HomeMy WebLinkAbout1981.11.17_City Council MinutesOn Tuesday, November 17, 1981, the Owasso City Council met in regular session in the Council Chambers at City Hall, per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 2:00 P.M. on November 13, 1981, and by reference is made a part hereof. ITEM l: CALL TO ORDER. The meeting was called to order at 7:00 P.M. with Mayor Wasserman presiding. ITEM 2: FLAG SALUTE. Flag salute was led by Mayor Wasserman. ITEM 3: ROLL CALL. PRESENT: Lyle Wasserman, Mayor Phyllis Gross, Vice Mayor John Stadler, Councilman Boyd Spencer, Councilman James Smalley, Councilman Harold Charney, City Attorney Kenneth Thompson, City Manager Sue Shelley, City Clerk ABSENT: None ITEM 4: APPROVE MINUTES OF OCTOBER 20, 1981, SPECIAL COUNCIL MEETING ITEM 5: APPROVE MINUTES OF NOVEMBER 3, 1981, REGULAR COUNCIL MEETING Mr. Thompson stated that Item 12 of the November 3, 1981, Regular Council Meeting Minutes had some inconsistencies in wording it stated the City was presently in the General Adjustment Bureau of the Municipal League. They should reflect that we are in the `'Municipal Assurance Group of the Municipal League" and the General Adjustment Bureau is the Agency making the appraisal. Motion was made by Boyd Spencer, seconded by John Stadler, to approve the Minutes of October 20, 1981 Special Council Meeting and approval of the November 3, 1981 Regular Council Meeting with the amendment of "~4unicipal Assurance Group of the Municipal League", and by reference are made a part hereof. Ayes: Messrs. Wasserman, Stadler, Smalley, Spencer and Mrs. Gross Nays: None Motion Carried. ITEM 6: REQUEST FOR CONDITIONAL APPROVAL OF THE FINAL PLAT FOR OT,lASSO OFFICE PARY. SUBDIVISION. Mr. Louis Levy was not present, no action was taken. Owasso City Council Page Two November 17, 1981 ~ _ ITEM 7: REQUEST FOR WAIVER OF ANNUAL CITY LICENSE FEE FOR TULSA COUNTY VO- TECH PLUMBING AND ELECTRICAL INSTRUCTOR TO ALLOW ON-THE-JOB TRAINING OF STUDENTS ON ONE HOUSE. Motion was made by Phyllis Gross, seconded by John Stadler to waive the $100.00 fee for each license for a one time only request. The City will do all inspections, except for the electrical which is done by the County. Ayes: Messrs, Wasserman, Stadler, Smalley, Spencer and Mrs. Gross Nays: None Motion Carried. ITEM 8: APPOINTMENT OF CITY CLERK. ITEM 9: APPOINTMENT OF COURT CLERK. Motion was made by Boyd Spencer, seconded by John Stadler that the City/Court Clerk work for the salary previously paid to the City/Court Clerk approximately $16,000 to $17,000 per year. Upon further investigation the salary was proven to be $16,806.00. Both positions were accepted by Sue Shelley, for $16,000 annually. Ayes: Messrs, Wasserman, Stadler, Smalley, Spencer and Mrs. Gross Nays: None Motion Carried. ITEM 10: CONSIDER AN ORDINANCE MAKING IT UNLAWFUL TO REPORT A FALSE ALARM OR PROVIDE OTHER FALSE INFORMATION TO THE POLICE AND FIRE DEPARTMENTS No Motion was made, discussion was held about issuing Citations for false alarms, and the problem it was creating for the City. Although no clear definition was presented for "false alarms" it was stated that Tulsa and Broken Arrow had passed Ordinances to this effect. Mr. Stadler stated that on November 24, 1981, he would present a seminar to the Owasso Police and Fire Department, at no cost to the City, to illustrate the prevention of falsa alarms. He further stated that wording of an Ordinance would have to be such as to allow for mechanical error, but Citations were in order for carelessness. Council passed on this issue until a later date. ITEM 11: PHYLLIS GROSS, VICE MAYOR REQUESTS THAT ALL CITY COUNCIL MEMBERS BE REQUIRED TO SIGN AN INVENTORY RECEIPT UPON THEIR ACCEPTANCE OF CITY COUNCIL PACKETS AND/OR OTHER CITY RELATED MATERIAL BEING HAND DELIVERED. ~...,, Motion was made by Phyllis Gross, seconded by John Stadler that Council Members be required to sign an inventory receipt. Mr. Spencer stated that he would not ~-°~! sign and would pick up a copy of the packet in the City Clerk's office, and that it was harassment. Ayes: Messrs, Wasserman, Stadler and Mrs. Gross Nays: Messrs, Spencer and Smalley Mntinn f'a rri ark Owasso City Council Page Three November 17, 1981 ITEM 12: APPROVE WARRANTS FOR PAYMENT Motion was made by Boyd Spencer, seconded by Phyllis Gross to approve General Fund Warrants ~~901 through ~~1023 for $76,712.73, Park Development ~~10 through ~~11 for $1,016.83, Revenue Sharing Warrant ~~5 for $3,139.40, authorize Mayor to sign same and by reference are made a part hereof. Ayes: Messrs. Wasserman, Stadler, Smalley, Spencer and Mrs. Gross Nays: None Motion Carried. ITEM 13: NEW BUSINESS ITEM 13A: Mayor Wasserman read a letter addressed to Police Chief Reyes written by an Owasso Citizen, Ester Jones, complimenting Chief Reyes on the work that he has done for the City and creating a safer situation for all. ITEM 13B: Mr. Charney, City Attorney, requested that he would like to have a place on the December 1st Agenda to advise the Council what he had learned at a seminar on Municipal Government at Oklahoma State University. This shall be placed on the Agenda per Mr. Charney's request. ITEM 13C: Mr. Smalley asked why the Owasso Reporter was not given a Council Packet? City Attorney, Harold Charney commented that the packets may contain confidential information about political issues that are not ready to be discussed in on the floor of an open meeting. The Agenda can be handed out at the appropriate open meeting, and then published. Being no further business before the Owasso City Council, Chair adjourned at 7:40 P.M. .~~ LE L.
