regular session in the Council Chambers at City Hall per the
Notice of Public Hearing and Agenda posted on City Hall bulletin
board at 4:00 p.m. on January 28, 1983, and by reference is made
a part hereof.
ITEM l: CALL TO ORDER
The meeting was called to order at 7:00 p.m, with Mayor Spencer
presiding.
ITEM 2: FLAG SALUTE

ITEM 4: AFPRGVAL OF MINUTES OF REGULAR SESSION OF OWASSO CITY
COUNCIL, JANUARY 18, 1983.
Motion was made by Wauhilleau Webb, seconded by Von Stockler, to
approve the minutes of January 18, 1983, by reference made a part
hereof.
AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Webb
NAY: None
ABSTAIN: Mrs. Gross
Motion carried.
ITEM 5: BUSINESS
A. CONSIDERATION OF EXTENSIOid OF PAVING REQUIREMENT/SMITH
MEDICAL CLIIIIC .
Item withdrawn.
B. CONSIDERATION AND DISCUSSION OF CLEANING AGREEMENT/CITY
HALL AND COMMUNITY CENTER.
Mr. Block expressed general dissatisfaction with the quality of
the cleaning work done in City Hall and the Community Center.
A number of discussions with botr. the management and the workers
has not solved the problem. He said he would like to look for
a full-time janitor/handyman. If that is not possible, a new
service should be retained. The Mayor asked that the City Man-

manager to discontinue the present service and look for a better
person or service.
C. DISCUSSION OF NUISANCE ABATEMENT ORDINANCE
Mr. Block said he had met with the City Attorney to discuss ways
of improving the present nuisance abatement ordinance. A system
needs to be developed to inform citizens by written notice that
a nuisance exists, as well as a method for citizens to appear
before the Council if they wish to appeal the notice. The Mayor
stated that before notices are sent to any citizens, the City
needs to be sure all City property is in order. Several ways
of enforcing the ordinance were discussed. The Mayor asked Mr.
Block and Mr. Cates to develop the needed changes and present it
to the Council.
D. REPORT ON PLANS FOR APPRECIATION DINNER
A list of various restaurants and caterers was submitted to the
Council. Mr. Stockler stated that his wife would be willing
to cater the dinner for cost. The Council appreciated the offer,
but wished to have Mrs. Stockler come as a guest. The Council-
decided to have the dinner on February 22, 1983, at 6:30 p.m.
at the Community Center and to get the food from The Pit Barbeque.
E. CONSIDERATION OF ORDINANCE ~r324 AP•1ENDING SECTION 7 OF ARTICLE
LU'1' SYLl'1' PKUCEllURES AND STANDARDS, REPEALING PORTIONS INCON-
SISTANT THEREWITH, AND DECLARING AN EMERGENCY.
Carol Dickey reported that the Planning Commission approved of the
proposed ordinance subject to changes suggested by the Technical
Advisory Committee.
Motion was made by James Smalley, seconded by Wauhilleau Webb, to
authorize the City Attorney to make the proposed changes in the
amended ordinance and bring it to the Council at the next meeting.

F. CONSIDERATION OF ORDINANCE ~~325 AMENDING SECTION 1430 OF THE
OWASSO ZONING CODE (ORD. ~k175, EFFECTIVE AUG. 29, 1.97 FOR
NOTICE REQUIRED FOR BOARD OF ADJUSTP~iENT HEARINGS, REPEALING
PORTIONS AND CONFLICTS THEREOF, AND DECLARING EMERGENCIES. ~ ~,.
Carol Dickey reported that the Board of Adjustment endorsed the
proposed ordinance. The Board of Adjustment suggested that
letters sent to property owners within 300' of subject property
be sent certified mail. Ms. Dickey suggested this also might
be used in zoning matters. Mr. Cates said it would be best to
handle this under a seperate ordinance.
Motion was made by Wauhilleau Webb, seconded by Von Stockler, to
approve the proposed ordinance ~~325 as submitted.

approve the emergency clause for Ordinance ~~325.

6. REPORT FROM CITY ATTORNEY
No report at this time.
7. i:EPORT FROM CITY MANAGER
Mr. Block reported on the possibility of establishing a sister-
town relationship with Shuang Chi Hsiang, a small town in the
Republic of China. He received a letter from the office of
James R. Jones asking if Owasso would be interested in such a
program. The r'iayor asked Mr. Block to let Mr. Jones know that
the City would be happy to participate and is interested in
pursuing the matter.
Mr. Block said he had recently spent some time with a represen-
tative from DECA and felt encouraged that the program would go
through, although it might be on a reduced basis.
With regard to the bus system project, Mr. Block said that the
State had indicated that they would use Owasso's application as
a model in the program and we should be hearing more soon about
getting t'rie project started.
He reported progress on the EPA project. Some of the infiltration
inflow studies are being done now. The atlases are being prepared.
It appears the project will be on schedule.
8. NEW BUSINESS
Mr. Block encouraged members of the Council to attend Government
Day on February 10 in Oklahoma City.
With no further business before the Council, meeting adjourned at
8:35 p.m.
