regular session in the Council Chambers at City Hall per the
Notice of Public Hearing and Agenda posted on City Hall bulletin
board at 4:00 p.m, on February 11, 1983, and by reference is
made a part hereof.
ITEM l: CALL TO ORDER
The meeting was called to order at 7:02 p,m, with Mayor Spencer
presiding.
ITEM 2: FLAG SALUTE
Flag salute was led by Mayor Spencer.
ITEM 3: ROLL CALL

ITEM 4: APPROVAL OF MINUTES OF REGULAR SESSION OF OWASSO CITY
COUNCIL, FEBRUARY 1, 1983.
Motion was made by Wauhilleau Webb, seconded by Von Stockier, to
approve the minutes of February 1, 1983, by reference made a
part hereof.
AYE: Messrs. Spencer, Smalley, Stockier; Mrs. Webb
NAY: None
Motion carried.
APPROVAL OF MINUTES OF SPECIAL SESSION OF OWASSO CITY
COUNCIL. JANUARY 31, 1983.
Motion was made by Wauhilleau Webb, seconded by Von Stockier, to
approve the minutes of January 31, 1983, by reference made a part
hereof.
AYE: Messrs. Spencer, Smalley, Stockier; Mrs. Webb
NAY: None

5. BUSINESS
A. CONSIDERATION OF AMENDMENT TO CITY'S INSURANCE PLAN
Mr, Block explained that what was actually needed was ratification
of the OML Municipal Assurance Group master plan document. This

plan is exactly the same as the previous plan.
Motion was made to approve the OML Municipal Assurance Group
master plan document by Von Stockler, seconded by Wauhilleau
Webb.

B. CONSIDERATION OF REQUEST FOR CITY APPROVAL/CERTIFICATION OF
POLICE BARGAINING AGETJT. '
Motion was made by Wauhilleau Webb, seconded by Von Stockler, that
the Mayor execute on behalf of the City of Owasso a letter advising
the Public Employees Relation Board of Owasso's acceptance of the
unanimous decertification/certification procedure subject to Public
Employees Relation Board condonation of that method.
AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Webb

C. CONSIDERATION OF LETTER OF ASSIGNMENT/PURCHASE OF POLICE
UNITS.
Motion was made by Von Stockler, seconded by James Smalley, to
approve the payment procedure by letter of assignment to Chrysler
Credit Corporation for the purchase of two police units.
AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Webb
NAY: done

D. •P.EQTJEST FOR VACATION OF A UTILITY EASEMENT ON LOT 15, BLOCK 1
THREE LAKES II, 11927 E. 86TH ST. NO., A RESIDENTIAL LOT.
Motion was made by Mayor Spencer, seconded by Von Stockler, to
grant the request for vacation of utility easement on Lot 15,
Block 1, Three Lakes II.
AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Webb
NAY: None

E. CONSIDERATION OF ORDINANCE ~~324 AMENDING SECTION 7 OF
ACTICLE II OF THE OWASSO SUBDIVISION REGULATIONS.(ORDI-
NANCE ~k310 ADOPTED THE 1st DAY OF SEPT.. 1981 PROVIDING
PORTIONS INCONSISTANT THEREWITH, AND DECLARING AN
EMERGENCY.
Motion was made by James Smalley, seconded by Von Stockler,
to adopt Ordinance ~~324.
AYE: Messrs. Stockler, Spencer, Smalley; Mrs. Webb
NAY: None
Motion carried.
CONSIDERATION OF ORDINANCE ~k324 EMERGENCY CLAUSE.
Motion was made by Mayor Spencer, seconded by Von Stockler, to
adopt the Ordinance ~~324 Emergency Clause.

NAY: Mrs. Webb

6. REPORT FROM CITY ATTORNEY
Mr. Cates said that the matter of Norton vs. City of Owasso
relating to a Board of Adjustment decision has been dismissed.
without prejudice.
7. REPORT FROM CITY MANAGER
Mr. Block reported that he had interviewed several people for the
custodial/maintenance work. Two companies have given favorable
bids and there are several yet to interview. A decision will
be made before the termination date of the present cleaning
service,
He discussed the revenue statement for January; which showed the
City a little ahead of projections in the 1982-83 budget. He
also reported that the February sales tax check (covering the
Christmas buying season) was $119,000,.
He reported on his trip to Washington, D.C, to the National
Association of Regional Councils meeting, and also said he
talked with Congressman Jones about the sister-city project
in China and that Owasso was singled out for this very worth-
while project.

8. APPROVAL OF CLAIMS
Mayor Spencer asked about several missing warrant numbers. Mr.
Block said he wasn't sure why the numbers were missing. The
Mayor asked about the Lanier Financial Service items and Mr.
Block told him the amount was split evenly between fire and police
and the equipment should be paid for at the next quarter.
Motion was made by Wauhilleau Webb, seconded by Von Stockler, to
approve the General Fund Claims in the grand total of $128,374.04.
AYE: Messrs. Smalley, Stockler, Spencer; Mrs. Webb
NAY: None

There being no new business before the Owasso City Council, the
Chair adjourned at 7:35 p.m.
