regular session in the Council. Chambers at City Hall per the
Notice of Public Meeting and Agenda posted on City Hall
bulletin board at 4:00 P.'1, on April 12, 1982, and by reference
is made a part hereof.
ITEM 1 CAT.T. TO ORDER
The meeting was called to order at 9:13 P.M. with Vice Mayor
Phyllis Gross presiding.

ITEPZ 4: APPROVE r2INUTES OF APRIL 12, 1982 SPECIAL MEETING OF THE
OWASSO CITY COUNCIL.
Motion was made by John Stadler, seconded by Lyle Wasserman
to approve minutes of April 12, 1982 Special '~~eeting.
AYES: Messrs. Wasserman, Spencer, Stadler, Smalley and Mrs. Gross
NAYS: None
Motion carried.
ITEM 5: ADVISORY COMMITTEE RECOMMENDATION FOR AN IMMEDIATE TEN
PERCENT PAY INCREASE FOR ALL CITY E"ZPLOYEES.
Mrs. Gross stated that this would also be under the recommendation
of the OPWA that this recommendation would be passed until consideration
of the 1982-83 Budget.
No Motion was made.
ITEM 6: PURPOSE OF CONSIDERATION OF THE FINANCIAL RAMIFICATIONS AS
~aELL AS THE EFFECT OiJ THE ELECTIO PROCESS RESULTING FROM RESOLUTION
82-0 PASSED APRIL 6, 1
Mrs. Gross stated that she felt that the entire City Charter needs
to be revised.

Motion was made by Phyllis Gross, seconded by John Stadler to
rescind Resolution 82-04 as it pertains to Item 6 and 7.

ITEM 7: RECOMMENDATION OF RESOULTION 82-04 FOR AMENDMENT TO
FACILITATE IMPLEMENTATION OF WARD ELECTIONS.
~7otion was made regarding this issue in Item 6 as stated above.
ITEM 8: PROPOSED USE HEARING FOR FISCAL YEAR 1982-83 REVENUE
SHARING FUNDS.

Mr. Fugate stated that phis item was to discharge our responsibilities
under the revenue sharing regulations to give the public an
opportunity to be heard, He stated ti"lat proper notice had been
given by newspaper and posting at the public library. He stated
that this was the initial step in the budgeting procedure.
Mr. Fugate read a letter from the Historical Society requesting
$100,000.00 to purchase land for a Library Museum.
Mr. Fugate stated that he had received a letter from the Federal
Government estimated that amoung of revenue sharing funds at
$120,000.00.

place this item on the agenda when consideration of the 1982-83
budget is being reviewed.

ITEM 9: ESTABLISH THE DATES AND HOURS OF OPERATION, ADZ~IISSION RATES,
NUMBER OF EMPLOYEES AND PERSONNEL PAY SC LES FOR THE CITY SWIMMING
POOL FOR THE SUr~~IER OF CALENDAR YEAR 198
Motion was made by Boyd Spencer, seconded by John Stadler to accept
the recommendation of the Acting City Manager with the clarification
of the amount of minimum wage.

ITEM 10: AMEND THE CITY PAY PLAN TO CHANGE THE PAY GRADE FOR THE
CITY INSPECTOR POSITION.
Mr. Fugate stated that Raymond May was at the top of his pay grade
and scale, he is therefore recommending that Mr. May be changed
from Grade 11 Step 5 to Grade 13 Step 2 which is a 5% increase,
this would leave an additional step for a 5% increase, and that
this reveiw was at least 6 months past due.
Motion was made by John Stadler, seconded by Lyle Wasserman
to accept the recommendation of the Acting City Manager.

ITEM 11: ACCEPT RESIGNATION OF RONALD L. GRIFFIN FROM THE
OWASSO INDUSTRIAL AUTHORITY.
Motion was made by Boyd Spencer, seconded by Jim Smalley to
accept the resignation of Ronald L. Griffin.
AYES: Messrs. Wasserman, Spencer, Stadler, Smalley and Mrs. Gross
NAYS: None
Motion carried.
ITEM 12: ESTABLISH THE SALARY OF THE ACTING CITY MANAGER.
Motion was made by Boyd Spencer, seconded by John Stadler to
set the Acting City Manager's salary at the lowest scale on
the City Manager's salary which is $26,000.00.

Motion carried.
ITEM 13: CONSIDERATION OF AMENDMENT OF ORDINANCE 108, SECTION 4,
LATI G TO PUNICIPAL COURT PROCEDURES TO PROVIDE THAT THE CITY
CLERK OF THE CITY OF OWASSO OR AN ASSISTANT THEREOF SHALL ALSO
BE AND ACT AS CLERK OF THE MUNICIPAL COURT.
T'Ir. Fugate stated that the only change was "or an assistant thereof"
so that a Deputy City Clerk could also serve as Court Clerk.
PZr. Cates stated that this amendment would clarify that an
assistant would be elgible to preside at court in the absence
of the City Clerk, or the Council could hire a Court Clerk and
take that responsiblity from the City Clerk. Under the ordinance

as it now stands if the City Clerk was unable to hold-court
for any reason, court could not be held.
Mr. Cates stated that because PZr, Fugate is a Deputy Clerk as
well the. the City Treasurer and Acting City PZanager, that could
pose a legal question.
Motion was made by John Stadler, seconded by Jim Smalley to
direct City Attorney to prepare an Amended Ordinance 1'J8,

ITEM 14: REQUEST TO HAVE THREE NEW DEPUTY CITY CLERKS DESIGNATED.
Mr. Fugate stated that the purpose of three Deputy Clerks, one
would actually go to court, and the other two would function
durirLg normal working hours, as a convenience to the public.
Mr. Cates stated that until Ordinance 108 is amended the position
of a deputy would be premature.
Motion was made by Boyd Spencer, seconded by John Stadler
to table Item 14.

ITEM 15: FINANCIAL. REPORT FOR MARCH 1982,
:fir. Fugate stated that the revenues were in good shape, expenditures
were low, franchise tax was collected this month. He stated that
the General Fund was in good shape.
No Motion was made.
ITEM l6: APPROVE WARRANTS FOR PAYMENT.
Mr. Spencer questioned ~~2244, purchase refrigerator.
Mr. Fugate stated that the refrigerator in the kitchen area
no longer worked, it was traded in on a used refrigerator.
Motion was made by Boyd Spencer, seconded by Lylp Wasserman
to approve Warrants ~~2163 through ~~2275 for $44,013.02
Park Grant Fund 30-83 through 33-82 for $3,019.13, Revenue
Sharing 28-82 through 30-82 for $5,552,34, Debt Service Fund
~~3-82 for $521.30.

ITEM 17: NEW BUSINESS.
Mr, Fugate stated that there was an Anti-Trust Seminar in Dallas
he felt like Mr. Cates should attend.
Mrs. Gross, Lyle Wasserman, and John Stadler expressed support
in favor of Mr. Cates attending the seminar.
Mr. Fugate stated that a local health club owner has been
discussing with the Fire Department and the Police Department
the membership at $150.00 per man per year. Under the Fire
Contract the men are entitled to 1 hour of exercise per day,
Being no further business before the Owasso City Council, the
chair adjourned at 10:12 P.M.
