HomeMy WebLinkAbout1981.05.12_City Council MinutesOn Tuesday, May 12, 1981, the Owasso City Council met in a special meeting in the Owasso Community Center per the Notice of Public Meeting and Agenda posted on City Hall bulletin board at 10:00 AM on Monday, May 11, 1981, and by refer- ence made a part hereof. The meeting was called to order at 7:05 PM with Mayor Spencer presiding. Present: Boyd Spencer, Mayor Dennis Burke, Vice Mayor Al Lambert, Councilman Steven Clark, Councilman Phyllis Gross, Councilwoman Harold Charney, City Attorney Kenneth Thompson, City Manager Wauhilleau Webb, City Clerk Absent: None ITEM 1 - PROPOSED USE PUBLIC HEARING FOR GENERAL REVENUE SHARING FUNDS FOR FIS- CAL YEAR 1981-1982. Mayor Spencer publicly read the preliminary budget which is as follows: A~t-bulance: Used Van-type Ambulance $ 10,000 Street: Street repair and surfacing 25,000 Storm drainage improvements 5,000 Truck, one ton 10,000 City Engineer: Office, drafting, surveying equipment 5,000 Park: Floor finishing machine 4,000 City Manager: Office furniture and equipment 700 General Government: Typewriter 1,200 Computer payments 22,300 Computer cabinets 1,500 City Hall improvements 1,000 City Mechanic: Drill press 500 Floor jack 1,250 Hydraulic lift 3,500 Tools 1,000 Police: Two patrol cars 16,000 Fire Department: Chairs, lockers, files, tank air bottles 9,000 Divil Defense: Three warning sirens 12,000 TOTAL $ 128,950 Owasso City Council Page Two May ~„ 1981 The public was reminded this is not the final budget and the purpose of this meeting is to receive suggestions and imput from the public prior to adopting the final budget. Mel Williams questioned the cost of the floor jack and hydraulic lift and rlayor Spencer agreed with him that it could be acquired for about $350.00 to $600.00. Mr. Charney presented the Council with a letter from the Owasso Historical Society requesting $1,000.00 be alloted to them. Wayne Vines asked if some funds could be set aside to increase the water pressure in Hale Acres and Mayor Spencer responded the City is very much aware of the water pressure up North and wants to get it corrected but there is not enough money in the whole revenue sharing money to do the job. Mr. Burke reminded the public that at a previous Council meeting it was discussed to contact Collinsville and Rural Water District No. 3 to see if they would be willing to let us run in a large line from their closest line so we could utilize Tulsa as a second source. We would be buying water from them but as there have been other press- ing matters with us. Mr. Thompson commented we have a engineering firm doing a detailed study on what we need to do to improve our system up north. P~layor Spencer recommended $25,000.00 be held back as a surplus cushion in case we need it for an emergency. There was no further recommendations for the preliminary revenue sharing budget. ITEM 2 - PUBLIC HEARING BY CITY COUNCIL TO INQUIRE INTO THE CONDUCT OF OFFICERS, DEPARTMENTS AND AGENCIES OF THE OWASSO CITY GOVERNMENT IN ACCORDANCE WITH SECTION 2-4(d) OF THE OWASSO CITY CHARTER. At the April 21, 1981 meeting this item was discussed and the Council directed a public inquiry be held on this matter which is to cover Mr. Lyle Wasserman's 20 questions and the report from the District Attorney's office. The remainder of this public hearing was recorded by a Court Reporter and will be made a part of these minutes. Motion was made by Dennis Burke, seconded by Al Lambert, to close this meeting permanently. Ayes - Messrs. Spencer, Lambert and Burke Nays - Dr. Clark and Mrs. Gross Motion carried.
