ITEM l: CALL TO ORDER
The rneeting .gas call-ed to order at 7:00 p.m, with Mayor Spencer
presiding.
ITEM 2 : FLAG SAL. UTE
Flag salute was led by Mayor Spencer.

Motion was made by James Smalley, seconded by Phyllis Gross, to approve
the minutes of August 2, 1983, by reference made a Tart hereof.

ITEM 5: BUSINESS
A... PRESENTATION OF PROCLA..MATION/VELNI.? WARD DAY
Mayor Spencer read ~ signed. a proclamation making Thursday, A~~gust 18,
1983, "Velma Ward Day" in the Git;T of ~?wasso, recognizing her ser-
vice to Owasso as head librarian of the Owasso branch of the Tulsa
City-County Library System. Mrs. Gross thanked the Council for
recognizing this outstanding citizen of Owasso.
B REQUEST OF OWASSO LAKERIDGE TERF.ACE, INC. TO VACATE A SEWER
EASET~IENT LYING WI-THIN THE AREA OF L_QKERIDGE TERRACE, PHASE I
PLAT APPROVED BY THE CITY COUNCIL ON JU?~tE 7, 3.
Mr. Block stated that the developers are asking to relocate an exist-
ing sewer line as it is in conflict with required drainage structures
foY the ne~•a subdi~=ision. Mayor Spencer asked the City Attorney i.f

the City had any obligation to the people Tti~ho originally-put in the
sewAr- line, Mr. Cates said that the City could vacate the easement
at their discr-etion. He also stated that he felt this item sho~.zld
be on the OPWA agenda as the easement is granted t~ the Owasso Public
Works Authority,
Motion was made by Mayor Gpencer, seconded by ~?ames Smalley, to place
this request on the OPWA agenda for Septem?~er h, 1983.

C. CONSIDERATION AND FINAL REVIEW OF OWASSO COMMUTER SERVICE.
Mr. Block stated. that the route for the Owasso Express had been final-
ized and approval had been received for the park and ride space at
Wal-Mart, K-Mart and the Safeway, TG&Y areas. He said September 12
would be the beginning date of the program and that the recommended
rate would be $1.50 one way and $3.00 round trip. Mayor Spencer asked
what provision ther-e was for cancellation. Mr. Block said each party
had the right to cancellation with 3~ day notice.

the T•ZTTA Owasso Commuter Service and establish a fare of $1_.50 each
way.

D. APPROVAL OF SUBMISSION OF APPLICATION TO DECA/JOB BILL.
Mr. Block asked for approval to prepare an application and submit it
for passible funding to eradicate some drainage problems. He said
there is an area in the city that would be competitive within the
federal guidelines of the program,
Motion was made by Mayor Spencer, seconded by Phyllis Gross, that the
City Manager should make application to DECA for funds available in
the Federal Jobs Program,

ITEM 5: BUSINESS
E. REQUEST FOR USE OF CITY FACILITY BY BETA SIGMA PHI
Motion was made by Mayor Spencer; seconded by Phyllis Gross, to
grant permission to Beta Sigma Phi to use the Council Chambers
for their identification/fingerprinting service project.

6. REPORT FROM CITY ATTORNEY
Request for Executive Session: Robert Shouse v. city of Owasso
Federal Dist. Court 81-C-491-B and Shouse v. City of Owasso -
Sunreme Court of State of Oklahoma 57-473
Motion was made by Mayor Spencer, seconded by James Smalley, to
rPCess into Executive Session.

Meeting recessed at 7:30 p.m. and reconvened at 7:45 p.m.
7. REPORT FROM CITY MANAGER
A. Review of Street Sneed Lir_nits
Mr. Black presented a man for the Council's review which showed the
suggested changes in speed limits in the City. He pointed out some
inequities including those previously discussed on 76th and 86th
between the expressway and P•Zain Street. He proposed going to 35 miles
per hour in most areas of the city excluding school zones which would
change to 25 miles per hour at appropriate times by means of message
changing signs. Mayor Spencer recommend a trial period to evaluate
the new speed limits. Mr. Block suggested 60 days.
Mr. Block reported that he had ordered the "Left Turn on Green" signs
for the east-west traffic at 86th St. N, and Mingo Valley Expressway
and the State Highway Department had approved their usage.
8. APPROVAL OF CLAIMS
:`Motion was made by James Smalley, seconded by Mayor Spencer, to
approve the General. Fund claims for June in the total amounts of
$21,639.71, $1,062,50 a:nd 53,691,95.

9. NEW BUSINESS
Mr.. Mike Pearson, a resident of Ator IV addition and several other
Ator IV residents appear-ed before the Council asking for help in
getting better service from TCI Growth, Inc,, the cablevision
company in Owasso, Mayor Spencer said the best thing for them to
do was circulate a petition of complaint, get as many signatures:
as possible and present the petition to the Council.
i!ir, Cates suggested that on the petition the people identify who
they are, where- they live and the nature of their particular
problem.
