in a regular session in the Council Chambers at the
Community Center per the notice of Public Hearing and
Agenda posted on City Hall bulletin board at 4:00 p.m.
on November 27, 1985. Addendum to Agenda was posted
on City Hall bulletin board at 9:00 a.m. on December 2,
1985.
ITEM l: CALL TO ORDER.
The meeting was called to order at 7:05 p.m. with Mayor
Spencer presiding.
ITEM 2: FLAG SALUTE.
The flag salute was led by Mayor Spencer.
Mayor Spencer announced that there are rules of order
at the City Council meetings and also to refrain from
smoking during the meeting.
ITEM 3: ROLL CALL.

ITEM 4: CONSIDERATION OF APPROVAL OF CONSENT AGENDA.
A. Minutes of City Council Meeting of November 19, 1985.
B. Minutes of Special City Council Meeting of November 22,
1985.
C. Calendar of Regularly Scheduled meetings for 1986.
D. Approval of Warrant Payments.
Motion was made by James Smalley, seconded by Robert Peel,
to approve consent agenda, by reference made a part hereof.

ITEM 5: CONSIDERATION OF REQUEST FOR AMENDMENT TO
HANDICAPPED PARKING ORDINANCE. RON CATES.
Motion was made by Robert Peel, seconded by James Smalley,
to direct the City Attorney to draw an amendatory ordinance
amending the previous ordinance relating to handicapped
parking to provide that what shall be required shall be the
detachable insignia as called for in the legislation and
recomend that such insignia as is subsequently required
by the State of Oklahoma or the Legislature or Department
of Public Safety be adopted by the City.

ITEM 6: DISCUSSION OF THE PROPOSED DRAINAGE DITCH PROJECT,
IN THE AREAS OF ASH, BIRCH AND 5TH STREETS.
DELORES ROBISON.
The following members of the Owasso Community voiced their
objections to the proposed drainage ditch on Birch, Ash,
4th and 5th Streets: Delores Robison, who also submitted
a Petition objecting to same with 61 signatures; Jean Webb,
601 N. Birch, also read a letter from Wayne Vincent objecting ~~~
to same; Mrs. Turner, 5th & Birch; Debbie Large, 503 N.
Birch; Mrs. Spears, 106 E. 5th; and Benny Spears, 407
N. Birch.
Danny Byrd, of Tuttle & Assoc., submitted three proposed
solutions for rainwater drainage for the councils considera-
tion: (1) Put in curbs, gutters and storm sewers, estimated
cost is $90,000.00; (2) Put in inlets, drainage pipes and
slope the streets for water flow, estimated cost is $44,000.00;
(3) Repair and replace present pipes and put bigger pipes
in certain areas, estimated cost is $6,200.00.
ITEM 7: CONSIDERATION OF RATIFICATION OF MAYORAL PROCLAMATION
FOR DRUNK AND DRUGGED DRIVING AWARENESS WEEK.

Motion was made by Boyd Spencer, seconded by Robert Peel, to
ratify Mayoral Proclamation for Drunk & Drugged Driving
Awareness Week, December 15-21.

ITEM 8: CONSIDERATION OF APPROVAL OF PURCHASE OF VIDEO
CAMERA AND RECORDER FOR FIRE DEPARTMENT, WITH
DELETION OF VENTILATION FAN, PORTABLE SUCTION,
AND SCOOP STRETCHER. DAN GALLOWAY/BOB ALLEN.
Motion was made by Robert Peel, seconded by Kenneth Wood,
to approve purchase of video camera and recorder for Fire
Department, with deletion of ventilation fan, portable
suction, and scoop stretcher.

ITEM 9: CONSIDERATION OF ACCEPTANCE OF LOW BID TO CONDUCT
AN AUDIT OF THE COMMUNITY DEVELOPMENT BLOCK
PROGRAM. DAN GALLOWAY.
Motion was made by Kenneth Wood, seconded by Boyd Spencer,
to accept the bid submitted by Stanfield & O'Dell of Tulsa,
to conduct the Community Development Block Program audit
as required.

ITEM 10: CONSIDERATION OF LOW BID FOR NEW ROOF FOR OWASSO
POLICE STATION. DAN GALLOWAY.
Dan Galloway stated that certified specification letters
were sent to five different contractors. No bids were
received.
Motion was made by Kenneth Wood, seconded by Boyd Spencer,
to continue the consideration for low bid for the new roof
for the police station until the December 17, 1885 meeting
to allow the City Manager time to rebid the project.

ITEM 12: REPORT FROM CITY ATTORNEY.

ITEM 13: REPORT FROM CITY MANAGER.

ITEM 15: (Addendum) CONSIDERATION OF APPROVAL AND SUBMITTAL
OF THE OKLAHOMA WATER RESOURCES BOARDS APPLICATION
FOR STREAM AND WATER PERMIT.
Motion was made by James Smalley, seconded by Kenneth Wood,
to approve and submit the Oklahoma Water Resources Boards
application for Stream and Water Permit.
AYE: Messrs. Wood, Smalley, Peel, Spencer

Motion carried.
* ITEM 6: Kenneth Wood stated he didn't feel that the proposed
drainage ditch problem has been resolved. He suggested
that the homeowners get together and discuss what they want
done with the drainage of the rainwater; elect. two
representatives from the homeowners; meet with the City
Manager and the City Engineer and work out a reasonable
solution.*
ITEM 14: NEW BUSINESS.
James Smalley stated that there has been deterioration on
86th Street, just east of the stoplight, and something
needs to be done.
Mr. Griffin stated he would have asphalt placed on any
streets that need repair.

There being no further business before the Owasso City
Council, motion was made by James Smalley, seconded by
Robert Peel, to recess the City Council meeting and reconvene
after Owasso Public Works Authority meeting.

Motion carried.
Meeting recessed at 8:50 and reconvened at 8:51.

Motion was made by James Smalley, seconded by Robert
Peel, to recess into Executive Session.

Motion carried.
Meeting recessed at 8:52 and reconvened at 9:58. No
action was taken on Item 11.
