HomeMy WebLinkAbout1983.03.22_City Council MinutesOn Tuesday, March 22, 1983, the Owasso City Council met in special session in the Council Chambers at City Hall per the Notice of Public Hearing and Agenda pasted on City Hall bulletin board at 4:00 p.m. on Friday, March 18, 1983, and by . reference is made a part hereof. ITEM l: CALL TO ORDER The meeting was called to order at 7:05 p.m, with Mayor Spencer presiding. ITEM 2: FLAG SALUTE Flag salute was led by Mayor Spencer. ITEM 3: ROLL CALL PRESENT: Boyd Spencer, Mayor James Smalley, Councilman Von Stockler, Councilman Dale Block, City Manager Ron Cates, City Attorney Ann Hendrickson, City Clerk ABSENT: Wauhilleau Webb, Vice-Chairman Phyllis Gross, Councilwoman ITEM 4: CONSIDERATION OF WATER AND SEWER PROJECTS FOR POSSIBLE BOND ELECTION. Mr. Block introduced Bob Pruitt who displayed maps illustrating the proposed projects to be discussed, as follows: 1. Construction of a 12 water line from 76th St. North to 8bth-St. North, on the west side of downtown 2. Construction of a 12" water line from Highway 169 along 96th St. North to the site of the proposed water storage tank. 3. Construction of a 12" water line from 86th St. North to 96th St. North and east to Highway 169 connecting the lines described in "1" and "2" above. 4. Replacement, as needed, of existing water lines in the city between 76th St. North and 86th St. North and from the Mingo Valley Expressway West. 5. Construction of a 2 million gallon water storage tank to be located just south of 96th St. North and west of the proposed intersection of 96th St. N, with the new Highway 169. 6. Construction of a new 12" gravity sewer line from 106th St. North to 86th St. North with a lift station at 86th St. North and a line east to connect to the existing force main and gravity line. OWASSO CITY COUNCIL PAGE TWO MARCH 22, 1983 7. At a later date, the new gravity line could be continued from 86th 5t. N, south to an appropriate point and a force main to carry sewage east to the sewer plant. t1r.. Block explained that improvement to the treatment facility is not included in this list because it may be possible to secure 75% of the cost for such improvement from federal funding. An engineering study is ongoing at this time to determine what needs to be done for the future at the treatment facility. However, at this time the chances for any federal funding for sewer lines is extremely unlikely. Mr. Pruitt said that according to figures provided by I%dCOG, the 12" sewer line from 106th to 86th would be adequate at least until the year 2000. He said that if the line were extended south of 86th St. N., it would be necessary to use 15'' to 18" line. Mayor Spencer asked why the line would need to be 1-arger than 12". Mr. Pruitt explained that the land is very flat and a larger line is needed to maintain proper slope. The Mayor asked about service to the people living between the existing sewer line and the proposed sewer line. Mr. Block said some collector lines would need to be built. TZr. Enzbrenner asked about the cost of the project. Mr. Block said the cost would be between 2 and 2a million for Items 1 through 6. Mr. Enzbrenner asked if future expansion is being considered in these proposals. Mr. Block said future needs were being consi- dered in every respect and that care was being taken not to tie up the City's funding capabilities for too long a period of time so that future needs can be met when they are mare clearly defined. He said that the City is buying a good bit of improvement with these proposals without tying the City down for 20 years before freeing up the funding vehicle. Mr. Stockler commented that he thought it was a good idea to use a 12" sewer line as it would be more economical to add another 12" line beside it at some time in the future than to put in a much larger line at this time. A citizen asked if houses on the east side of Highway 169 could hook up to the new line. Mr. Block said that would be possible. Mr. Enzbrenner asked how long it take to do the actual work on putting in tiZe sewer line. Mr. Pruitt said from 3 weeks to 3 months. The Mayor said a good contractor could lay it in 90 days, weather permitting. ~,.. OWASSO CITY COUNCIL PAGE THREE MARCH 22, 1983 Dr. Clark asked how the improvements were going to be funded. Mr. Block said General Obligation Bonds would be issued to be retired by a new 1% sales tax. Dr. Clark asked if it would be put to a general vote.. Mr. Block said there would be a vote in May. Mr. Block explained that that the 2MG water storage tank would be 60' in diameter and 100' high and would hold a one to two day .water supply. It would enable the City to use the more desirable gravity flow system and would also greatly improve the City's safety in the event of multiple fires. Mr. Smalley asked if it might be beneficial to continue the water line on 96th St, i1, east of the water tower to 129th E. Ave. and then possibly south to connect with the existing line at 86th St. North. He said this might be helpful in reducing pressure problems. Mr. Block said it would be a very good idea to continue the line to 129th E. Ave, before the new highway is constructed. He said developers are already considering some construction of water line along 129th E. Ave, and having the line extended to 129th E. Ave, would be advantageous. Mr. Pruitt said if the loop were completed, some pressure reducers could possibly be eliminated. Mr. Pruitt said that replacement of lines in the downtown area would be done with 12" line. The Mayor asked if he was talking about replacing all the water lines in the outlined area. Mr. Block said not all, but most. Mr. Block spoke about fluctuating pressure in the lines, sometimes from 55 lbs, to 13.0 lbs. Mr. Enzbrenner asked what causes the pressure to fluctuate from 55 lbs. to 130 lbs. Mr. Block said that the problem occurs when the pressure valve doesn't reduce the pressure that's allowed in the line and the existing lines can't take the pressure. Mayor Spencer said the Council should have another meeting in April when exact figures would be presented and a representative from the bonding company would be present and at that time set a date for the election. Mr. Cates suggested it would save the City money to coordinate the election at the same time as other municipal elections in May. During discussion on the proposed sewer line from 86th St. North to the City lagoons, Mayor Spencer asked about the problem of putting a lift station in the flood plain area. Mr. Pruitt said it would have to be built above the 100 year flood plain. Mr. Smalley asked about the possibility of leaving the lift station at 86th St. North and continuing the line to the lagoons. Mr. Pruitt said he would have to check and see if the pumps could handle the head. Mr. Block said perhaps the lift station could be put a little further south of 86th St. as long as it is south of any potential development. OWASSO CITY COUNCIL PAGE FOUR MARCH 22, 1983 Mr. Smalley asked Mr. Pruitt to be sure to include the cost of the collector lines that will be needed. The Mayor asked the citizens present if they felt the plans discussed were what the City needed. The concensus was positive.
