Addendum to Agenda was posted on City -Tall bulletin board at 1:00 p.m, on November 4, 1985. IT~~;~I l: CALL 'r0 ORDER. The meeting was called to order at 7:04 p.m. with Mayor Spencer presiding. Ir~~P~~ 2 : FLACx SALUTE . The flag salute was led by Mayor Spencer. ITEM 3: ROLL CALL. PRESEiNT: Boyd P~7. Motion was made by Kenneth ~~Jood, seconded by Von Stockler, to approve the Consent Agenda, by reference made a part hereof. AYE: Messrs. Feel, 4Jood, Stockler, Spencer NAY : i~lone Motion carried. ITEM 15: (Addendum) REQUEST FOR EKECUTIVE SESSION: PERSONNEL MA'I"~'R - CITY CLERK'S OFFICE. P-Zotion was made by Robert Peel, seconded by Von Stockler, to recess into Executive Session. AYE: Messrs. OWASSO CITY COUNCIL PAGE TWO NOVEMBF,R 5, 1985 ITEM 5: CONSIDERATION OF ACCEPTANCE OF BID SUBMITPED FOR PURCHASE OF SAND SPREADER. Motion was made by Robert Peel, seconded by Von Stockler, to accept the low bid submitted by Murphy Machinery in the amount of $4,999 for purchase of the Sand Spreader. AYE: Messrs. Wood, Peel, Stockler, Spencer NAY: None Motion carried. ITEM 6: CONSIDERATION OF ACCEPTANCE OF BID SI7BMI'T<1'ED FOR LEASE-PURCHASE OF THREE POLICE CARS. Motion was made by Kenneth Wood, seconded by Robert Peel, to accept the bid of Mahan Leasing for the leasing of three Ford Crown Victoria Police cars for $388.40 each per month for 36 months. AYE: Messrs. Wood, Peel, Stockler, Spencer NAY: None Motion carried. ITEM 7: CONSIDERATION OF ACCEPTANCE OF BID SiJBMITPED FOR SALE OF MEDIC I ~.-, AMRT TT ,AN('F? Motion was made by Mayor Spencer, seconded by Robert Peel, to accept the bid submitted by Stratus Specialty Vehicles for the purchase of Medic I ambulance for $5,000. AYE: Messrs. Wood, Peel, Stockler, Spencer NAY: None Motion carried. ITEM 8: CONSIDERATION OF VACATION OF FIVE FEET OF EASEMENT ON L(7I' 20 BLOCK 5, EL RIO VISTA II ADDITION BY FIRST FEDERAL SAVINGS BANK Motion was made by Kenneth Wood, seconded by Mayor Spencer to table discussion on Item 8 for further discussion at the November 19, 1985, council meeting to allow the City Attorney time to enter into discussion with the owner of record to have the necessary Caveat. AYE: Messrs. Wood, Peel, Stockler, Spencer NAY: None Motion carried. OWASSO CITY COUNCIL PAGE THREE NOVEMBER 5, 1985 ITEM 9: CONSIDERATION OF APPROVAL OF REQUEST FOR CHANGE OF ACCESS/ OWASSO COMMERCIAL CENTER - H. FORREST INVESTNfENI'S. Motion was made by Robert Peel, seconded by Von Stockier, to approve the request of H. Forrest Investments for change of access for Owasso Corrrmercial Center. AYE: Messrs. Wood, Peel, Stockier, Spencer NAY: None Motion carried. ITEM 11: CONSIDERATION OF ADOPTION OF ORDINANCE #347 ADOPTING CERTAIN _RULES OF PROCEDURE FOR THE CITY OF OWASSO, OKLAHOMA, WITH RESPECT TO THE CONDUCT OF MEETINGS OF SAID CITY COUNCIL, PROVIDING FOR CODIFICATION, REPEALER. Motion was made by Robert Peel, seconded by Von Stocker, to adopt Ordinance #347. AYE: Messrs. Wood, Peel, Stockier, Spencer NAY: None Motion carried. ITEM 12: REPORT FROM CITY ATTORNEY None. ITEM 13: REPORT FROM CITY MANAGER None. ITEM 14: NEW BUSINESS The following citizens discussed proposed drainage ditch work in their neighborhood with the Council: Dolores Robinson, Pat Marlar, Dennis Spears, Lacona Hindman, Ben Westphal, Henry Ramsey, and Mrs. Leroy Turner.
