HomeMy WebLinkAbout1982.08.17_City Council MinutesOn Tuesday, August 17, 1982, the Owasso City Council met in regular session in the Council Chambers at City Hall per the Notice of Public Hearing and Agenda posted on City Hall bulletin board at 4:00 p.m. on August 13, 1982, and by reference is made a part hereof. ITEM 1: CALL TO ORDER The meeting was called to order at 7:02 P.M. with Mayor Spencer presiding. ITEM 2: FLAG SALUTE Flag salute was led by Mayor Spencer. ITEM 3: ROLL CALL PRESENT: Boyd M. Spencer, Mayor Phyllis Gross, Councilwoman Jim Smalley, Councilman Von Stockler, Councilman Dale Block, City Manager Ron Cates, City Attorney Ann Hendrickson, City Clerk ABSENT: Wauhilleau Webb, Vice--Mayor ITEM 4: APPROVE MINUTES OF REGULAR SESSION OF OWASSO CITY COUNCIL AUGUST 3, 1982. Motion was made by Phyllis Gross, seconded by Von Stockler to approve the minutes of August 3, 1982, and by reference is made a part hereof. AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Gross NAY: None Motion carried. ITEM 5: BUSINESS A. REQUEST FOR CITY TO ACCEPT DEDICATION OF WATER AND SEWER LINES IN ELM CREEF: III BY MR. D. M. SOKOLOSKY. Mr. Block reported that the water and sewer lines were good quality work with no problems. Motion was made by Von Stockler, seconded by James Smalley to accept dedication of water and sewer lines of Elm Creek III, Block 1 through Block 6. AYES: Messrs. Stockler, Spencer and Smalley; Mrs. Gross NAYS: None Motion carried. OWASSO CITY COUNCIL PAGE TWO AUGUST 3, 1982 .~; B. DECLARATION OF SURPLUS PROPERTY 1. Wrecked Auto Motion was made by Phyllis Gross, seconded by Von Stockler to declare the wrecked police automobile as surplus property. AYES: Messrs. Spencer, Smalley, Stockler; Mrs. Gross NAYS: None Motion carried B.2. Ambulance Engine Mr. Block explained that he would like to advertise for bids with a minimum amount acceptable of $1,000. Motion was made by Phyllis Gross, seconded by James Smalley, to advertise for sealed bids for the sale of the 350 hp engine which is unusable due to being too high-powered. AYES: Messrs. Spencer, Smalley, Stockler; Mrs. Gross NAYS: None Motion carried. C. APPROVAL OF CITY STREET PROGRAM - FIRST PHASE Mr. Block explained that the item of first priority on the street program is the service road West of Highway 169 and North of 86th St. North. Expense can be kept to a minimum by City doing prepar- ation work before the County comes in to surface it. He asked that each Councilmember drive their ward with him to be sure that the most critical problems would be taken care of. Mr. Smalley asked when the work on the service road would be done. Mr. Block said it should be finished before the next Council meeting. Motion was made by Phyllis Gross, seconded by Von Stockler, to approve the first phase of the city street program, including preparation of the service road and some of the major street repairs. D. APPROVAL OF P.S.O. AGREEMENT Mr. Cates noted that the agreement had been amended as requested. Motion was made by Mr. Smalley, seconded by Mayor Spencer to approve the P.S.O. Agreement. AYES: Messrs. APPROVAL OF ORDINANCE ~t320 AMENDING ORDINANCE ~~175, APPROVING ZONING APPLICATION ~~OZ-66 FROM RS-3 TO RD. Motion was made by Mayor Spencer, seconded by Von Stockler, to approve Ordinance X6320. AYES: Messrs. Spencer, Smalley, Stockler; Mrs. Gross NAYS: None Motion carried. F. APPROVAL OF ORDINANCE X6321 AMENDING ORDINANCE X6175, APPROVING PUD APPLICATION ~6PUD 5. Motion was made by Von Stockler, seconded by James Smalley, to approve Ordinance 46321. AYES: Messrs. Spencer, Smalley, Stockler; Mrs. Gross NAYS: None Motion carried. 6. REPORTS FROM OFFICERS AND BOARDS: A. City Attorney Mr. Cates requested that the Council adjourn and go into Executive Session for the purpose of discussion on a suit filed against the City by Bailey, et. ux. Council adjourned at 7:20 p.m., reconvened at 7:35 p.m. 7. REPORT FROM CITY MANAGER Mr. Block reported that negotiations with International Association of Firefighters was almost complete. The only item not resolved related to additional coverage by the City on dependant health insurance. Mr. Block submitted a report to the Council regarding ambulance subscription service, by reference made a part hereof, suggesting that the Council consider limiting the number of emergency runs per subscription, raising the rate of annual subscription, billing regular transfers at the base rate, plus mileage, eliminating the transfer portion of the service and making immediate provisions for an evalua- tion of the subscription service. Mr. Block stated that Federal regu- lations governing the type of service to provided made the service in- crease greatly in cost. Mrs. Gross suggested that the problem of having the service used for transportation to doctor's offices, etc. might be solved by using Community Center volunteers who are now help- ing other senior citizens with transportation difficulties. APPROVAL OF CLAIMS Mr. Block said the new claims procedure was working well and that another change in the future would be listing the claims by depart- ment for easier identification. Motion was made by Mayor Spencer, seconded by Von Stockler to accept the claims as submitted. AYES: Messrs. Spencer, Stockler, Smalley; Mrs. Gross NAYS: None. Motion carried. 9.
