session in the Council Chambers at City Hall per the Notice of
Public Hearing and Agenda posted on City Hall Bulletin Board at
4:00 p.m, on July 15, 1983.
ITEM l: CALL TO ORDER
The meeting was called to order at 7:00 p.m, with Mayor Spencer
presiding.
ITEM 2: FLAG SALUTE
Flag salute was led by Mayor Spencer.
ITEM 3: ROLL CALL
PRESENT: Boyd Spencer, Mayor
Wauhilleau Webb, Vice-Mayor
Phyllis Gross, Councilwoman
James Smalley, Councilman
Von Stockler, Councilman
Dale Block, City Manager

ITEM 4: APPROVAL OF MINUTES OF REGULAR SESSION OF OWASSO CITY
COUNCIL, JULY 5, 1983.
Motion was made by James .Smalley, seconded by Von Stockler, to
approve the minutes of July 5, 1983, by reference made a part
hereof.
AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Webb
NAY: None
ABSTAIN: Phyllis Gross
Motion carried.
ITEM 5: CONSIDERATION OF PROPOSED COMMUTER BUS ROUTES.
.Barbara Matson of MTTA presented a map illustrating several
proposed bus routes. Another route, Alternate C, was presented
seperately. Ms. Matson said there would be a meeting on J~, y 21,
7983 for r1TTA, Owasso and the State Department of. Transportation
to go over the final arrangements. After discussion on various
routes, motion was made by Mayor Spencer, seconded by James
Smalley, to initiate a trial bus route in Owasso starting at
Wal-Mart and going south stopping at K-Mart, Bethel Baptist
Church, TG & Y, Safeway and City Hall.

Motion carried.
B. CONSIDERATION OF PROPOSED TRAFFIC SIGN AT $6th ST. NORTH
AND MITJGO VALLEY EXPRESSWAY.
Mr. Smalley stated that when the lights going east and west were
changed at the 86th St. N, intersection with Mingo Valley Express-
way, the possible need for an addition of a sign was discussed.
He said there is still some hesitation at that intersection and
he felt a sign was need~~. He proposed a sign saying "Protected
Left Turn on ~~".~f~rs. Webb stated there was also a problem
at peak traffic times with the left turn lane northbound at that
intersection. Mr. Block said he would see what could be done to
improve the flow in that area.
Motion was made by James Smalley, seconded by Von Stockler, to
install signs at the 86th St. North and Mingo Valley Expressway
intersection reading "Protected Left Turn on ~". ~ re,~,h

C. CONSIDERATION OF APPOINTMENT OF DEPUTY COURT CLERK
Request for Executive Session
D. REQUEST FOR EXECUTIVE SESSION/REVIEW OF CITY OFFICIALS
Motion was made by James Smalley, seconded by Von Stockler, to
recess into Executive Session to discuss items C and D.
AYE: Messrs. Spencer, Stockler, Smalley; Mesdames Webb, Gross
NAY: None
Motion carried.
Meeting recessed at 7:30 p.m, and reconvened at 9:20 p.m.
E. REQUEST FOR EXECUTIVE SESSION/CITY OF OWASSO VS. HALE

6. REPORT FROM CITY ATTORNEY
None at this time.
7. REPORT FROM CITY MANAGER
A. Report on Speed Limit Survey
Mr. Black stated that the survey was not completed, but would be
by the first meeting in August.
B. Report an Fire Department and Garage Building Projects.
Mr.. Block stated that it would be better economically for these
jobs to be done simultaneously as much as possible. However,
since the funding sources are different, this could cause some
problems. He is waiting for word on approval of Revenue Sharing
for the fire dept, project, but the garage building project must
be near completion by the end of September as the money for it
comes out of the 1982-83 budget. He asked Council's approval to
hire someone to help prepare the drawings for the projects. The
Mayor said he should do whatever is necessary to get the projects
completed.
8. APPROVAL OF CLAIMS
Motion was made by James Smalley, seconded by Von Stockler, to
approve the June claims in the amounts of $143,653.41, $808.27,
$106.69, $58,479.47,and $2,744.00.

9. NEW BUSINESS
Mr. Monty Norris asked why PSO had not installed the street lights
as promised. Council asked him to work out the problem with Mr.
Block and PSO.
Mr. Steve Stribling voiced a complaint about the condition of the
Dark on 122nd E. Ave. He said it is not being properly maintained
and supervised. He said children are swimming in the pond and
that someone should be there all the time to keep one of them from
drowning.
Mr.. Block said the City has put up signs and the signs are gone in
a day. He said children have been warned repeatedly and have been
removed from the park. He said the park is not yet actually com-
pleted and a great deal of work has been done in the last few weeks
to het it in shape. He said he is trying to keep someone out

there all the time, but there are other parks to maintain as well.
He said he hoped parents would cooperate in not allowing their
children to swim in the pond, but that the City would continue to
do the best possible job of maintaining and supervising the park.
With no further business before the Owasso City Council, chair
adjourned at 9:50 p.m.
