session, in Council Chambers at City Hall, per Notice of Public
Meeting and Agenda posted on City Hall Bulletin Board at 4:30 PM
on May 14, 1979, and by reference made a part hereof.
Present: Robbie Fickle, Vice Mayor
Don Thompson, Councilman
Robert Wrestler, Councilman
Al Lambert, Councilman
Harold Charney, City Attorney
Wayne Meyer, City Manager
Wauhilleau Webb, City Clerk
Absent: Boyd Spencer, Mayor
The meeting was called to order at 7:00 PM, with Vice Mayor Fickle
presiding.
Mrs. Fickle explained the reason for Mayor Spencer's absence is
due to an injury to his ankle.
Motion was made by Robert Wrestler, seconded by Al Lambert, to
approve Consent Agenda items, as follows, as published in the
Owasso Reporter on May 10, 1979, and by reference made a part
hereof
1. Approve Minutes of May 1, 1979, Regular Meeting
2. Approve Warrants for Payment
3. Approve Fire Run Contract with Oklahoma Farmers Union;
Property Owner C. V. Harris
4. Approve Ordinance No. 260 on Rezoning Case OZ-44, Ap-
proved May 1, 1979
Ayes - Messrs. Thompson, Wrestler, Lambert and Mrs. Fickle, with
Mrs. Fickle abstaining on Item 4 Approve Ordinance No. 260
and Item 2 Warrants 1485 and 1486
Nays - None
Motion was made by Robert Wrestler, seconded by Don Thompson, to
approve additional warrants for payment, and by reference made a
part hereof .
Ayes - Messrs. Thompson, Wrestler, Lambert and Mrs. Fickle, with
Mrs. Fickle abstaining on Warrants 1516, 1527, 1529 and
1530

Mr. Meyer called to Council's attention

Motion was made by Don Thompson, seconded by Al Lambert, to
award bid for underground gasoline storage tanks to Petroleum
Marketers, as low bidder, in the total amount of $8,193.68,
and by reference made a part hereof.
Ayes - Messrs. Thompson, Wrestler, Lambert, Mrs. Fickle
Nays - None
Mrs. Fickle questioned Mr. Meyer's need to attend the Finance
Officers' Conference and Mr. Meyer replied that he had asked to
continue his membership in this organization at the time he was
employed as City Manager.
Motion was made by Al Lambert, seconded by Don Thompson, to ap-
prove leave of absence for City Manager to attend Municipal
Finance Officers' Association Conference, June 2 thru June 7,
1979, Detroit, Michigan, as required by City policy.

Nays - None
Mr. Meyer advised Council that Mr. Kite felt this Supplemental
Appropriation would be the last one needed for this year.
Motion was made by Robert Wrestler, seconded by Don Thompson, to
approve Supplemental Appropriation, General Fund 1978-1979, and
by reference made a part hereof.
Ayes - Messrs. Thompson, Wrestler, Lambert, Mrs. Fickle
Nays - None
Motion was made by Don Thompson, seconded by Robert Wrestler, to
retroactively reappoint to the Board of Adjustment Mac Borgna
whose term will expire June 30, 1981, and Richard Helm whose
term will expire June 30, 1980, and by reference made a part
hereof .
Ayes - Messrs. Thompson, Wrestler, Lambert, Mrs. Fickle
Nays - None
In regard to the three new positions in the Fire Department,
there was much discussion on the CETA Program which would limit
this salary to $600.00 per month. Acting Chief Shouse commented
he is concerned with the quality of person that would apply at
that salary. Mr. Meyer commented on the number of hours which

the volunteer firemen are putting in during this critical per-
iod of manpower shortage in the department.
Motion was made by Don Thompson, seconded by Al Lambert, to ap-
prove three new positions in the Fire Department, first utiliz-
ing the CETA program, and if that program does not bring some
qualified applicants, then City Manager and Fire Chief are to
work out funding in the budget for non-CETA employees.
Ayes - Messrs. Thompson, Wrestler, Lambert, Mrs. Fickle
Nays - None
Motion was made by Don Thompson, seconded by Robert Wrestler, to
appoint Mayor Spencer as the Owasso representative to the Re-
gional Metropolitan Utility Authority Board and Wayne Meyer as
alternate, by Resolution No. 79-05, and by reference made a part
hereof.
Ayes - Messrs. Thompson, Lambert, Wrestler, Mrs. Fickle
Nays - None
Motion was made by Robert Wrestler, seconded by Don Thompson, to
approve submitting application for HUD 701 Local Planning Assis-
tance Grant as submitted by City Planner, and by reference made
a part hereof.
Ayes - Messrs. Thompson, Wrestler, Lambert, Mrs. Fickle
Nays - None
Council publicly accepted April 1979 Financial Statements, and
by reference are made a part hereof.
Motion was made by Robert Wrestler, seconded by Don Thompson, to
approve Resolution No. 79-06 Establishing Fees for Swimming Pool
for 1979, and by reference made a part hereof.
Ayes - Messrs. Thompson, Wrestler, Lambert, Mrs. Fickle
Nays - None
Motion was made by Don Thompson, seconded by Robert Wrestler,
directing City Manager and Bill Williams to work out a program
for an individual coupon system for the swimming pool.

OLD BUSINESS:
Motion was made by Don Thompson, seconded by Al Lambert, to
bring from table and not support the $1.00 per member adminis-
trative fee for the Oklahoma Municipal League Credit Union,
and by reference made a part hereof.

Nays - None
Motion was made by Don Thompson, seconded by Al Lambert, to
bring from table and approve Ordinance No. 256 on Fire Runs out-
side City limits, and by reference made a part hereof.

Motion was made by Al Lambert, seconded by Robbie Fickle, to
bring from table and approve Emergency Clause to Ordinance No.
256. w

Nays - Mr. Thomason
The emergency clause to Ordinance No. 256 did not pass, due to
the lack of a majority vote required on emergency clauses.
Motion was made by Robert Wrestler, seconded by Don Thompson,
to bring from table acceptance of letter of resignation from
Less Scarbrough from Personnel Board, and by reference made a
part hereof.
Ayes - Messrs. Thompson, Wrestler, Lambert, Mrs. Fickle
Nays - None
Council had no nominations for the vacancy on the Personnel
Board created by Les Scarbrough's resignation and directed the
City Clerk to table until advised by Council it is to be placed
on the agenda.
