Notice of Public Hearing and Agenda Hosted on City Hall Bulletin
Board at 4:00 n.m, on December 16, 1983.

The meeting was called to order at 8:09 p.m, with Mayor Spencer
presiding.

ITEPZ 4: APPROVAL OF MINUTES OF REGULAR SESSION OF OWASSO CITY_
COUNCIL, DECEMBER 6, 983.
Mr. Cates stated that item 5-C should be corrected to read "the
zoning tiaas approved by the City Council, but the ordinance had
never been published."
Motion was made by Wauhilleau Webb, seconded by James Smalley, to
approve the corrected minutes of December 6, 1983, by reference
made a part hereof.
AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Webb
NAY: None
Motion carried.
APPROVAL OF MINUTES OF SPECIAL SESSION OF OWASSO CITY
COUNCIL, DECEMBER 12, 1983.
Motion was made by Wauhilleau [Jebb, seconded by James Smalley to
approve the minutes of December 12, 1983, by reference made a part
hereof.
AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Webb
NAY: None

5. BUSINESS:
A. CONSIDERATION OF ROADWAY DEDICATION FOR LAT:ERIDGE FIRST
ADDITIOPd .
Mr. Cates stated that he had talked with Bob Pruitt of Al C.
Young and Associates and the representatives requesting the
dedication explaining that the City did not wish to make the
representation as to the value of the land in question. ~'Ir.
Cates:-said they agreed and the letter of acceptance he prepared
reflects that the value of the land is determined by the parties
making the contribution.
Motion was made by James Smalley, seconded by Von Stockler, to
accept the roadway dedication for Lakeridge First Addition.
AYE: Messrs. Spencer, Stockier, Smalley; Mrs. Webb

B. REQUEST FOR DISCUSSION AND CONSIDERATION OF NEW PLAYING
FIELDS OP.. LIGHTS FOR EXISTING FIELDS TOM CARPENTER-
OWASSO GIRLS SOFTBALL ASSOCIATION.
Mr. Tom Carpenter spoke on behalf of the Owasso Girls Softball
Association and the F.O.R, program stating-.that due to a large
enrollment increase in their programs, they are requesting that
lights be installed on softball fields at Rayola Park and that
new fields be constructed. He said he was told that there was
money in the current budget for the lights. He requested that
if the lights could be installed, it be done by April 1, 1984.
Mr. Dawson, City Treasurer, stated that there was money in the
budget for lights for ball fields, but he wasn't sure how it
was to be allocated.
Mrs. Webb asked if cost figures were available. Mr. Carpenter
maid he didn't :know. Mr. Rick Tyler said he talked to the previous City
Manager about lighting the fields last spring and had been told
the lights and the brackets were available, and if the club could
come up with the poles, they Could be installed. He said the
club did not have the money for the poles. Mr. Smalley said
Delbert Leach might know if there .are lights and brackets available.

increased usage of the park area. Mr. Carpenter
if the lights were there it could be worked out.

Mr. Stockler stated that he thought a three person committee from
the club should be formed to look into getting boles for the lights.
Mr. Joe Wolf said Verdigris Valley would sell them 60 ft, poles for
$157 each, installed.
Mr. Cates stated that it must be understood that public funds can
not be used for private organizations. He said if City funds were
used, the lights must be on City property and belong to the City.
Mr. Stockler suggested that the committee find out all the infor-
mation they could about the lights and he would get all the infor-
mation he could and the item should be put on the January 3, 1984
agenda.
C. CONSIDERATION OF RELEASE OF LIABILITY ON ADVERTISING SIGNS/
LIBERTY BANK OF OWASSO.
Mr. Cates stated that the release of liability form presented was
in very broad terms and suggested that it be revised to include
consideration of the bank's payment and proper installation of the
signs.
Motion was made by Von Stockler, seconded by James Smalley, to accept
Liberty Bank of Owasso advertising signs and to release Liberty Bank
of Owasso from any and all liability concerning said signs, in con-
sideration of their contribution of a moveable control panel for the
scoreboards and in further consideration of Liberty Bank's payment
therefore and proper installation thereof.
6. REPORT FROM CITY ATTORNEY
REQUEST FOR EXECUTIVE SESSION: BEALE VS. CITY OF OWASSO AND
DURBIN VS. CITY OF OWASSO.
Motion was made by James Smalley, seconded by Mayor Spencer, to recess
into executive session.
AYE: Messrs. Spencer, Smalley, Stockler; Mrs. Webb
NAY: None
Motion carried.
Mettng recessed at 8:37 p.m, and reconvened at 9:17 p.m.
7. APPROVAL OF CLAIMS
Mr. Dawson, City Treasurer, stated there were two items that needed to
be corrected: ~~1010.84 should be $2,200.00 and ~~1154.84 should be
$336.08 which changes the grand total to $119,392.40.for General Fund.
T7otion was made by James Smalley, seconded by Mayor Spencer, to approve
November claims for General Fund in the totals of $119,392.40, $374.00

On Tuesday, December 20, 1983, the Owasso City Council met in
special session in the Council Chambers at City Hall per the
Notice of Public Hearing and Agenda posted on City Hall Bulletin
Board at 4:00 p.m, on December 16, 1983.

Motion carried.
Meeting recessed at 5:35 p.m, and reconvened at 8:05 p.m.
Motion was made by Wauhilleau Webb, seconded by Von Stockler, that
the City of Owasso hire Mr. Benjamin F. Hynum as our City Manager.

There being no further business before the special session of the
Owasso City Council, meeting adjourned at 8:07 ~.m.

On Tuesday, December 20, 1983, an emergency session of the Owasso
City Council beginning at 6:50 ~.m., was requested by Councilwoman
Wauhilleau Webb.
At 8:08 p.m, on December 20, 1983, prior to calling to order the
emergency session, motion was made by Mrs. Webb, seconded by Von
Stockler, to cancel the emergency session.
AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Webb
NAY: None
