session in the Council Chambers at City Hall per the Notice of
Public Hearing and Agenda posted on City Hall bulletin board at
4:00 p.m. on July 16, 1982, and by reference is made a part hereof.
ITEP~4 l: CALL TO ORDER
The meeting was called to order at 7:02 P.M. with Mayor Spencer
presiding.
ITEM 2: FLAG SALUTE

ITEM 3: ROLL CALL

ITEM 4: APPROVE MINUTES OF REGULAR SESSION OF OWASSO CITY COUNCIL,
JULY 6. 982.
Motion was made by Wauhilleau Webb, seconded by James Smalley to
approve minutes of July 6, 1982, and by reference is made a part
hereof.
AYES: Messrs. Spencer, Smalley and Stockler; Mrs. Webb.
NAYS: None

ITEP2 5: PUBLIC HEARINGS
A. Weed Abatement
Mr. Block reported that several people h_~ve been served with weed
abatement notices and that there are some who are tardy in taking
care of the matter. Mr. Block asked that the Owasso Reporter
help in reminding people that the notice is the first step_ of
three, with the final step being the city having the work done and
the property owner having to pay the bill.
ITEM 6: BUSINESS
A. APPROVAL OF BONDS FOR CITY CLERK AND CITY TREASURER
Mrs. Webb questioned the amount of the City Clerk's bond, stating
that the bond for City Clerks in the past had been $50,000.

Motion was made by Wauhilleau Webb, seconded by Von Stockler,
to approve the City Treasurer's bond of $50,000 and table the
bond for the City Clerk until the August 3rd meeting for cor-
rection of the amount.
AYES: Messrs. Spencer, Smalley and Stockler; Mrs. Webb

B. CONSIDERATION OF FIRE RUN - Harlan C. Dunn
Mr. Block said that it was his understanding that all fire run
agreements should be presented before the City Council for approval.
Mrs. Webb stated that this was the proper procedure because the
fire run agreement is actually a contract between the property
owner's insurance company and the City of Owasso and can only be
entered into by the Council.
Motion was made by Wauhilleau Webb, seconded by Von Stockler, to
approve the fire run contract of Harlan C. Dunn.
AYES: Messrs. Spencer, Smalley and Stockler; Mrs. Webb

C. ENGINEERING SERVICES AGREEMENT WITH MANSUR, DAUBERT,
WILLIAMS , INC .
Mr. Block explained that for economical reasons, he felt it would
be in the best interests of the City not to renew the contract
with Mansur, Daubert, Williams, Inc. His experience in the past
was that a city could function more efficiently and economically
if it were free to use the services of more than one engineering
firm. Mr. Block also stated that hopefully, with his engineering
background, some of the work for the City can be done without
benefit of an engineering firm. Mr. Block further stated that
the City would continue to use Mansur, Daubert, Williams, Inc.
often, and that certain projects, such as sewer improvement, would
be ongoing with Mansur, Daubert, Williams, Inc.
Mr. Mansur stated that for many years, Mansur, Daubert, Williams,
Inc. worked for the City without a contract and that a contract
was first entered into at the City's request. His company will
cooperate with the decision of the council, although he stated
that it was his feeling that a contract is in the best interests of
the city as it lessens the likelihood of misunderstandings.

Mrs. Webb asked if seperate contracts exceeding $2,000 would
require a bid procedure. T~1r. Cates explained that bids are
not required for contracts offering professional services.
Mayor Spencer stated that he felt it is to the city's advantage
to be free to use more than one engineering firm.
Motion was made by James Smalley, seconded by Von Stockler, that
the Council does not renew the engineering contract with Mansur,
Daubert, Williams, Inc.

A. City Attorney

ITEM 8: REPORT FROM CITY MANAGER
A. COMPUTER MAINTENAI~?CE AGREEMENT
Mr. Block stated that the City has a bill from Burroughs in the
amount of $9,700 covering a maintenance agreement. He said that
this charge seems exorbitant and asked the council for verifi-
cation of this amount. Council members also questioned the charge.
P~ir. Block said that considerable work'is being done to alleviate
the problems causing so much down time on the computer. Mr. Block
asked for the Council's approval to have electrical work performed
that should cost no more than a few hundred dollars . All electrical
problems need to be cleared up so that the programming capability
can be clearly defined. Mr. Block informed the Council that sev-
eral City employees, including the City Treasurer, would be attend-
ing a computer school.
Mrs. Webb pointed out that the City initially ordered a custom
program and the wrong custom program was delivered to the City.
She questions whether the City has ever had the proper programming,
especially after consulting with several sources who all pointed
to programming as the problem.
Mr. Cates pointed out paragraphs G2 (termination clause) and ~i7
(liability clause) as parts of the contract that the Council may
not want to accept. He said the warranty should be examined, if
it has not yet expired.

Mayor Spencer expressed dissatisfaction with the service received
from Burroughs after the system was purchased.
Motion was made by Wauhilleau Webb, seconded by James Smalley, to
deny the computer maintenance agreement with Burroughs and for
the City Manager to pursue the correction of all associated elec-
trical problems.

B. CITY CLAIMS PROCEDURE
Mr. Block presented for the council's consideration a plan to change
the city claims procedure from a twice monthly approval before the
council to once monthly and an addition to the purchase order of a
non-collusionary clause to be signed by the vendor. Mr. Block ex-
plained that claims would be presented at the second meeting of
the month and that bills would be paid within a few days after the
approval. Cut-off time for a claim to be on the list would be
the Friday of the week of the 5th. ~°°
Mr. Stockler stated that he felt people would have no objection to
this plan as long as they knew when they could expect payment each
month.
Mr. Kimball of Kimball's Sentry Hardware mentioned a problem with
charge tickets signed by employees and not turned in for payment,
causing a lapse in payment time. Mr. Block stated that the Pur-
chasing Agent has been relieved of telephone switchboard duties and
will have much more Cime to devote to the duties of the purchasing
department. Bills will be processed more efficiently and more
thorough purchasing procedures will be followed.
Mayor Spencer asked when this new procedure would be put into effect.
Mr. Block said he would like to present July's bills at the Aug. 16
meeting.
Motion was made by Boyd M. Spencer, seconded by Wauhilleau Webb,
to accept the proposed new city claims procedure.

Mayor Spencer requested an update on progress of the new system at
the September 7 meeting.

ITEM 9: APPROVAL OF CLAIMS
Mayor Spencer asked if there were any 1981-82 warrants outstanding.
Mr. Dawson, City Treasurer, said that there were still some to
come in.
Motion was made by Von Stockler, seconded b Wauhil~eau Webb, to
approve the General Fund Warrants for 1981-~2 in the amount of
$55,052.28, Senior Citizens Fund, 1981-82 in the amount of $2,318.86,
Teletype Fund, 1981-82 in the amount of $297.00 and General Fund
Warrants for 1982-83 in the amount of $5,779.99

ITEM 10: NEW BUSINESS
Mr. Block reported that the City has hired a receptionist/switch-
board operator in the Public Works area. Mr. Block also stated
that he intends to be involved in the inside Public Works activities.
We have a Public Works Superintendant who will be directing the
activities of the crews.
Mr. Block asked for Council recommendations as soon as possible
on the street program. Also please pass on any complaints you
hear from people in your ward.
Mr. Block reported that an update of the status of street equipment
is being prepared and the street sweeper is being repaired. He
also reported that a City Mechanic has been hired and introduced
Mr. Lee Dawson, the new City Treasurer.
With no further business before the Owasso City Council, chair
adjourned at 8:30 p.m.
