HomeMy WebLinkAbout1983.03.15_City Council MinutesOn Tuesday, March 15, 1983, the Owasso City Council met in regular session in the Council Chambers at City Hall per the Notice of Public Hearing and Agenda posted on City Hall bulletin board at 4:00 p.m, on February 11, 1983, and by reference is made a part hereof. ITEM 1: CALL TO ORDER The meeting was called to order at 7:05 p.m. with Mayor Spencer presiding. ' ITEM 2: FLAG SALUTE Flag salute was led by Mayor Spencer. ITEM 3: ROLL CALL PRESENT: Boyd Spencer, Mayor James Smalley, Councilman Von Stockler, Councilman Dale Block, City Manager Ron Cates, City Attorney Ann Hendrickson, City Clerk ABSENT: Wauhilleau Webb, Vice-Mayor Phyllis Gross, Councilwoman ITEM 4: APPROVAL OF MINUTES OF REGULAR SESSION OF OWASSO CITY COUNCIL, MARCH_1, 1983. ' Motion was made by James Smalley, seconded by Von Stockler, to approve the minutes of March 1, 1983, by reference made a part hereof. AYE: Messrs. Spencer, Smalley, Stockler NAY: None Motion carried. ITEM 5: BUSINESS A. CONSIDERATION OF AGREEMENT WITH DOCTOR'S FAMILY MEDICAL CLINIC/LAND ACQUISITION FOR PARKING LOT. Mr. Cates reported that he had received from Doctor's Family Medical Clinic executed copies of the agreement. He said he would prepare an addendum stating that if a city library was built on any portion of the dedicated 40' easement it would be an acceptable usage of the land for public purposes. He said he would require a lot split on the purchase of the S. 100' of Lot 1 B. CONSIDERATION OF AGREEMENT ON ELM CREEK PARK LAND EXCHANGE Mr. Bob Pruitt appeared on behalf of D. M. Sokolosky showing the Council drawings of the parcels of land to be exchanged. CONSIDERATION OF CLEANING SERVICE AGREEMENT Mr. Block said that Pat Do dwell had offered the best bid on doing the cleaning service for the City and that he would like to have her work on a probationary basis until July 1, 1983. At that time if the work is satisfactory, a formal agreement would be prepared., Motion was made by Mayor Spencer, seconded by lames .Smalley, to retain the services of Pat Dodwell for the cleaning of City Hall and the Community Center on a probationary basis until July 1, 1983. AYE: Messrs. Spencer, Smalley, Stockler NAY: None Motion carried. D. DECLARATION OF SURPLUS EQUIPMENT AND MATERIAL AND REQUEST TO HOLD AUCTION. Mr. Block presented a list of unclaimed items to be declared surplus ~..~ as well as declaring two police units (Units 80-1 and 80-2) as surplus equipment. Saturday, April 2, 1983, at 10:00 a.r=i.-.was sit for the time of the auction. It is to be held in the parking lot behind City Hall. Motion was made by James Smalley, seconded by Von Stockler, that an auction be held to dispose of certain equipment and material declared surplus on April 2, at 10:00 a.m. AYE: riessrs. Spencer, Stockler, Smalley NAY: None Motion carried. 6. REPORT FROM CITY ATTORNEY Mr. Cates said that as of this date he was leaving the firm of Boyd and Parks and becoming a partner in the firm of Frazier, Smith, Underwood and Cates. He indicated that Boyd and Parks was sending letters to all his clients, asking if they wished to remain with Boyd and Parks or have Mr. Cates continue to represent them. The Council discussed the matter and Mayor Spencer asked Mr. Cates to continue in his present capacity. The Mayor also asked that Mr. Cates work under a retainer fee., Mr. Cates agreed to do so. ~„, OWASSO CITY COUNCIL PAGE THREE MARCH 15, 1983 ITEM 7. REPORT FROM CITY MANAGER A. CONSIDERATION OF FORMATION OF CITY LABOR NEGOTIATION TEAM. Mr. Block asked to delay discussion of 7. (A) until one of the parties involved arrived. He reviewed the February Revenue report stating that the figures continue to be very close to the estimated figures, a little ahead in some areas. He explained a letter received from the State Workmen's Compensation office showing a considerable discount in the cost of the program for next year, a reduction from approximately $74,000 to $45,000. He said with this kind of reduction in cost, the City might want to reconsider handling workmen's compensation independently. Mr. Block reported that more than 3,000 people attended the National League of Cities meeting in Washington D.C. He felt this was important as the cities are the people and people were showing their strength and making their needs known, particularly in the area of revenue sharing. He said the Council members attending did a fine job in representing the city and making their positions known to the people who represent us. Mr. Smalley spoke about the revenue sharing meeting he attended and said that when the Council visited James R. Jones he indicated that revenue sharing was in his proposed budget and it was his understanding that Senator Dominice had also included it in his budget. It seemed very promising that revenue sharing would con- tinue. Mayor Spencer said he thought it was one of the best meetings of :the five he had attended in Washington. He spoke about the dis- cussions held regarding cable television, particularly about the Goldwater bill before Congress which he felt would greatly increase federal regulation in that area. The Mayor said he thought Owasso was in very solid shape, as good as any city in Oklahoma. Mr. Smalley said .that many of the people he talked with said their cities were working with a deficit. He also noted the problem of some cities using their revenue sharing for salaries, while Owasso is able to use their revenue sharing money for capital improvements. Mr. Stockler talked about the many people he met and visited with about their town and Owasso. He said there are people all over the U.S, who know where Owasso is because of the Council's atten- dance at this NLC meeting. He said that in one of the meetings he attended on environmental issues he met the new head of EPA, Mr. Hernandez. He said it was important to realize that each city can have a strong voice in our government. He brought a lot of information back to study, and said he felt very positive about the future of Owasso and had more understanding of the workings of the federal government. OWASSO CITY COUNCIL PAGE FOUR MARCH 15, 1983 Mr. Smalley said he was pleased that in the visit to Mike Synar's office it was evident that P~1r. Synar had contact with people in Owasso and that Owasso was recognized and represented by him. Motion was made by James Smalley, seconded by Von Stockler, to recess into executive session.. AYE: Messrs. Stockler, Spencer, Smalley NAY: None Motion carried. Meeting was recessed at 8:07 p.m. Meeting reconvened at 8:43 p.m. Motion was made by James Smalley, seconded by Von Stockler, to retain Mr. Jim Lindsey as the City's labor representative in upcoming labor negotiations. AYE: Messrs. Smalley, Spencer, Stockler NAY: None Motion carried. ITEM 8: APPROVAL OF CLAIMS Motion was made by Mayor Spencer, seconded by Von Stockler, to approve the February General Fund claims in the amount of $122,500.81. AYE: Messrs. Spencer, Stockler, Smalley NAY: None Motion carried. ITEM 9: NEW BUSINESS There being no new business before the Owasso City Council, chair adjourned at 8:45 p.m. iLt/ BO D M.
