HomeMy WebLinkAbout1979.07.03_City Council MinutesOn Tuesday, July 3, 1979, the Owasso City Council met in regular session, in Council Chambers at City Hall, per Notice of Public Meeting and Agenda posted on City Hall Bulletin Board at 4:30 PM on July 2, 1979, and by reference made a part hereof. Present: Boyd Spencer, Mayor Robbie Fickle, Vice Mayor Robert Wrestler, Councilman Al Lambert, Councilman Harold Charney, City Attorney Wayne Meyer, City Manager Wauhilleau Webb, City Clerk Absent: Don Thompson, Councilman The meeting was called to order at 7:04 PM, with Mayor Spencer presiding. ITEM 1 - APPROVE CONSENT AGENDA ITEMS Motion was made by Robert Wrestler, seconded by Al Lambert, to approve Consent Agenda items, as follows, voiding Warrant 1812, as published in the Owasso Reporter on June 28, 1979, and by re- ference made a part hereof. 1. Approve Minutes of June 19, 1979, Meeting 2. Approve Warrants for Payment Ayes - Messrs. Spencer, Wrestler, Lambert, Mrs. Fickle, with Mrs. Fickle abstaining on Warrants 1813 and 1814. Nays - None ITEM 2 - APPROVE ADDITIONAL WARRANTS FOR PAYMENT Mayor Spencer questioned warrants to Owasso Auto Supply for re- pairs. Mr. Meyer explained the Warrant List reads incorrectly as it should indicate parts, not repairs. Council was not pleased with the $255.66 spent on air conditioning for the Ani- mal Control truck, which Air. Wrestler commented the truck was probably not even worth that much. Motion was made by Robert Wrestler, seconded by Robbie Fickle, to approve additional warrants for payment, and by reference made a part hereof. Ayes - Messrs. Spencer, Wrestler, Lambert, Mrs. Fickle, with P•Zrs. Fickle abstaining on Warrants 1856, 1857 and 1899 thru 1905. Nays - None Owasso City Council July 3, 1979 Page Two ITEM 3 - APPROVE ZONING CASE OZ-46 FROM RM-1 TO RS-3, GENERAL LOCATION th EAST AVENUE AND t STREET NORTH Motion was made by Robert Wrestler, seconded by Al Lambert, to approve Zoning Case OZ-46 From RM-1 to RS-3, and by reference made a part hereof. Ayes - Messrs. Spencer, Wrestleb, Lambe~'t, Mrs. Fickle Nays - None ITEM 4 - APPROVE ORDINANCE N0. 265 FOR ANNEXATION OF PORTION OF THREE LAKES Motion was made by Robbie Fickle, seconded by Robert Wrestler, to approve Ordinance No. 265 for Annexation of portion of Three Lakes, and by reference made a part hereof. Ayes - Messrs. Spencer, Wrestler, Lambert, Mrs. Fickle Nays - None ITEM 5 - APPROVE EMERGENCY CLAUSE TO ORDINANCE N0. 265 Motion was made by Robert Wrestler, seconded by Robbie Fickle, to approve Emergency Clause to Ordinance No. 265, and by refer- ence made a part hereof. Ayes - Messrs. Spencer, Wrestler, Lambert, Mrs. Fickle Nays - None ITEM 6 - APPROVE FIRE RUN CONTRACT WITH OKLAHOMA FARMERS UNION; PROPERTY OWNER C. H. DUNN Motion was made by Robbie Fickle, seconded by Robert Wrestler, to approve Fire Run Contract with Oklahoma Farmers Union; Pro- perty Owner C. H. Dunn, and by reference made a part hereof. Ayes - Messrs. Spencer, Wrestler, Lambert, Mrs. Fickle Nays - None ITEM 7 - APPROVE TEN YEAR LEASE WITH J. RAY SMITH FOR LOTS 1 AND 2. BLOCK 2. Spencer, Wrestler, Lambert, Mrs. Fickle Nays - None ITEM 8 - APPROVE RESOLUTION N0. 79-07 FOR TEMPORARY APPROPRIA- TIONS FOR FISCAL YEAR 979- 980 Motion was made by Robert Wrestler, seconded by Al Lambert, to approve Resolution No. 79-07 for temporary appropriations for fiscal year 1979-1980, and by reference made apart hereof. Ayes - Messrs. Spencer, Wrestler, Lambert, Mrs. Fickle Nays - None ITEM 9 - SET FIRST PUBLIC HEARING DATE FOR USE OF REVENUE SHAR- ING FUNDS 1979- 9 0 Motion was made by Robbie Fickle, seconded by Robert Wrestler, to set the first Public Hearing for Revenue Sharing Funds 1979- 1980 for 7:00 PM on July 17, 1979, just prior to regular City Council meeting. Ayes - Messrs. Spencer, Wrestler, Lambert, Mrs. Fickle Nays - None ITEM 10 - APPROVE ACCEPTANCE OF GRANT WITH DECA AND PERSONNEL DEVELOPMENT, INC. Mr. Meyer reminded Council that this is the grant Tom Baines had applied for when he was City Manager. He explained this Person- nel Development, Inc. was formed by Greg Harrison and Dennis.. Beach and they work through DECA on management training of per- sonnel of small cities and towns. Wauhilleau Webb and Merrilyn Merchant will be sent for this training and then they will train the other supervisors. It will cost the City $1,200.00. Motion was made by Robert Wrestler, seconded by Al Lambert, to approve acceptance of grant with DECA and Personnel Development Inc., and by reference made apart hereof. Ayes - Messrs. Spencer, Wrestler, Lambert, Mrs. Fickle Nays - None Owasso City Council July 3, 1979 Page Four ITEM 11 - APPROVE TRANSFER OF FUNDS, GENERAL FUND, 1978-1979 Motion was made by Al Lambert, seconded by Robert Wrestler, to approve transfer of funds, General Fund, 1978-1979. Ayes - Messrs. Spencer, Wrestler, Lambert, Mrs. Fickle Nays - None OT,n RTTSTNF.~S ITEM 12-1 - APPROVE BRINGING FROM TABLE RE UEST BY CITIZEN FOR ORDINANCE ON FENCING SWIMMING POOLS City Attorney advised Council this was covered by adopting the BOCA Building Code, which requires a 4' fence if a pool is over 24" deep. Mr. Charney said he thinks it is a good idea but it might be difficult to police. Mayor Spencer said he thinks it is a little out of line for peo- ple that would pay $30.00 to $100.00 for a pool and have to pay thousands for a fence. He felt the pool depth should be at ~~ least 4' before requiring fencing. Mr. Wrestler commented he felt the ordinance should stand the way it is. Mr. Charney said if Council doesn't like it, they can strike it from the code. Mrs. Fickle suggested leaving it at the present time since it is so late in the year. Mr. Meyer commented it is the two and three foot pools that are the pro- blem as the larger pools are covered with building permits. Mayor Spencer directed it remain as is under the BOCA Building Code until such time as it is requested to be considered again. NEW BUSINESS: ITEM Mr. Meyer announced the old water tower came down today and he has discussed with the Owasso Historical Society ideas on how to retain a part of it as history. The roof and 5' of the side of the tank was saved and he would like to propose to City Council that they give him permission to take it to Rayola Park and make it into a gazebo or picnic shelter. He said it had a plaque on it saying it was erected in 1924. Mayor Spencer said Council would have no objections to the proposal and it would be a good winter job. Owasso City Council July 3, 1979 Page Five ITEM Robert Wrestler said the residents in Ator Heights IV are fin- ally getting the street signs up and have called him expressing their appreciation. ITEM Mayor Spencer directed City Clerk to write a letter to the Superintendent of the Owasso Public Schools and P•1r. Lampkin ex- pressing their thoughts regarding the school band winning First Place in the International Band Competition. Mrs. Fickle suggested a proclamation establishing Pride of Owasso Week with something such as a watermelon feed and perhaps a con- cert by the band. Mrs. Fickle will work with the Chamber of Com- merce getting this started, to which Council was in agreement. Being no further business before the Owasso City Council, Chair adjourned at 8:00 PM. ~ CITY CLERK
