HomeMy WebLinkAbout1983.11.01_City Council MinutesOn Tuesday, November 1, 1983, the Owasso City Council met in regular session in the Council Chambers at City Hall per the Notice of Public Hearing and Agenda Hosted on City Hall Bulletin Board at 4:00 p.m. on October 28, 1983. ITEM l: CALL TO ORDER The meeting was called to order at 7:05 p.m, with Mayor Spencer presiding. ITEM 2: FLAG SALUTE Flag salute was led by Mayor Spencer. ITEM 3: ROLL CALL PRESENT: Boyd Spencer, Mayor Wauhilleau Webb, Vice-Mayor James Smalley, Councilman Von. Stockier, Councilman Dale Block., City Manager Ron Cates, City Attorney Ann Hendrickson, City Clerk Phyllis Gross, Councilwoman ITEM 4: APPROVAL OF MINUTES OF REGULAR SESSION OF OWASSO CITY COUNCIL, OCTOBER 18, 1983. Motion was made by James Smalley, seconded by Von Stockier, to a~nrove the minutes of October 18, 1983, by reference made a part hereof. AYE: Messrs. Spencer, Stockier, Smalley; Mesdames Webb, Gross NAY: None Motion carried. ITEM 5: BUSINESS A. REQUEST FOR EXECUTIVE SESSION-PERSONNEL MATTER/CITY MANAGER'S OFFICE, CITY TREASURER S OFFICE. B. REQUEST FOR EXECUTIVE SESSION-LITIGATION: McNEIL, SHOUSE, SCOTT. Motion was made- by James Smalley, seconded by Von Stockier, to recess into executive session on items A and B. AYE: Messrs. Spencer, Stockier, Smalley; Mesdames Webb, Gross TJAY: None Motion carried. Meeting recessed at 7:08 p.m, and reconvened at 9:05 p.m. OWASSO CITY COUNCIL PAGE TWO NOV, 1, 1983 5. BUSINESS C. REQUEST TO BEGIN BUDGET PROCESS/REVENUE SHARING FUNDS. Mr. Block presented a revenue sharing summary of funds available for budge-ting to the council in the amount of $98,664.65. This amount reflects $62,478 received since July 1, 1983 and $36,186.65 additional carry over funds. He said legal notice of__a public hearing on this budget could be published in time so it could be done at the next Council meeting on November 15. Mayor Spencer requested a complete audit on these revenue sharing funds be done before a public hearing is held.., Motion was made by Mayor Spencer, seconded by James Smalley, to have Steve Jay of Lohry and Jay, CPA to audit the revenue sharing funds. AYE: Messrs. Spencer, Stockler, Smalley; Mesdames Webb, Gross NAY: None Motion carried. D. DISCUSSION AND CONSIDERATION OF ANSI STANDARDS/BOCA BUILDING CODE. Mr. Wayne Vincent appeared before the Council and reviewed his request made previously at the August 2nd Council meeting to adopt the ANSI specifications for making buildings and facilities accessible to .and usable by physically handicapped people. He also presented photographs illustrating problems handicapped people have living in homes built for able-bodied people. Motion was made by Mayor Spencer, seconded by Von Stockler, to remain with the BOCA building code presently in use. AYE: Messrs. Spencer, Smalley, Stockler; Mesdames Webb, Gross NAY: None Motion carried. E. OWASSO COMMERCIAL CENTER - REQUEST FOR APPROVAL OF CONDI- TIONAL FINAL PLAT LOCATED ON 12.69 ACRES AT NE CORNER OF 7 th ST. NORTH AND HIGHWAY 169. Carol Dickey stated that the Technical Advisory Committee and the Planning Commission had three minor requirements which were agreed to by the developer. She said emphasis had been placed on limiting the points of access to help reduce congestion on 76th St. North. OWASSO CITY COUNCIL PAGE THREE NOV, 1, 1983 Ms. Dickey further stated that there would be a 17z foot easement on the western side next to the cemetary. Mrs. Webb asked what would be separating the cemetary from the commercial center. Ms. Dickey said the cemetary is zoned RS-3 which requires that an opaque screening fence be installed between it and the commercial proper-ty. Motion was made by Von Stockier, seconded by Wauhilleau Webb, to approve the request for conditional final plat of Owasso Commercial Center. AYE: Messrs. Spencer, Stockier, Smalley; Mesdames Webb, Gross NAY: None Motion carried, 6. REPORT FROM CITY ATTORNEY None at this time. 7. REPORT FROM CITY MANAGER A. REPORT ON LABOR NEGOTIATIONS/POLICE AND FIRE Mr. Block submitted copies of the proposed agreement between the City and the police department to the Council for their review. He said the agreement would be retroactive to August 1, 1983 and that the amount of salary increase would amount to a fraction above the 5% offered by the City. He said Addendum "A" was submitted by the bargaining unit and pointed out that the pay increases are not the same for each officer. He said he has still not received a report from the arbitrators. 8. NEW BUSINESS Mr, Bob Pruitt of Al C. Young and Associates showed the Council the Latest architect's drawings on the Lakeridge shopping center to be located west of the high school at 86th. St. N, and 129th E. Ave. He stated that the developers would be at the Chamber of Commerce meeting on November 2. He said the developers might be asking for a small portion of a triangular piece of land in the area of the intersection on which to place a monument type sign for the shopping center. Mr. Pruitt stated that with regard to the new water storage tank site, the developer would like the City to consider- constructing curb and gutter along the asphalt road that would be put in there. He said it would be particularly advantageous since the area is also the site for a future fire s tion.
