regular session, in the Council Chambers at City Hall, per the
Notice of Public Meeting and Agenda posted on City Hall Bulle-
tin Board at 4:15 PM on December 28, 1979, and by reference made
a part hereof.
Present: Boyd Spencer, Mayor
Robbie Fickle, Vice Mayor
Don Thompson, Councilman (arrived at 7:06 PM)
Robert Wrestler, Councilman
Al Lambert, Councilman
Ken Thompson, City Manager
Harold Charney, City Attorney (Arrived at 7:05 PM)
Wauhilleau Webb, City Clerk
Absent: None
The meeting was called to order at 7:00 PM, with Mayor Spencer
presiding.
ITEM 1 - APPROVE MINUTES OF DECEMBER 18, 1979
Motion was made by Robert Wrestler, seconded by Al Lambert, to
approve minutes of December 18, 1979, and by reference made a
part hereof.
Ayes - Messrs. Spencer, Wrestler, Lambert, Mrs. Fickle
Nays - None
Motion passed.
ITEM 2 - APPROVE WARRANTS FOR PAYr~ENT
Mayor Spencer commented Warrant No. 8, for two hand portable
radios, should be pulled from Revenue Sharing and charged to
General Fund.
,~ayor Spencer also questioned the 500 lbs, of salt at $1.00 per
pound, and Mr. Williams said it is a special salt and it only
takes half as much as the regular salt and is not as damaging.
Mr. Williams said it will only be used for around City Hall and
will not be used on the streets.
Per. Lambert questioned the 18 jerseys from Owasso Sports Center
and Mr. Williams explained they were sold and the money has been
reimbursed through General Fund. City Clerk verified the money
has been turned in.

approve warrants for payment, with the exception of Warrant No.
8 in Revenue Sharing, and by reference made a part hereof.

ITEM 3 - DISCUSSION ON 1980 CENSUS
Mayor Spencer said he requested this item to be placed on the
agenda. He said the City of Tulsa is going to take their own
census and he was requesting the Council to consider the possi-
bility of Owasso taking their own census. Mayor Spencer's sug-
gestion was the Council members themselves taking the actual
census. It was suggested getting volunteers within the indi-
vidual wards,
Don Thompson asked when the census had to be completed, and no-
one was certain on the exact date, but sometime in April. Mrs.
Fickle commented she felt it would be advantageous to the City
to do it ourselves.
Mayor Spencer requested this item be placed on the January 15th
agenda.
ITEM 4 - DISCUSSION ON ORDINANCE PUBLICATION; BILL RETHERFORD
Mr. Retherford commented he has been very concerned with our
procedure for publishing our ordinances. He said he has dis-
cussed this matter with Mr. Jerry Sokolosky, Attorney for the
Oklahoma Press Association, and ~~r. Sokolosky said we do not
meet the requirement of the legal manner of publication.
TZr. Retherford said the City should consider this matter for two
reasons; 1) revenue to the paper and 2) the right of the people
to know in detail the various actions taken by the City Council.
He stated there are provisions in the State Statutes for the
gist to be printed, but we have only been running the title.
Tyr. Retherford stated it is his opinion, and the opinion of
several others he has spoken with, that those ordinances pub-
lished only by title are not in effect at this time. He said
his request is that the City Council consider the manner we
are using to publish approved ordinances and approve or direct
that ordinances be run in full in the Owasso Reporter.
Mr. Charney said he agrees with Mr. Retherford that the ordi-
nances should be published in full but our Charter does not
require it as a home rule does supercede State law.
Mr. Retherford said a summary is needed, not just the title, and
Jerry Sokolosky felt those ordinances printed by title only are
not even effective. Mr. Charney replied that he does not agree
with Mr. Sokolosky and contends he is not correct.

After additional conversation between Mr. Charney and PZr.
Retherford, Mayor Spencer asked the two of them to settle the
matter then bring their recommendation back to the Council.
ITEM 5 - APPROVE FIRE RUN CONTRACT WITH KANSAS CITY FIRE AND
MARINE INSURANCE; PROPERTY OWNER MARILYN SWEGER
Motion was made by Don Thompson, seconded by Robbie Fickle, to
approve Fire Run Contract with Kansas City Fire and Marine In-
surance, property owner Marilyn Sweger, and by reference is
made a part hereof.
Ayes - Messrs. Spencer, Thompson, Wrestler, Lambert, Mrs. Fickle
Nays - None
Motion passed.
ITEM 6 - APPROVE RESOLUTION N0. 79-13 CALLING FOR CABLE TELE-
VISION ELECTION
PZr. Charney said the Tulsa County Election Board was wrong in
demanding a thirty day notice from the City Clerk calling for
this election.
Motion was made by Robert Wrestler, seconded by Robbie Fickle,
to approve Resolution No. 79-13 calling for Cable Television
Election to be held February 5, 1980, and by reference made a
part hereof.
Ayes - Messrs. Spencer, Thompson, Wrestler, Lambert, Mrs. Fickle
Nays - None
Motion passed.
ITEM 7 - NEW BUSINESS
Mayor Spencer discussed with the Council that the delegate to
the INCOG Board should be the City Manager, rather than the
Mayor.
Motion was made by Don Thompson, seconded by Robert Wrestler,
to change INCOG Board delegate procedure and appoint City Mana-
ger, Kenneth Thompson, as the primary delegate, with the Mayor,
Boyd Spencer, as the alternate delegate.
Ayes - Messrs. Spencer, Thompson, Wrestler, Lambert, Mrs. Fickle
Nays - None.

Being no further business before the Owasso City Council, Chair
adjourned at 7:36 PM.
