Hall Bulletin Board at 4:00 p.m. on April 15, 1983, and by reference is made a part hereof. ITEM l: CALL TO ORDER The meeting was called to order at 7:10 p.m, with Mayor Spencer, presiding. ITEM 2: FLAG SALUTE ITEM 3: ROLL CALL PRESENT: Boyd Spencer, Mayor Wauhilleau Webb, Vice-Mayor Phyllis Gross, Councilwoman James Smalley, Councilman Von Stockler, Councilman Dale Block, City Manager Ron Cates, City Attorney Ann Hendrickson, City Clerk ABSENT: None ITEM 4: APPROVAL OF MINUTES OF REGULAR SESSION OF OWASSO CITY COUNCIL, APRIL 5, 1983. Motion was made by Wauhilleau Webb, seconded.by Von Stockler to approve the minutes of April 5, 1983, by reference made a part hereof. AYE: Messrs. Spencer, Stockler, Smalley; resdames. Webb, Gross NAY: None Motion carried. APPROVAL OF MINUTES OF SPECIAL SESSION OF OWASSO CITY COUNCIL, APRIL 12, 19 3. Lotion was made by James Smalley, seconded by Von Stockler, to approve the minutes of April 12, 1983, by reference made a part hereof. AYE: Messrs. Spencer, Stockler, Smalley; Mesdames. Webb, Gross. NAY: None Motion carried. OWASSO CITY COUNCIL PAGE TWO APRIL 19, 1983 5. BUSINESS A. CONSIDERATION OF ADOPTION OF A NEW SALES TAX ORDINANCE RAISING THE SALES TAX FROM 2% TO 3%. Motion was made by James Smalley, seconded by Wauhilleau Webb that a sales tax ordinance, Ordinance ~f326, raising the City sales tax from 2% to 3% be approved as submitted. AYE: Messrs. Spencer, Stockler, Smalley; Mesdames Webb, Gross NAY: None Motion carried B. COISIDERATION OF ADOPTION OF AN EMERGENCY CLAUSE ON NEW SALES TAX ORDINANCE RAISING THE SALES TAX FROM 20 TO 3 0. Motion was made by James Smalley, seconded by Von Stockler, to approve the Emergency Clause of Ordinance ;326, by reference made a part hereof, AYE: Messrs. Spencer, Stockler, Smalley; Mesdames Webb, Gross, NAY: None Motion carried Motion was made by James Smalley, seconded by Mayor Spencer, to adopt Resolution ~~83-03 authorizing the calling and holding of a special election for the purpose of authorizing the issuance of bonds of the City of Owasso, Oklahoma, for public works and improvements (water system and sanitary sewer system), and approving the above mentioned Sales Tax Ordinance ~~326, by reference made a part hereof. AYE: Messrs, Spencer, Stockler, Smalley; T~esdames Webb, Gross. NAY: None Motion carried. C. CONSIDERATION OF A RESOLUTION AUTHORIZING .THE CALLING OWASSO CITY COUNCIL PAGE THREE APRIL 19, 1983 5. D. CONSIDERATION OF APPROVAL OF THE EMERGENCY CLAUSE ON THE AFORESAID RESOLUTION. Motion was made by James Smalley, seconded by Von Stockler, to approve the Emergency Clause of Resolution ~~83-03, by reference made a part hereof. AYE: Messers. Spencer, Stockler, Smalley; Mesdames. Webb, Gross NAY: None Motion carried. E. CONSIDERATION OF EMPLOYMENT OF EVAN L. DAVIS, INC., AS FINANCIAL CONSULTANTS FOR THE ABOVE REFERENCED MATTER. Mr. Brian Davis stated with reference to his submitted contract that if the election fails, there will be no fee. Motion was made by Von Stockler, seconded by Wauhilleau Webb, to employ Evan L. Davis, Inc., as financial consultants for the special election on above referenced matters, by reference made a part hereof. AYE: Messrs. Spencer, Stockler, Smalley; 'Mesdames. Webb, Gross NAY: None Motion carried. 6. REPORT FROM CITY ATTORNEY No report at this time. 7. REPORT FROM CITY MANAGER Mr. Block said he had received a request from Mr. Elwood Henry, president of the Owasso Soccer Association, asking for a commit- ment allocating the planned soccer fields at Elm Creek Park to the Owasso Soccer Association. Mr. Henry said the Association wishes to maintain these fields strictly for games, with no practice allowed. He said when the road in that area is completed he forsees problems with useage. Mr. Cates said any agreement would have to take into consideration future soccer associations that might be formed. Mr. Block asked for a meeting with Mr. Cates and Mr. Henry to work out an agreement. Mayor Spencer asked for this item to be put on the next agenda. 8. APPROVAL OF CLAIMS Mrs. Gross asked if bids were being sought from several office supply companys including the new office supply company in Owasso with regard to office supply materials. Mr. Block said that the purchasing agent tries to get the best price on all materials OWASSO CITY COUNCIL PAGE FOUR APRIL 19, 1983 purchased, taking into consideration shipping costs and prompt- ness of delivery. ' Mr. Smalley asked about the item of gasoline charged to Get-N- Go. Mr. Block said that occurred when the City tanks had run out of gasoline. Motion was .made by James Smalley, seconded by Phyllis Gross, to accept the General Fund claims for March in the amount of $104,721.52, Community Center for $1,515.74 and debt service to Bank of Oklahoma for $260.65. AYE: Messrs. Spencer, Stockler, Smalley; Mesdames Webb, Gross NAY: None Motion carried. 9. NEW BUSINESS Mrs. McNeil said she had been notified that the City's insurance company had refused her claim and asked to be on the next agenda. Mr. Block said he had asked the insurance company to contact him before they made a final decision and when Mrs. McNeil told him x of the letter .she had receiveci,he tried to contact the a,ent,but was unable to do so. Mrs. Gross asked that the council members receive a cony of the letter from the insurance company. Mayor Spencer asked that this item be put on the next agenda. Mayor Spencer asked Mr. Cates for clarification on the procedure for adjourning meetings. Mr. Cates said that due to the Open Meeting Act requirement for agenda items, the Mayor can adjourn the meeting without a formal motion. Mayor Spencer asked if there was any further new business.
