HomeMy WebLinkAbout1985.11.19_City Council MinutesOrr Tuesday, November 19, 1985, the Owasso City Council met in a regular session in the Council Chambers at the Community Center per the notice of Public Hearing and Agenda posted on - City Hall bulletin board at 4:00 p.m. ors November 15, 1985. Addendum to Agenda was posted on City Hall bulletin board at 4:30 on November 18, 1985. ITEM l: CALL TO ORDER. The meeting was called to order at 7:00 p.m, with Mayor Spencer presiding. ITEM 2: FLAG SALUTE. The flag salute was led by Mayor Spencer. ITEM 3: ROLL CALL. PRESENT: r3oyd M. Spencer, Mayor James Smalley, Vice-Mayor Von Stockler, Councilman Robert Peel, Councilman Kenneth Wood, Councilman Dan Galloway, City Manager Ron Cates, City Attorney Jim Dunlap, Asst. City Mgr./City Planner Patricia Major, City Clerk Mayor Spencer announced that Ordinance No. 347 is in full effect for all council members and audience in this and all future Council meetings. ITEM 4: CONSIDERATION OF APPROVAL OF MINUTES OF NOVEMBER 5, 195. Motion was made by Robert Feel, seconded by Von Stockler, to approve the minutes of November 5, 1985, by reference made a part hereof. AYE: Messrs. Spencer, Wood, Peel, Smalley, Stockler. NAY: None Motion carried. ITEM 5: CONSIDERATION) OF REQUEST FOR AMENDMENT TO HANDICAPPED PARKING ORDINANCE/WAYNE VINCENT. Wayne Vincent spoke to the council regarding a request for amendment to handicapped parking ordinance, with regard to a change in the type of insignia to be used. After discussion, the item was tabled to the Decerrlber 3, 1985 meeting. OWASSO CITY COUNCIL NOVEMBER 19, 1985 PAGE TWO ITEM 6: CONSIDERATION OF ACCEPTANCE OF DEDICATION OF ASPHALT PAVING, CURBS AND GUTTERS AT ELM CREEK COMMERCIAL CORNER AMENDED. Motion was made by Kenneth Wood, seconded by Von Stockler, to accept the dedication of asphalt paving, curbs and gutters at Elm Creek Corner Amended. AYE: Messrs. Smalley, Stockler, Peel, Wood, Spencer NAY: None Motion carried. Mayor Spencer introduced the new City Clerk, Patricia Major. ITEM 7: CONSIDERATION OF ADOPTION OF ORDINANCE #34g CLOSING TO THE PUBLIC USE THE EASTERN FIVE FEET 5t OF UTILITY EASEMENT LOCATED ON WESTERN SIDE OF LOT 20 BLOCK 5, EL RIO VISTA II, AN ADDITION TO THE CITY OF OWASSO, COUNTY OF TULSA, STATE OF OKLAHOMA ACCORDING TO THE RECORDED PLAT THEREOF AND RETAINING UNTO SAID CITY OF OWASSO, OKLAHOMA, THE ABSOLUTE RIGHT TO REOPEN SAME WITHOUT EXPENSE TO THE MUNICIPALITY. Mayor Spencer stated that the old sewer line has been discon- nected from the main sewer line. Motion was made by Boyd Spencer, seconded by Von Stockler, to ~°"~ adopt Ordinance #349. AYE: Messrs. Smalley, Stockler, Peel, Wood, Spencer NAY: None Motion carried. ITEM 8: CONSIDERATION OF ADOPTION OF ORDINANCE #348 RELATING TO PART -COURT CHAPTL'R 1-MUNICIPAL COURT AMENDING SECTION -12 _D __1 REPEALING SAID SUBSECTION, IN PART, AMENDATORY. Council discussed the placement of current school crossings and possible new school crossings. The City Manager stated that he would file a report on the proposed school crossings. Motion was made by Kenneth Wood, seconded by Von Stockler, to adopt Ordinance #348. AYE: Messrs. Smalley, Stockler, Peel, Wood, Spencer NAY: None Motion carried. ITEM g: REPORT FROM CITY ATTORNEY. None. ITEM 10: REPORT FROM CITY MANAGER. The City Manager stated that he has received an invitation from the Owasso Chamber of Commerce for the City to participate in the Owasso Christmas parade and that the Police and Fire Depart- ments would be participating. The City Manager stated that Northwest of Owasso there is a Congress authorized project being done by the Corps of Engineers to study a proposed lake site. The lake would be very beneficial to the City of Owasso. Ccngress wants to deauthorize the project. Motion was made by Kenneth Wood, seconded by Boyd Spencer, to approve a letter from the City Attorney and City Manager to the Corps of Engineers stating that the city is interested in the proposed lake, and to ask them to delay any action until the City Council has had a chance to review tree situation. AYE: Messrs. Smalley, Stockler, Peel, T~'ood, Spencer NAY: None Motion carried. Don Burkitt, City of Owasso Treasurer, stated that it would be at least one more month before the auditors had completed the 1g84 audit. Boyd Spencer called for a Special Meeting to be held on Friday, November 22, 1885, 7:00 p.m., to discuss a recent CH2M Hill feasability study. Kenneth Wood commended the City Manager and the Street Department for posting more speed limit signs. Boyd Spencer commended the employees at City Hall for their dress and appearance. There being no further new business before the Owasso City Council, motion was made by James Smalley, seconded by Robert Peel, to recess the City Council meeting at this time. AYE: Messrs. Smalley, Stockler, Peel, Wood, Spencer NAY: None Motion carried. Meeting recessed at 7:45 and reconvened at 8:O1. OWASSO CITY COUNCIL NOVEMBER 19, 1985 PAGE FOUR ITEM 12: (Addendum) REQUEST FOR EXECUTIVE SESSION: PERSONNEL MATTER - CITY MANAGER. Motion was made by Robert Peel, seconded by James Smalley, to recess into Executive Session. AYE: Messrs. Smalley, Stockler, Peel, Wood, Spencer NAY: None Motion carried. Meeting recessed at 8:02 and reconvened at 8:47. No action was taken on Item 12. Motion was-made by Robert Peel, seconded by Von Stockler, to adjourn. AYE: Messrs.
