lar session, in Council Chambers at City Hall, per Notice of
Public Meeting and Agenda posted on City Hall Bulletin Board at
4:30 PM on April 2, 1979, and by reference made a part hereof.
Present: Boyd Spencer, Mayor
Don Thompson, Councilman
Robert Wrestler, Councilman
Wayne Meyer, City Manager
Harold Charney, City Attorney (Arrived at 7:25 PM)
Wauhilleau Webb, City Clerk
Absent: Robbie Fickle, Vice Mayor
The meeting was called to order at 7:04 PM, with rZayor Spencer
presiding.
Employee of the Month Award was presented to Merrilyn Merchant,
Personnel Clerk and Secretary to City Manager.
Motion was made by Don Thompson, seconded by Robert Wrestler, to
approve Consent Agenda items, as follows, as published in the
Owasso Reporter on March 29, 1979, and by reference made a part
hereof.
1. Approve Minutes of ~.7arch 20, 1979, Regular Meeting
2. Approve Minutes of March 22, 1979, Special Meeting
3. Approve Warrants for Payment

approve additional warrants for payment, and by reference made a
part hereof.

As no one was present regarding discussion on cable television,
it was moved to later in the meeting in the event a representa-
tive did arrive.
In regard to applying for CETA Grant for Summer Youth Program,
:Mayor Spencer asked if these would be local youths or could
they be from other areas. Mr. 'Meyer replied it could be either
but we could promote it through our schools by going through
Dale Johnson. Mayor Spencer asked if they apply to CETA or the
City and Merrilyn Merchant replied they must be certified by
CETA but they would make the employment application with the
City. Bill Williams stated we could apply for more than three,
but he felt three was all they could adequately supervise. Also,
he would rather have three that he could keep employed all summer

than take on quite a few more then have to let them go when the
work was completed. Mr. Thompson questioned if through this
program there might be people capable of planning play activi-
ties, to which r~r. Meyer replied there might be qualified appli-
cants at the college level as this program is for ages 16 thru
21. Ms. Merchant commented the program is actually for ages 24
through 21, but we will only take applications at ages 16 thru
21 due to the nature of the work they would be performing. Mr.
Thompson asked about manpowering the swimming pool this summer
and Mr. Meyer replied he doesn't know yet if we want to contract
it or go the route we have in the past by hiring a manager. Mr.
Wrestler asked if we have to hire all that we apply for on this
grant, to which Ms. Merchant said she didn't think so.
Motion was made by Don Thompson, seconded by Robert Wrestler, to
approve applying for CETA Grant to hire five employees for the
Summer Youth Program, and by reference made a part hereof.

Ms. Merchant explained to Council the purpose of approving Ord-
inance 255 to increase retirement fund contribution is that in
1977 the retirement was raised from 2% to 22% by Bill Parrese
and she had been instructed it was approved. Much later Ms.
Merchant discovered it had not been approved by Council. Mayor
Spencer asked when she made this discovery to which she replied
about the time Pat Christensen left (March of 1978), and the Re-
tirement Fund said we would either need to refund the money or
pass an ordinance retroactive to July 1, 1977. Mr. Thompson
questioned if any additional amount would be due by the City and
Ms. Merchant replied she did not know.
Motion was made by Robert Wrestler, seconded by Don Thompson,
to table Item 6, Approve Ordinance 255 Increasing Retirement
Fund Contribution Retroactive to July 1, 1977, and Item 7, Ap-
prove Emergency Clause to Ordinance 255, to the April 27th City
Council meeting in order to get more input as to the cost to
the City.

Motion was made by Don Thompson, seconded by Robert Wrestler, to
approve fire run contract with MFA Insurance, property owner
Mrs. Betty Crawford, and by reference made a part hereof.

Mr. Charney arrived at this time and advised Council he had in-
troduced the people with the cable television organization to
the Chamber of Commerce, and the Chamber is getting a fact find-
ing conunittee organized. Council instructed City Clerk to not
put this item back on the agenda until it is requested by the
cable television representatives.
OLD BUSINESS:
rZr. Wrestler said he had an appointment to the Personnel Board
and was recommending :fir. Don Cooke. Mr. Thompson asked where
Mr. Cooke was employeed and Mr. Wrestler advised American Air-
lines.
Motion was made by Robert Wrestler, seconded by Don Thompson, to
appoint Don E. Cooke to the Personnel Board.

Mayor Spencer said he would like to recommend Mrs. Marilyn
Hinkle to serve on the Planning Commission.
Motion was made by Don Thompson, seconded by Robert Wrestler, to
appoint r~rs. Marilyn Hinkle to the Planning Commission.

NEW BUSINESS:
Don Cooke asked Public Works Director when they will get street
signs in Ator IV. Mr. Williams said they had been ordered the
previous day, Mr. Wrester said he was told several months ago,
prior to his being on the Council, by Arnnie McGill, that these
signs had been ordered, so if they have just been ordered what
is the estimated delivery date. Mr. Williams said two weeks,
possibly a little longer.
Ralph Schaefer asked the policy of the City in regard to people
using old trash cans. Mayor Spencer said he hopes the people
will respond and work with the City and remove the garbage cans
as they are an eyesore. Mayor Spencer also said it hinders our

system from working smoothly as it takes more time for the oper-
ator on the truck to pick up cans and empty them into the gar-
bage truck. Mayor Spencer said one man recently asked him the
same question and said the dogs and cats will tear the bags
open, to which he responded if the bags are put out pickup morn-
ing, not the night before, he would probably not have that type
problem. Mr. Williams commented we are not having a problem
with torn bags. P~Ir. Charney asked just how the trash service
is doing and Mr. Williams told him we are receiving less than
one call a day. Mayor Spencer asked Mr. Williams if we have
enough containers at the park, as people are using them. Mr.
Williams said that it is adequate and he would like to see them
stay there unless people abuse them. Mr. Williams said he did
check on the containers at the park several times over the past
weekend and the ground was clean except for a mattress. :1r.
Spencer commented he saw the mattress being dumped. Mr. Cooke
asked if there is a limit to the amount of bags placed on the
curb. Mr. Williams said the City might question it if someone
had 8 or 10 bags all the time but occasionally we assume it is
only yard clippings and such and they will be picked up.
Being no further business before the Owasso City Council,
Chair adjourned at 7:40 Pr1.
