HomeMy WebLinkAbout1982.04.12_City Council MinutesOn i~onriay, April 12, 1982, the Owasso City Council met in special session in the Council Chambers at City Hall per the Notice of Public Meeting and Agenda posted an City Hall bulletin board at 9:30 A.M. on April 8, 1982, and by reference is made a part hereof. ITEM l: CALL TO ORDER. The meeting was called to order at 4:03 P,M. with Mayor Wasserman presiding. ITEM 2: FLAG SALUTE. Flag salute was led by Mayor Wasserman. ITEM 3: ROLL CALL. PRESENT: Lyle Wasserman, Mayor Phyllis Gross, Vice Mayor Boyd Spencer, Councilman John Stadler, Councilman Ron Cates, City Attorney Bob Fugate, City Treasurer Acting City Manager Sue Shelley, City Clerk ABSENT: Jim Smalley, Councilman ITEM 4: APROVE r2INUTES OF REGULAR COUNCIL MEETING ON APRIL 6, 1982. Mrs. Shelley stated that on Item 14 the Resolution Number is 82-04 instead of 82-02. Motion was made by Phyllis Gross, seconded by John Stadler to approve minutes of April 6, 1982. AYES: Messrs, Wasserman, Spencer, Stadler and Mrs. Gross NAYS: None Motion carried. ITEM 5: PURPOSE OF CONSIDERATION OF THE FINANCIAL RAMIFICATIONS AS WELL AS THE EFFECT ON THE ELECTION PROCESS RESULTING FROM RESOLUTION 82-0 PASSED APRIL 19 2. Mr. Cates stated that the resolution that was passed created some financial probl--ems, dealing with the special election as well as the election process. If the resolution was passed it would create 5 precincts in the City, and the Tulsa County Election Board would refuse to service the City as to elections, He also stated that it the election changes from at large to ward elections he stated that an amendment should be considered to do away with the staggered election process, Also he mentioned that there would be an effect of this resolution on the recall process. Owasso City Council Page Two April 12, 1982 ~.,~ Mr. Harmon from the Tulsa County Election, stated that the statute states that the election board m_._Y change precinct lines to municipal lines, and if the election board does agree to it, that the City would ha~ae to pickup the cost, which he stated would be in excess of $10,000.00. He stated one of the reasons that the election board is not going to agree to create more precincts, they have just consolidated and cut out 38 precincts to save the taxpayers in Tulsa County money. If 5 precincts were created they would have to be open every election. Mrs. Gross requested a five minute recess to confer with John Stadler, at 4:20 P.M. The Meeting was adjourned at 4:20 P.M. The Meeting was reconvened at 4:25 P.M. Motion was made by Phyllis Gross, seconded by John Stadler to table until the next meeting and to hold the resolution 82-04 in abeyance until after the next council meeting. AYES: Messrs. Wasserman, Spencer, Stadler and Mrs, Gross NAYS: None Motion carried. ITEM 6: RECOMMENDATION OF RESOLUTION 82-04 FOR AMENDMENT TO FACILITATE IMPLEMENTATIO OF WARD ELECTLONS. Motion was made by Phyllis Gross, seconded by John Stadler to table until the next meeting and to hold the resoultion 82-04 in abeyance until after the next council meeting. AYES: Messrs. Wasserman, Stadler and Mrs. Gross NAYS: None ABSTAIN: Mr. Spencer Motion carried. NEW BUSINESS. No new business was discussed.
