HomeMy WebLinkAbout1985.12.17_City Council MinutesOn Tuesday, December 17, 1985, the Owasso City Council met in a regular session in the Council Chambers at the Community Center per the notice of Public Hearing and Agenda posted on City Hall bulletin board at 4:00 p.m. on December 13, 1985. Addendum to Agenda was posted on City Hall bulletin board at 9:00 a.m., December 16, 1985. ITEM 1: CALL TO ORDER. The meeting was called to order at 7:00 p.m. with Mayor Spencer presiding. ITEM 2: FLAG SALUTE. The flag salute was led by Mayor Spencer. ITEM 3: ROLL CALL. PRESENT: Boyd Spencer, Mayor James Smalley, Vice-Mayor Von Stockler, .Councilman Robert Peel, Councilman Kenneth Wood, Councilman Dan Galloway, City Manager Ron Cates, City Attorney Jim Dunlap, Asst. City Mgr./City Planner Patricia Major, City Clerk __ ITEM 4: CONSIDERATION OF APPROVAL OF MINUTES OF DECEMBER 3, 1 Mr. Smalley stated that Item 6 on Page 4 should be corrected to reflect ."meet with the City Manager and the City Engineer and~work out a reasonable solution within 30 days." Motion was made by James Smalley, seconded by Von Stockler, to approve the minutes of December 3, 1985 as corrected, by reference made a part hereto. AYE: Messrs. Stockler, Wood, Peel, Smalley, Spencer NAY: None Motion carried. ITEM 5: CONSIDERATION OF LOW BID FOR NEW ROOF FOR OWASSO POLICE STATION. Motion was made by Robert Peel, seconded by Von Stockler, to accept bid submitted by Fuller Roofing Co, of Owasso, to replace roof on the new police station. AYE: r~essrs. Stockler, Wood, Peel, Smalley, Spencer NAY: None Motion carried. OWASSO CITX COUNCIL DECEMBER 17, 1985 PAGE TWO ITEM 6: CONSIDERATION OF ADOPTION OF ORDINANCE N0. 322 AMENDED, AN ORDINANCE RELATING TO TRAFFIC AND VEHICLES AMENDING ORDINANCE N0. 3 S CODIFIED IN SECTION 1 - 1 OF THE CODE OF ORDINANCES OF THE CITY OF OW SSO, KLAHOM WHICH RELA ES TO PHYSICALLY DISABLED PARKING, ELIMINATING REFLECTIVE INSIGNI S, PROVIDING FOR FOLLOWING STATE LAW, DECLARING AN EFFECTIVE DATE. Motion was made by Robert Peel, seconded by Von Stockler, to adopt Ordinance No. 322 amended. AYE: Messrs.. Wood, Smalley, Peel, Stockler, Spencer NAY: None Motion carried. ITEM 7: CONSIDERATION OF ADOPTION OF ORDINANCE N0. 346 AMENDED, AN AMENDATORY ORDINANCE AMENDING ORDINANCE N0. 3 6, ACCEPTING, ADDING, AND ANNEXING TO THE CITY OF OWASSO, OKLAHOMA, ADDITIONAL LANDS AND TERRITORY DESCRIBED AS FOLLOWS, TO-WIT: A TRACT OF LAND 1 0 FEET IN WIDTH SITUATED IN ROGERS COUNTY AND TULSA COUNTY, OKLAHOMA. Motion was made by Kenneth Wood, seconded by Boyd Spencer, M~ to adopt Ordinance No. 346 as amended. AYE: Messrs... .Stockler, Wood, Smalley, Peel, Spencer NAY: None. Motion carried. ITEM 12: (Addendum) CONSIDERATION OF APPROVAL OF WARRANT PAYMENTS. Motion was made by James Smalley, seconded by Robert Peel, to approve Warrants as submitted. AYE: Messrs. Stockler, Wood, Smalley, Peel, Spencer NAY: None Motion carried. ITEM 8: PRESENTATION BY CITY MANAGER AND DEPARTMENT HEADS REVIEWING 1985 ACTIVITIES WITH A BRIEF STATEMENT OF REPORTS FROM ALL DEPARTMENTS. DAN GALLOWAY. Dan Galloway gave an overview of the accomplishments for the year of 1985 and goals to be reached in 1986. The following Department Heads presented activities accomplished in 1985 and planned goals for their departments in 1986: Jim Dunlap, Director of Planning and Inspections Department; Eric Baker, Chief of Police; Bob Allen, Chief of the Fire Department; Ralph Griffin, Superintendent of Parks and Streets; Terry Thurman, Superintendent of Public Works; Don Burkitt, City Treasurer. City Council members commended Dan Galloway and the Department Heads on work accomplished and a productive year. ITEM 9: REPORT FROM CITY ATTORNEY. None. ITEM 10: REPORT FROM CITY MANAGER. None. ITEM 11: NEW BUSINESS. There being no new business, motion was made by Robert Peel, seconded by James Smalley, to adjourn. AYE: Messrs.
