HomeMy WebLinkAbout1983.01.04_City Council MinutesOn Tuesday, January 4, 1983, the Owasso City Council met in regular session in the Council Chambers at City Hall per the Notice of Public Hearing and Agenda posted on City Hall bulletin board at 4:00 p.m, on December 30, 1982, and by reference is made a part hereof. ITEM l: CALL TO ORDER The meeting was called to order at 7:00 p.m, with Mayor Spencer presiding. ITEM 2: FLAG SALUTE Flag salute was led by Mayor Spencer. ITEM 3: ROLL CALL PRESENT: Boyd Spencer, Mayor Wauhilleau Webb, Vice-Mayor James Smalley, Councilman Phyllis Gross, Councilwoman Dale Block, City Manager Ron Cates, City Attorney Ann Hendrickson, City Clerk ABSENT: Von Stockler, Councilman ITEM 4: APPROVAL OF MINUTES OF REGULAR SESSION OF OWASSO CITY COUNCIL, DECEMBER 21, 1982. Minutes were corrected to reflect that on item 5(c), motion was made by Von Stockler, seconded by Wauhilleau Webb. Motion was made by Wauhilleau Webb, seconded by James Smalley, to accept the corrected minutes of December 21, 1982, by reference made a part hereof. AYE: Mr. Spencer; Mrs. Webb NAY: None ABSTAIN: Mr. Smalley; Mrs. Gross Motion carried. ITEM 5: BUSINESS A. CONSIDERATION OF PROPOSAL FROM OKLAHOMA MUNICIPAL LEAGUE FOR CODIFICATION SERVICES. Mrs. Jill Kennedy of OML Municipal Code Service appeared before the Council and explained the proposal submitted for codification services. She displayed the different types of binders for the code book. She stated that one-half of the estimated cost for the service would be due upon receipt of invoice from OML following submission of the draft manuscript. There was discussion as to how many copies to buy and what kind of binder to use. Also an OWASSO CITY COUNCIL PAGE TWO JANUARY 18, 1983 option of having relevant sections of the Code Book printed for the police officers so that they would not each need a complete code book was discussed. Mrs. Kennedy stated that the approx- imate price for 25 soft cover books and 5 turned-edge hard cover books with post binders would be $3,225.00. She pointed out several changes the Council might want to make, such as: not listing specific rates or charges that change periodically, incorporating new state rates for package stores, changing outdated references in building codes, changing from licensing to registration of electricians due to new state licensing, various health regulations, various offenses where the state law has changed. Motion was made by Wauhilleau Webb, seconded by James Smalley to contract with Oklahoma Municipal League Municipal Code Services for printing 30 code books; 25 soft bound and 5 hard bound. AYE: Messrs, Spencer, Smalley; Mesdames Gross, Webb. NAY: None Motion carried. B. CONSIDERATION OF AMEND~ZENT TO ORDINANCE ~~175 - SECTION 14-30 OF ZONING CODE REDUCING THE REGULATION FOR A 15 DAY PUBLICA- TION FOR B.O.A. VARIANCES TO 10 DAYS THEREAFTER. This matter will be continued to the February l Council meeting for review by the Council and the Board of Adjustment. C. CONSIDERATION OF AMENDMENT TO ORDINANCE ~~116 - SECTION 2-7-6 SUB-DIVISION REGULATIONS OF CITY OF OWASSO ALLOWING ROUTINE LOT SPLITS BY APPROVAL OF CITY TECHNICAL ADVISORY COMMIT-TEE INSTEAD OF REQUIREMENT OF PRIOR PLANNING COMMISSION APPROVAL. This matter is continued to the February 1 Council meeting for review by the Council and the Planning Commission. 6. .REPORT FROM CITY ATTORNEY No report at this time. 7. REPORT FROM CITY MANAGER A. UPDATE ON CURRENT PROJECTS Mr. Block reported that he had been in contact with DECA about the possibility of having one of their people come in to discuss with the City our project - hopefully the first of next week. Mr. Block said that the City had received a truck chassis from Dow Chemical Company which will be used to augment our fire-fighting equipment. This donation will not only improve our fire-fighting capability, it will help to keep our insurance rates down. OWASSO CITY COUNCIL PAGE THREE JANUARY 4, 1983 Mr. Block further reported that the sanding machine had been used on ice caused by water breaks and had worked well. 8. NEW BUSINESS Mrs. Webb asked for a report on street repair. Mr. Block said that the long delay on the repair work on 76th Street had caused other street repair to be delayed. Now with winter weather here, it would be better to wait except for work that is very urgent. Mrs. Webb asked if the City has scheduled budgeted street repair plan. Mr. Block said there was a street repair scheduled in this budget, but that it would now be better to postpone it until spring. Mr. George Phillips asked when. the fire hydrant would be installed at the corner of North Elm and Forest Drive. Mr. Block said work was being done in that area now, but this particular hydrant was difficult to fix as the area had been filled in with concrete. He said as soon as possible the Water Dept, would run a spur line in that area and put a new fire hydrant on it. Mr. Phillips asked when this might be done. Mr. Block said it depended upon how many emergencies came up, .but it would be done in the course of actual construction in that area, hopefully in the next few weeks.
