in the Council Chambers at City Hall, per the Notice of Public Meeting and
Agenda posted on City Hall bulletin board at 2:15 PM on February 13, 1981, and
by reference made a part hereof.
ITEM 1 - CALL TO ORDER.
The meeting was called to order at 7:10 PM with Mayor Spencer presiding.
ITEM 2 - FLAG SALUTE.
Flag salute was led by Mayor Spencer.
ITEM 3 - ROLL CALL.

ITEM 4 - APPROVE MINUTES OF FEBRUARY 3, 1981 REGULAR MEETING.
PZotion was made by Dennis Burke, seconded by Al Lambert, to approve Minutes of
February 3, 1981 regular meeting, and by reference made apart hereof.
Ayes - P4essrs. Spencer, Lambert and Burke
Nays - None
Abstain - Mrs. Fickle
Motion carried.
ITEM 5 - REQUEST TO ANNEX FREEWILL BAPTIST CHURCH FR7PERTY (700 BLOCK NORTH
BETWEEN BEAUMONT AND CARLSBAD), ORDINANCE N0. 299.
Motion was made by Robbie Fickle, seconded by Al Lambert, to approve annexation
of the Freewill Baptist Church property in the 700 Block North between Beaumont
and Carlsbad, by Ordinance No. 299, and by reference made a part hereof.
Ayes - Messrs. Spencer, Lambert, Burke and Mrs. Fickle
Nays - None
Motion carried.
ITEM 6 - REQUEST FOR FINAL PLAT APPROVAL OF CLARK PLAZA IV SUBDIVISION (NORTH
EAST CORNER OF HIGHWAY 169 AND 86TH STREET NORTH).

Motion was made by Dennis Burke, seconded by Al Lambert, to approve final plat
of Clark Plaza IV subdivision located on the northeast corner of Highway 169
and 86th Street North, and by reference made a part hereof.

Nays - None
Motion carried.
ITEM 7 - APPROVE APPOINTMENT OF ONE MEMBER TO THE CITY PERSONNEL BOARD TO FILL
UNEXPIRED TERM OF DON COOKE.
Motion was made by Robbie Fickle, seconded by Boyd Spencer, to appoint Inez Odom
to the Personnel Board to fill Don Cooke's seat which expires June 30, 1981.
Ayes - Messrs. Spencer, Lambert, Burke and Mrs. Fickle
Nays - None

ITEM 8 - REQUEST TO LARRY FITZPATRICK TO DISCUSS POLICIES ON APPREHENSION OF
ANIMALS.
Mr. Fitzpatrick advised the Council that on February 9 the Animal Control Offi-
cer shot and killed his poodle with a dart tranquilizer gun, and had submitted
a $135.00 claim to the City Manager which was not accepted. He stated a Doctor
Johnson performed an autopsy, with a report that the dart penetrated 2" and
broke the dog's collar bone, being shot at too close a range, with the result
that the dog died from either shock or a heart attack. He said the dog was
tranquilized with a combination of Rompum and Ketaset and has been advised that
both these drugs are approved separately but not combined. Mr. Fitzpatrick
presented the Council with the $135.00 claim and requested no further action of
this type be used against dogs.
Mr. Lambert said he agreed with the City Manager's refusal to accept the claim
and commented he was not fond of dogs running loose as he has personally had to
endure the Pasteur treatment and in his opinion any dog running. loose is a po-
tential rabbies carrier.
Mrs. Fickle commented that we do have an ordinance pertaining to dogs at large
and even thought the dog was apparently not vicious the ordinance must be en-
forced.
Mr. Thompson said the Animal Control Officer has been cautioned about his pro-
cedure in the future. A question arose as to an additional shot of Rompum or
penicillin and ~1r. Thompson said the Animal Control Officer recently was in-
structed at an animal control school to give the penicillin as a precaution
against infection from the dart gun.

Motion was made by Dennis Burke, seconded by Robbie Fickle, to deny claim of Mr.
Larry Fitzpatrick in the amount of $135.00, and to leave Animal Control policy
"as is" until changes are recommended by the City Manager.

Nays - None
Abstain - Mr. Lambert;
Motion carried.
ITEM 9 - CANCELLATION OF FIRST MEETING IN MARCH.
Motion was made by Dennis Burke, seconded by Robbie Fickle, to reschedule the
March 3rd City Council meeting to 4:00 PM on March 5.
Ayes - Messrs. Spencer, Lambert, Burke .and P4rs. Fickle
Nays - None
Motion carried.
ITEM 10 - APPROVE WARRANTS FOR PAYMENT.
Motion was made by Boyd Spencer, seconded by Dennis Burke, to approve warrants
for payment, and by reference made a part hereof.
Ayes - Messrs. Spencer, Lambert, Burke and Mrs. Fickle
Nays - None
Motion carried.
ITEM 11 - NEW BUSINESS
Item
Mr. Thompson advised that Owasso Cable Television has completed their installa-
tion and has requested release of their $10,000.00 cash performance bond. He
was directed to place this item on the next agenda.

Mayor Spencer directed Mr. Charney to restudy our sign ordinance and make a re-
commendation on improving same at the April 7 meeting. Mr. Thompson said he
has discussed this same subject with Ms. Dickey and suggested ?~Ir. Charney work
with her.

Item
Mr. Montooth commented to the Council that he likes the way the baseball field
at Rayola Park turned out and would like to have it done to the other diamond.
He said he has talked to Public Service Company and they said they would move
some poles back at no cost to make it a near regulation size field and requested
the City assist with the expense of putting up a fence. Mr. Thompson said they
had requested to be put on the agenda but he did not put them on as he felt he
could not recommend the expense in this budget year. Mr. Montooth said they
could make financial arrangements and pay for all of it if the City could reim-
burse them in July for the City's half.
Mr. Montooth said their other plan would be to ask local merchants to contribute
to the fence and make a plaque to be placed on the backstop with contributors
names thanking them for their donation.
Motion was made by Al Lambert, seconded by Robbie Fickle, to grant permission to
the FOR Club to put fence up at Rayola Park, totally at their cost, using a
plaque to acknowledge donations.

Motion carried.
Mr. Spencer felt there will be a conflict with the Little League players and it
will cause trouble.
Item
Representatives from the FOR Club requested the Council to consider establish-
ing a Recreation Department to run the programs which the Club is presently
sponsoring. Mayor Spencer directed this item be placed on the April 2 agenda.
Being no further business before the Owasso City Council, Chair adjourned at
8:30 PP1.
