regular session in the Council Ch:ambers at City Hall per the
Notice of Public Hearing and Agenda posted on City Hall bulletin
board at 4:00 p.m, on January 14, 1983, and by reference is made
a part hereof.
ITEM l: CALL TO ORDER
The meeting was called to order at 7:00 p.m, with Mayor Spencer
presiding.
ITEM 2: FLAG SALUTE
Flag salute was led by Mayor Spencer.
ITEM 3: ROLL CALL
PRESENT: Boyd Spencer, Mayor
Wauhilleau Webb, Vice-Mayor
James Smalley, Councilman
Von Stocklex, Councilman.
Dale Black, City Manager
Ron Cates, City Attorney
Ann Hendrickson, City Clerk
ABSENT: Phyllis Gross, Councilwoman.
ITEM 4: APPROVAL OF MINUTES OF REGULAR SESSION OF OWASSO CITY
COUNCIL, JANUARY ~, 1983._
Motion was made by Wauhilleau Webb, seconded by Von Stockler, to
approve the minutes of January 4, 1983.
AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Webb
NAY: None
Motion carried.
ITEM 5: BUSINESS
A. CONSIDERATION OF WATER AND SEWER IMPROVEMENT STUDY.
Motion was made by James Smalley, seconded by Von Stockler, for
the Council to set a special meeting on January 31, 1.983, for
public discussion concerning public improvement projects in the
water and sewer area as well as the feasibility and desirability
of financing alternatives for such and that public notice of the
meeting be published.
AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Webb

B. DISCUSSION OF ELM CREEK PARK BOUNDARIES
Mr. Block explained to the council that the the developers of the
Elm Creek area had proposed to trade a parcel of land in the
southwest corner of Elm Creek Park for a like size tract of land
abutting a northeast section of the park.which is awned by the
City. Mr. Block said this would cause no problem for the City
and might be better for the tennis facilities planned for the
City's parcel of land as it would be accessable to electrical
Hower and would be on the other side of the park from the soccer
fields.
Motion was made by Wauhilleau Webb, seconded by Von Stockler, to
proceed with preparation of documents to trade a parcel of land
in the southwest corner of Elm Creek Park for a like tract in
the northeast corner of the park.

Motion carried.
C. CONSIDERATION OF MUNICIPAL ELECTION RESOLUTION
Motion was made by Wauhilleau Webb, seconded by Mayor Spencer, to
approve the resolution and Notice of Election for Ward 5.
AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Webb
NAY: None

6. REPORT FROM CITY ATTORNEY
No report at this time.
7. REPORT FROM CITY MANAGER
(A) STATE OF THE CITY REPORT

Mr. Block distributed a report summarizing the state of the city
at the end of December, 1982 and also copies of letters regarding
a report submitted by the City to INCOG concerning improvements
in sewage treatment facilities. Improvements the City has been
able to achieve, including a 50% improvement in BOD count, have
for now put off the possibility of a general moritorium being
placed on new building by FHA. ~~°°
Mr. Block stated that one of the reasons that the City is in a
healthy condition at this time is because of the vitality of the
building industry in Owasso. At this point in time, the City is
a little bit ahead of projection in revenue and the budget is

sound and holding as projected in almost every area.
Mr. Block said the cleaning service being received at City Hall and
the Community Center is not satisfactory and that he has been talk-
ing with other firms about doing this work. He feels that an im-
provement in the quality of the work as well as the price for the
service could be achieved. The Mayor asked him to proceed with
this and report at the next meeting.
A guest list was submitted for the annual appreciation dinner. The
date of February 3 was not suitable and Council asked that a ne-w
date and place for the dinner be submitted at the next meeting.
8. APPROVAL OF CLAIMS
Motion was made by Wauhilleau Webb, seconded by Von Stockier, to
approve the General Fund claims in the amount of $132,619.80 and
Elm Creek Park in the amount of $115.65.
AYE: Messrs. Spencer, Stockier, Smalley; Mrs. Gross
NAY: None
Motion carried.
9. NEW BUSINESS
There being no new business before the Owasso City Council, meeting
adjourned at 7:44 p.m.
