HomeMy WebLinkAbout1981.02.03_City Council MinutesOn Tuesday, February 3, 1981, the Owasso City Council met in regular session in the Council Chambers at City Hall, per the Notice of Public Meeting and Agenda posted on City Hall Bulletin Board at 3:00 PM on January 30, 1981, and by reference made a part hereof. ITEM 1 - CALL TO ORDER. The meeting was called to order at 7:04 PM with Mayor Spencer presiding. TTRM ~ - T+T.A(: 4AT.TTTF. _ Flag salute was led by Mayor Spencer. TTRM 3 - ROLL CALL. Present: Boyd Spencer, Mayor Al Lambert, Councilman Dennis Burke, Councilman Kenneth Thompson, City Manager Wauhilleau Webb, City Clerk Absent: Robbie Fickle, Vice Mayor Mayor Spencer recessed City Council at 7:06 PM and reconvened at 8:24 PM. ITEM 4 - APPROVE MINUTES OF JANUARY 20. 1981 REGULAR MEETING. Motion was made by Boyd Spencer, seconded by Dennis Burke, to approve Minutes of January 20, 1981 regular meeting, and by reference are made a part hereof. Ayes - Messrs. Spencer, Lambert and Burke Nays - None Motion carried. ITEM 5 - APPROVE ORDINANCE N0. 297 ANNEXING A 132' X 300' TRACT ON THE SOUTH SIDE OF 99TH STREET NORTH, WEST OF GARNETT ROAD. Motion was made by Al Lambert, seconded by Dennis Burke, to approve Ordinance No. 297 annexing a 132' x 300' tract on the South side of 99th Street North, West of Garnett Road, and by reference made a part hereof. Ayes - Messrs. Spencer, Lambert and Burke Nays - None Motion carried. ITEM 6 - APPROVE ORDINANCE NO. 298 REZONING FROM AG AGRICULTURE TO RS2 SINGLE FAMILY RESIDENTIAL A 132' X 300' TRACT ON THE SOUTH SIDE OF 99TH STREET NORTH, WEST OF GARNETT ROAD, ZONING CASE OZ-56. Motion was made by Dennis Burke, seconded by Boyd Spencer, to approve Ordinance No. 298 rezoning from AG Agriculture to RS 2 Single Family Residential, a 132' x 300' tract on the South side of 99th Street North, West of Garnett Road, Zoning Case OZ-56, and by reference made a part hereof. ITEM 7 - APPROVE RESOLUTION N0. 81-O1 CALLING FOR A CITY PRIMARY ELECTION OD1 MARCH 17, 1981 FOR WARDS 3, 4 AND 5. Motion was made by Boyd Spencer, seconded by Dennis Burke, to approve Resolution No. 81-O1 calling for a City primary election on March 17, 1981, for Wards 3, 4 and 5, and by reference made a part hereof. Ayes - Messrs. Spencer, Lambert and Burke Nays - None Motion carried. ITEM 8 - APPROVE APPOINTMENT OF ONE MEMBER TO THE CITY PERSONNEL BOARD TO FILL UNEXPIRED TERM OF DON COOKE. Mayor Spencer asked the Council if they had an appointment to recommend. There were no recommendations and Mayor Spencer said since this seat needs to be filled as soon as possible, it was to be placed on the February 17th agenda. Bob Randolph volunteered to serve on the Personnel Board, and Mayor Spencer said he would be considered for the position. ITEM 9 - APPROVE APPOINTMENT OF ONE MEMBER TO THE COMMUNITY CENTER ADVISORY BOARD. Motion was made by Boyd Spencer, seconded by Dennis Burke, to follow the Com- munity Center Advisory Board's recommendation and appoint Mr. Lyn Ritter to fill the unexpired term of Gerald Christy. Ayes - Messrs. Spencer, Lambert and Burke Nays - None Motion carried. ITEM 10 - MINUTES OF JANUARY 15, 1981 PLANNING COMMISSION MEETING. Motion was made by Dennis Burke, seconded by Al Lambert, acknowledging receipt of the Planning Commission Meeting minutes of January 15, 1981, and by reference made a part hereof. Ayes - Messrs. Spencer, Lambert and Burke Nays - None Motion carried. Owasso City Council Meeting February 3, 1981 Page Three ITEM 11 - APPROVE WARRANTS FOR PAYMENT. Motion was made by Dennis Burke, seconded by Al Lambert, to approve cancella- tion of warrants 546, 946, 1134, 1135, 1147, 1257, 1261, 1262 and 1268 for $2,242.62, and payment of Warrants 1278 through 1400, DELETING Warrant 1373, TRANSFERRING TO REVENUE SHARING Warrants 1386, 1388, 1395 and 1396 (totaling $1,015.77), and AMENDING Warrant 1394 to $64.15, for a revised total of $42,243.64, and authorizing Mayor to sign same, and by reference made a part hereof. Ayes - Messrs. Spencer, Lambert and Burke Nays - None Motion carried. ITEM 12 - NEW BUSINESS. Dennis Burke asked the status of the bus service and Mr. Thompson said he was to meet with the transportation committee the next day and would ask about it.
