in the Council Chambers at City Hall, per the Notice of Public Meeting and
Agenda posted on City Hall bulletin board at 1:00 PM on September 11, 1981, and
by reference is made a part hereof.

The meeting was called to order at 7:00 PM with Mayor Spencer presiding.
ITEM 2 - FLAG SALUTE.
Flag salute was led by Mayor Spencer.
ITEM 3 - ROLL CALL.
Present: Boyd Spencer, Mayor
Dennis Burke, Vice Mayor
Al Lambert, Councilman
Phyllis Gross, Councilwoman

ITEM 4 - APPROVE MINUTES OF AUGUST 13, 1981 SPECIAL MEETING.
r4otion was made by Al Lambert, seconded by Dennis Burke, to approve Minutes of
August 13, 1981 Special Meeting, and by reference are made a part hereof.
Ayes - Messrs. Spencer, Lambert, Burke and Mrs. Gross
Nays - None
Motion carried.
ITEM 5 - APPROVE MINUTES OF SEPTEMBER 1, 1981 REGULAR MEETING.
Motion was made by Dennis Burke, seconded by Boyd Spencer, to approve "Mnutes
of September 1, 1981 Regular Meeting, and by reference are made a part hereof.
Ayes - Messrs. Spencer and Burke and Mrs. Gross
Nays - None
Abstain - Mr. Lambert
Motion carried.
ITEM 6 - ACCEPTANCE OF RESIGNATLON OF DR. STEVEN CLARK 'AS COUNCILMAN FROM WARD 5.
P4otion was made by Dennis Burke, seconded by Al Lambert, to accept the resigna-
tion of Dr. Steven Clark as Councilman from Ward 5.

Motion carried.
ITEM 7 - APPOINTMENT OF CITY COUNCIL MEMBER FROM WARD 5 TO REPLACE DR. STEVEN
CLARK.
Mayor Spencer explained this appointment will be only until the next regular
election.
Motion was made by Phyllis Gross to table this item until the next Council meet-
ing but motion died for the lack of a second.
Mr. Spencer submitted the name of James Smalley and Mrs. Gross submitted the
name of Jim Lambert.
Motion was made by Boyd Spencer, seconded by Al Lambert, to appoint James Smalley
to fill the unexpired term of Ward S, created by Dr. Clark's resignation, until
the next regular City election.
Ayes - Messrs. Spencer, Burke and Lambert
Nays - None
Abstain - P•1rs. Gross
Motion carried.
Mr. Smalley was given the Oath of Office by Mr. Charney and seated on the Coun-
cil.
ITEM 8 - REQUEST THE APPOINTMENT OF MIKE SEYMOUR AS CITY PROSECUTOR TO REPLACE
ED MCCORMACK.
Motion was made by Dennis Burke, seconded by Phyllis Gross, to appoint Mr. Mike
Seymour as City Prosecutor effective September 25, 1981.
Ayes - Messrs. Spencer, Burke, Lambert, Smalley and Mrs. Gross
Nays - None
Motion carried.
ITEM 9 - REQUEST FOR RATE INCREASE BY CONESTOGA CABLEVISION.
Mr. Morris introduced to the Council Mr. Albert Martinek, the new General Mana-
ger of Conestoga. Mr. Mortinek addressed the Council on some of the problem
areas he sees with Conestoga and requested Council's consideration of the in-
crease to improve and expand services. He said the rate increase does not meet
the expenses to cover all the planned improvements but it will be workable. "'"'"
Mr. Burke questioned if there will be a service man on 24 hour call and Mr.
Martinek replied yes, in the future a technician will be on 24 hour call.

Motion was made by Al Lambert, seconded by Boyd Spencer, to grant rate increase
by Conestoga Cablevision to $8.95 bier month for basic service, $9.95 for pay
service and $20.00 for installation.

Nays - None
Abstain - Messrs. Burke and Smalley and Mrs. Gross
Motion carried.
ITEM 10 - APPROVE ORDINANCE N0. 311 AUTHORIZING USE OF ABSENTEE BALLOTS IN CITY
ELECTIONS.
This item was tabled to the October 6th meeting.
ITEM 11 - REVIEW Er~1PLOYEE HEALTH INSURANCE COVERAGE.
Mr. Thompson advised Council that our present policy with Aetna has expired and
he has obtained quotes from other companies. These quotes were given to the
Council and by reference are made a part hereof.
Presently the City pays all of the employees share of medical coverage and $10.00
towards the employee's dependent coverage. It was decided to get the employees
preference on which type of coverage they prefer, such as less deductible for
higher premiums, or lower premiums and higher deductible.
City Clerk was directed to place this item on the October 6th agenda.

Motion was made by Dennis Burke, seconded by Al Lambert, to approve for payment
General Fund Warrants 429 through 464 in the amount of $19,351.52, and Park De-
velopment Warrants 001 and 002 for $74.25, authorize Mayor to sign same, and by
reference are made a part hereof.

ITEM 13 - NEW BUSINESS.
Item
Mr. Lambert questioned a street sign which has been missing on North Elm for over
two years. He also addressed the drainage problem in the 1700 Block of North Elm
in regard to Mr. Thompson's memo stating drainage from the Mowery Funeral Home
might be directed to their area which would compound the problem. George Phillips,
James Williams and several other residents from North Elm were present asking for

the City's cooperation in correcting the drainage problem.

Mr. Thompson said the problem can be immediately relieved by authorizing the
purchase of equipment to keep the channel open. He also suggested the Council
make that a part of an improvement program.
They were also concerned with future drainage problems which might be created
with the construction of the new post office. Mr. Burke recommended including
a drainage improvement system in a Public Works improvement project. Mr.
Phillips said the Planning Commission does take drainage into consideration but
their control is limited.

Mr. Charney requested the ordinance governing hours of private club operation be
placed on the October 6th agenda. Mr. Charney advised the Council in the mean-
time to consider their opinion of a club being open on Sunday when New Year`s
Day or New Year's eve might fall on a Sunday.
Being no further business before the Owasso City Council, Chair adjourned at
8:30 PM.
