special session in the Council Chambers at City Hall per the
Notice of Public Hearing and Agenda posted on City Hall bulletin
board at 10:00 a.m. on November 22, 1982, and by reference is
made a part hereof.
ITEM 1: CALL TO ORDER
The meeting was called to order at 6:00 p.m. with Mayor Spencer
presiding.

ITEM 4: CONSIDERATION OF APPLICATION FOR PUBLIC TRANSPORTATION
ASSISTANCE FOR NON-URBANIZED AREAS, SECT. 18 - DEPT.

Mr. Block presented to the Council a preliminary application
which covered a general description of the bus service to be
offered from Owasso, its service area characteristics and
suggested rates. He explained that the proposed service would
be offered to commuters to the downtown Tulsa area as. well as workers
in the aerospace industry. It is projected that there will be
a full bus going downtown and a half-full bus going to the
various industries. This application is based on service to be
offered by Metropolitan Tulsa Transit Authority, represented
at the meeting by Mr. Kevin Landergin and Mr. Richard Brierre.
Mr. and Mrs. Kraft of Kraft Tours were in attendance and voiced
their desire to offer bus service in Owasso either in conjunction
with the grant or independantly.
Mr. Block said the Chamber of Commerce had contacted him and were
very much in favor of bus service in Owasso. He said there would
have to be some money spent by the City in initiating the trial
program. Mayor Spencer said he was in favor of a six-month trial
service in that he felt the City owed it to the citizens to try
to provide such a service. If at the end of the six months, it
is not supported, the City should get out of it. Mr. Smalley
asked how the City would be billed. ~Z Block said it would be
on a monthly basis. The Mayor asked'" the cost would be to the
City. Mr. Block said it would be approximately four to five
thousand dollars.

After discussion with Mr. & Mrs. Kraft about the possibility of
a bus service offered by them to the City of Owasso, Mr. Block
said he was certainly in favor of an independantly run bus. :service
if possible, but did not. wish the City to lose a chance for the
grant which must be applied for immediately.
Mr. Smalley asked what would happen if an independant bus service
was started in Owasso shortly after the Council submitted the
application. Mr. Brierre said the application was considered
seperately and on its own merits. He did not think consideration
of other possibilities would jeopardize this application.
Motion was made by Von Stockler, seconded by James Smalley, to
authorize the City Manager to submit an application for public
transportation assistance with MTTA being the provider, but
also consider other possibilities with other transportation
companies.
