Council Chambers at City Hall, per Notice of Public Meeting and Agenda posted
on City Hall bulletin board at 5:00 PM on May 21, 1979, and by reference made
a part hereof.

The meeting was called to order at 7:03 PM, with Mayor Spencer presiding.
Mr. Spencer recognized Mr. Ray James, who was not on agenda but wanted to dis-
cuss possible use of an area in Rayola Park to be used for a bicycle track, .
which would be sanctioned by the ABA Bicycle Association. The area, to be
used for races approximately every other week, would be from just north of the
swimming pool, along the fence to the creek, making several straight runs and
several curves. The track would be 7'-10' wide and made with a box blade.
Mr. James explained that Tulsa opened a track in Riverparks area several
weeks ago with over 100 entries, divided into age groups. There would be a
fee charged for racing to cover expenses, but the association is non-profit.
The track would be limited to 20" bikes for racing, with no motorized vehicles
allowed. Mr. Lambert questioned liability if someone should get hurt and
Mr. James explained most tracks have contestants sign a release form in case
of injuries. Mr. Thompson expressed concern that the track would be used for
motor bikes, but it was pointed out there is a sign prohibiting this. Robbie
Fickle expressed view that she had been a proponent of bike trails for a long
time and would like to see details worked out. Don Thompson stated most cities
build tracks away from residential areas. Plans were made for Mr. James, Mayor
Spencer and Bill Williams to meet at Rayola Park at 5:30, Wednesday, May 23,
1979, to look at the area.
In regard to proper zoning for gasoline tank location, City Manager, Wayne
Meyer, reported that as far as could be determined, zoning for placement of
gasoline tanks in the area of the old water tower is sufficient to put tanks
in since it is commercial zoning. He sees no complications. Mr. Lambert
asked Bill Williams if he had looked into zoning for City Hall and Bill
Williams indicated there might be some problems anytime you located tanks this
close to buildings. However, he also indicated there would be no gas vapors
coming off the tanks, that the vapor goes back into the tanks, which have a
pressure lead-off valve. Raymond May, Building Inspector, indicated the tanks
must be located at least 300' from school buildings. The City currently has
a 1,000 gallon storage tank at the proposed site by the old water tower. It
was mutually agreed upon by all Council Members that the tanks should be placed
where the old water tower is now located, at 2nd and Main streets.
In regard to adopting BOCA Building Code, Mr. Meyer questioned if we were
going to encompass plumbing, building and electrical codes, or just building
code alone. It was concensus of the Council that the change would be for all
areas at the same time. The BOCA Code will be placed on the agenda for
June 5, 1979, with Mr. Charney instructed to prepare the ordinance, in which
everything issued prior to date of acceptance would be on the Southern Code
and everything after date of acceptance would be on the BOCA Code.

There was no motion to adopt the BOCA Code.
During discussion on the cemetary ordinance to comply with state law, it was
pointed out that to comply with state law we must put 25% of all monies collected
from cemetary into special cemetary fund, to be used for maintenance of the
cemetary. Mr. Meyer also stated there have been many requests to purchase lots
with payments over a years time, which would involve minimal bookkeeping on the
part of City employees. Mr. Charney also felt the Sexton should be given auth-
ority to designate areas to be used for single spaces, and those areas reserved
for lots of 6 spaces, a map of which would be presented to the Council and one
also hung in City Hall. Our present City Code would be changed to reflect
compliance with state law.
Mr. Charney was instructed to have new ordinance on cemetary prepared for the
June 19 Council Meeting. The code will be changed so the Council can charge
fees by resolution. The resolution will be drawn up with no emergency clause.
In regard to the Swimming Pool, Mr. Meyer stated the hours of the swimming
pool would be Monday through Saturday, 12:00 - 5:00 PM; Tuesday and Thursday,
adults over 18 only, from 7:00 - 9:30 PM; with the pool being closed Sundays.
Mr. Meyer stated that coupons could be prepared, with 20 swim sessions each,
for adults and the same for children. Fees at the pool are currently 75~ for
children under 12 and $1.00 for over 12. Adult coupons would sell for $17.50, ,,,
a savings of $2.50 over the regular price. Coupons for children would sell
for $12.50, a savings of $2.50 also. Coupons would be marked for use only
during the 1979 season, with the coupon being punched each time used. These
coupons could be used by other persons, not just limited to one person. It
was suggested that the coupons be different colors for adults and children.
City Planner, Jack Gorzeman, presented the Capital Improvements Program for
Fiscal Years 1980-85. He also stated the Planning Commission would recommend
adoption of the BOCA Code. The resolution for adoption of the Capital Improve-
ments Program is to be placed on the agenda for the June 5 meeting.
Mr. Spencer requested the Council to return to Item 2 on the agenda, Approval
for Adopting the BOCA Building Code.
Motion was made by Boyd Spencer, seconded by Robbie Fickle, that the BOCA Code
be accepted for all building trades, including Building, Electrical and Plumbing,
with emergency clause, to go into effect July 1, 1979.
Ayes - Messrs Spencer, Lambert, Thompson, Wrestler, Mrs. Fickle.
Nays - None.

In regard to Item 4, Swimming Pool Coupons, motion was made by Robbie Fickle,
seconded by Bob Wrestler, to accept proposal of City Manager as to price of
coupons.
Ayes - Messrs Spencer, Lambert, Thompson, Wrestler, Mrs. Fickle.
Nays - None.
Motion Carried.
