso, et al. AYE: Messrs. Spencer, Smalley, Wood, Peel NAY: None Motion carried. ITEM 9: NEW BUSINESS Mr. Jim Summers of 203 E. 3rd St. spoke to the Council regarding a problem with sewer backup after a moderate rain, Council directed that action be taken to alleviate the problem. Mr. Gary Copper of 8604 N. 120th E. Ave., spoke to the Council regarding accumulation of rainwater on his property since the beginning of construction of the Taco Bueno restaurant due west of his lot. Mr. Galloway stated that when construction of the drain- age part of the Taco Bueno project is completed, there should be no more runoff on Mr. Copper's property. Mr. Copper was asked to return if the problem continued after the Taco Bueno construction is completed. Meeting recessed at 8:00 p.m, and reconvened at 8:08 p.m. ITEM 11: REQUEST FOR EXECUTIVE SESSION: PERSONNEL MATTER - CITY CLERK'S OFFICE Motion was made by Robert Peel, seconded by Von Stockler, to recess into Executive Session. AYE: Messrs. Spencer, Stockler, Smalley, Wood, Peel NAY: None Motion carried. Meeting recessed at 8:09 p.m. and reconvened at 9:02 p.m. No action vaas taken on this item. Mayor Spencer called a special meeting for Tuesday, October 22, 1985 to interview applicants for the City Clerk position. OWASSO CITY COUNCIL OCTOBER 15, 1985 PAGE 3 ITEM 5: CONSIDERATION OF PETITION FOR ANNEXATION OF EXTENDED ~~nTr~r TnT~ A revised proposal was presented to the Council and there was further discussion. Motion was made by Robert Peel, seconded by Von Stockler, to a~.ithorize the City Attorney to prepare an ordinance to annex an extended fence line as shown on the revised proposal. AYE: Messrs. Spencer, Stockler, Smalley, Wood, Peel NAY: None Motion was made by James Smalley, seconded by Von Stockler, to adjourn. AYE: Messrs. Spencer, Stockler, Smalley, Wood, Peel NAY: None Motion carried.
