HomeMy WebLinkAbout1982.05.18_City Council MinutesOn Tuesday, May 18, 1982, the Owasso City Council met in regular session in the Council Chambers at City Hall per the Notice of Public Hearing and Agenda posted on City Hall bulletin board at 4:00 P.M. on May 14, 1982, and by reference is made a part hereof. ITEM l: CALL TO ORDER. The meeting was called to order at 7:00 P.M, with Mayor Spencer presiding. ITEM 3: FLAG SALUTE. Flag salute was led by Mayor Spencer ITEM 2: ROLL CALL. PRESENT: Boyd Spencer, Mayor Wauhilleau Webb, Vice Mayor Phyllis Gross, Councilwoman Von E. Stockler, Councilman Ron Cates, City Attorney Sue Shelley, City Clerk ABSENT: Jim Smalley, Councilman Bob Fugate, Acting City Manager ITEM 4: APPROVE MINUTES OF MAY 4, 1982, REGULAR MEETING OF THE OWASSO CITY COUNCIL. Motion was made by Phyllis Gross, seconded by Von Stockler to approve the minutes of May 4, 1982 regular meeting. AYES: Messrs. Spencer, and Stockler Mesdames Webb and Gross NAYS: None Motion carried. ITEM 5: RESIGNATION OF SUE SHELLEY AS CITY CLERK. Mr. Spencer read the letter of resignation of the City Clerk as of May 21, 1982. Motion was made by Phyllis Gross, seconded by Wauhilleau Webb to accept the resignation of Sue Shelley as City Clerk. AYES: Messrs. Spencer, and Stockler Mesdames Webb and Gross NAYS: None Motion carried. Owasso City Council Page Two May 18, 1982 ITEM 6: EXECUTIVE SESSION TO REVIEW CITY MANAGER POSITION AND OTHER PERSONNEL. Motion was made by Wauhilleau Webb, seconded by Von Stockler to allow the City Council to adjourn in to Executive session to review the City Manager's position and other personnel matters. Mr. Cates stated that this motion needed to be amended to delete the adjournemnt, just to go into executive session. Motion was made by Wauhilleau.Webb, seconded by Von Stockler, to allow the City Council to go into executive session to review the City Manager's position and other personnel matters. ,~ AYES: Messrs. Spencer and Stockler Mesdames Webb and Gross NAYS: None Motion carried. EXECUTIVE SESSION FROM 7:10 P.M. UNTIL 7:22 P.M. Mr. Spencer stated that Mr. Dale Block was unanimously accepted by all members of the Owasso City Council as the City Manager ` of Owasso. Motion was made by Wauhilleau Webb, seconded by Phyllis Gross to accept Dale Block as City Manager of Owasso. AYES: Messrs. Spencer and Stockler Mesdames Webb and Gross NAYS: None Motion carried. ITEM 7: CANCEL ELECTRICAL INSPECTION CONTRACT WITH TULSA COUNTY ELECTRICAL INSPECTORS, EFFECTIVE JUNE 30, 982. Mr. Spencer stated that Mr. Maples the current Electrical Inspector was retiring. Motion was made by Von Stockler, seconded by Phyllis Gross to cancel the electrical inspection contract with Tulsa County electrical inspectors, effective June 30, 1982. AYES: Messrs. Owasso City Council Page Three May 18, 1982 ITEM 8: APPOINT CITY ELECTRICAL INSPECTOR AND SET TERMS OF EMPLOYMENT FOR FISCAL YEAR 2- Mr. Spencer stated that Mr. Maples, the current electrical inspector from Tulsa County has recommended Carl Ree. Mr. Ree would be available to work on a basis of $5.00 per inspection. He stated that he was sure that Mr. Maples would not recommend anyone that was not qualified. Motion was made by Phyllis Gross, seconded by Wauhilleau Webb to accept Mr. Maple's recommendation of Mr. Carl Ree as electrical inspector with a fee of $5.00 per inspection. Mr. Cates was directed to draw up a contract for this position. AYES: Messrs. Spencer and Stockler Mesdames Webb and Gross NAYS: None Motion carried. ITEM 9: REVIEW CITY PERSONNEL POLICY MANUAL TO PERMIT OVERTIME AND COMPENSATORY TIME FOR SUPERVISORS AND DEPARTMENT HEADS. P~Zotion was made by Wauhilleau Webb, seconded by Phyllis Gross to table this matter until June 1, 1982 meeting. to permit the City Manager to have some information on this matter. AYES: Messrs. Spencer, and Stockler Mesdames Webb and Gross NAYS: None Motion carried. ITEM 10: REQUEST BY DOCTOR'S HOSPITAL TO EXTEND WAIVER OF Mr. Darrell Wilson, Chief Administrator of Doctor's Hospital, Mr. Bill Humphrey, Administrator of Doctor's Hospital, Dr. Chris Armstrong and Dr. James Baker were all present representing their interest in the Temporary Clinic Building. The building rests on a utility easement by 8 feet; they stated that they had confirmation from PSO and ONG that they would not use the easement at this point in time. This would be a temporary clinic; a permanent building is contingent upon a successful practice of Dr. Armstrong and Baker. Mr. Cates stated that if the Council was in favor of the 6 months waiver being extended to Doctor's Hospital that he would have to amend the waiver. He suggested a gradual waiver contingent upon the Doctor's setting up practice, etc. Mr. Humphrey stated that if the doctor's did not in fact set up practice that he would personally see that the building came down. Owasso City Council Page Four May 18, 1982 Motion was made by Wauhilleau Webb, seconded by Phyllis Gross to conditionally agree to extend the waiver of plat requirement to remove temporary building on Lot 3, Block 1, in Owasso Business Park, an addition to the City of Owasso, County of Tulsa, State of Oklahoma, said extension of waiver of plat requirement conditioned upon the following, to-wit: 1. That Doctor's Family Medical Clinic, Inc., agree to modify the waiver of plat agreement and guaranty heretofore entered into on the 7th day of April, 1982, with surety attached, and further agree to allow the surety sum of $2,000.00 heretofore placed with the City of Owasso, Oklahoma to remain for a period commensurate with the extension conditionally granted hereby. 2. That Doctor's Family Medical Clinic, Inc., agree to lease said building to Drs. Chris Armstrong and James Baker, or other doctors similarly situated, qualified and desirous of achieving like goals. 3. That Drs. Chris Armstrong and James Baker, or other doctor's similarly situated, qualified and desirous of achieving like goals, occupy said premises, equip same with facilities adequate to facilitate the conduct of the medical general practice and conduct said medical general practice and continue to do so during the time within which said extension of waiver of plat requirement is effective, all before the 15th day of August, 1982. Then, in such event, the City of Owasso will extend the presently existing waiver of plat requirement applying to said Lot and flock in said addition for a period of one year from the date of August 15, 1982, said waiver to expire upon the discontinuance of said medical practice within the said facility or the 15th day of August, 1982, whichever the sooner. AYES: Messrs. Spencer and Stockler Mesdames Webb and Gross NAYS: None Motion carried. ITEM 11: APPROVE WARRANTS FOR PAYMENT. Mrs. Webb requested that the Regeneration Fitness Warrant ~~2392 be delayed until the next council meeting for the City Manager's imput into this matter. Motion was made by Von Stockler, seconded by Wauhilleau Webb to approve Warrants ~k2110-2232 for $52,081.57, Park Grant Fund ~~2269-82 - 2282-82 for $6,512.72, Revenue Sharing ~p2284-82 -2287-82 for $6,391.79, Teletype Fund ~~2283-82 for $297.00. Mr. Brad Moody expressed concern about 3 graves being damaged in the process of digging a new grave. He suggested that timbers be used so that the equipment does not damage the graves, or hand dig the graves in wet weather. Mr. Spencer stated that he would report this problem to the new City Manager.
